So Who's the Deadbeat?

Remember - Earned not Given, (Even if You're so Incompetent, You Can't Stay Afloat Financially:)
  • Did anyone see the AMC that came out revising the requirements for captain promotion THE DAY THE APPLICATIONS WERE DUE!?

    The order was revised to waive the credit check, which means some soon to be captain is a complete bust out, probably a degenerate gambler or is a multiple baby daddy. I'm sure when promotions are made it will be apparent who the rules were changed for.
Sounds like yet another brilliant pick by Special Ed is in the works. Maybe this one won't be caught cashing his dead mother's Social Security checks, or stealing golf outing money, or memorial t-shirt money, or emptying the Unit flower fund money, or any of a hundred smaller instances of graft we could bore you with.

So who's the bustout?

drive a vehicle that is less than 3 year old

work excessive overtime yet rarely obtains any relevant convictions.(lots of release without charging)

gambles football pools/ squares

excessive sick time FLUs on weekends or when hard work must be completed .

Its all in an old IAD training manual to spot potential officer who likely will steal.

Every Fortune 500 Company, the bigs the smalls, ect.
Buying a house, condo, renting an apartment: Yes, yes, yes.
So you modify the Captain credit check because they may have
3 kids by 3 broads. But that's a red flag, baby. Those with lousy
credit more likely to steal, submit false time reports, and can be
easily bribed because they need the money.

Im reading the November 2018 FOP newsletter On page 26, they have a story about two 004 dist Officers who saved a child from a burning building this past September, and received lifesaving awards from FOP..

The Officer on the right of the photo, has a chest full of medals and three service stripes on his sleeve.

Why cant HE get a meritorious promotion?

It is obvious to me that a big part of the problem is your so called ''MERIT" system and that the average cop has no say when it comes to selection. It may be to late to remove politics from the CPD but that is the problem, POLITICS and POLITICIANS. Chicago is famous for crooked politicians so it should be no surprise that the CPD goes down the same road.

Anyhow, I finally understand why merit picks are so prevalent in CPD. The entire merit promotion system exists because the pickings are slim - meaning there's a very small pool of qualified people to begin with.

It's not a system designed to help people get ahead quickly and easily. No, it's a system designed to get people up the ladder who OTHERWISE COULD NOT GET UP THE LADDER ON THEIR QUALIFICATIONS ALONE. The merit system is exists because of necessity.

The credit check was deemed unfair by Aldermoron Beale when it came to minority applicants being weeded out for the job in general. I guess there's no basis for that part of a background check.

The promotion system in the CPD will never be fixed until it is turned over completely to outside board, probably composed of university professors and police officials from other jurisdictions. In this town, no matter who is in control the first words they utter is " its my turn".

Not to say his awards weren’t earned, but the award system is corrupt too. There’s no standard and people jump paper for awards and friends of bosses are put in without earning them. Even with the Award of Valor. There’s guys with the award that took no part in the incident. I’ve seen it first hand.

remember the CPD gives merit for new recruits now, too. Remember way back when we were classified as "qualified" "well qualified" and I forgot what the third one was, "unqualified?" Anyway now they set a bottom score and do a lottery based on the SS# if I am not mistaken. This way they can fend off Affirmative Action Title VII lawsuits if the racial numbers are in balance.

I suggest to both politcal parties or whoever is BOSS to build a large casino at O'hare airport. Just think about it, it is simple math. Place the other casino somewhere in the cental business district as said. If managed correctly much of the money will come from tourists. Please, the pickings aren t slim. There are a ton of great coppers who don t get promoted because they have no clout. What separates a 150 score from a 300 score can be 1 or 2 wrong answers.almost all the merit people are usually in the 1000 range and haven t done crap in their career. Now u have 3 LIETENTS who were even given the answers. Merit sgt but suddenly u 3 score in the 1st 12 in scores. To stupid to even cheat right.U blow reg copper gets called to the carpet if he owes 1 bit to the city yet now u disregard CAPT. from this. Make all that money yet can t afford to pay off ur debts. Ethics wise u r the kind of people that usually becomes tempted by corruption.

Credit scores tie into Income that ties into Tax Returns.
There’s plenty of mid to low 400’s driving around in new Lexus and Marcedes that can’t make the 84 month installment plan.
Banks and financiers rely on repossession.
A legitimate CPD should consider that remedy.
Screw up and mismanage, you get your merit rank repossessed.

Just wanted to mention that the table top exercises that the department loves to implement at every training is useful when tackling a problem and you are are working for a solution i.e. a mathematical/mechanical solution .... but the way the department is implementing it they are attempt to get you to think in their "way" often conflicting with ones personal values and this is done by using peer pressure of the group setting. Carry on.

Credit check is to see if you're in debt, struggling to pay bills, more likely to do illegal things to make money,etc. Lots of opportunity on this job to make money illegally. It's better not to hire people who are more likely to be tempted. The credit check is only a small part of identifying those types.

What does being a big spender have to do with your credit score? Paying your bills is the important think, not how much you spend. Beginning to get an idea why your credit score was an issue

So when you are young and have debt, school loans, car payments, etc you get disqualified, but after you get hired and get Lts pay and can’t keep you credit score good, they take away the requirement so they can promote you to Captain Makes sense to me

If they really were serious about using a casino to pay for pensions, they would have rented a couple of used Vaneco gambling boats, and placed them near Navy Pier and along the redeveloped river walk. They could be making money right away, while they beat each other up to acquire a costly unbuildable site. They had the licenses and permits for awhile, so now, the little boy mayor has an idea to use them. Who payed to play with casinos now?

To get a security clearance one item they check is finances. Another thing is you have to be US citizen. A while back a PO in CPIC (no military background) applied for security clearance and was denied because PO had dual citizenship US and Irish. PO left CPIC eventually rather than give up Irish citizenship (and get security clearance).

Bad credit generally implies that one is in a desperate financial situation and thus highly susceptible to corruption, blackmail, and the old offer they can't refuse. Who decides? do they put in a to From Report? Does a committee of exempts go over the validity of blocking something?

Everybody understands blocking porn or illegal music download but police related gossip sites?

When I was still in the academy, 1980's, two recruits from South side were in the pisser and I was close, one said he couldn't wait to hit the streets so he could start making money. Those were the days. At Special Employment at the Kraft Bldg, a couple more dudes were discussing payoff money and moaned about consecutive serial numbers on 100 dollar bills from one week's payoff till the next. They were from 002, at that moment they realized that had taken FBI money. Oh well, lot's of thieves in those days.

Best television cop of all time! This handsome, sleazebag Lothario was the embodiment of policing. Good and bad. Warts and all.

On the negative side he became a drunk that ruined squad cars and almost got his partner killed. Tried to nail any woman with a pulse including high school girls. Always was trying to come up with get rich quick schemes and scams. He could be a coward in some situations.

On the plus side, when he was sober, he was a great detective. Very good sense of police humor. Pulled some funny pranks. When the chips were down, was a brave dude that would stand up to anyone regardless of rank.

The best character on arguably the best cop show of all time. In one episode the Chinese restaurant he and his partner would eat at started full boating them for no reason. Larue went and covertly dumped a bag of rats in the restaurant. Then he called the health inspector on them and got them shut down. Needless to say when they reopened he and his partner got police discounts again.

What are the medals for? Most people today have a chest full of medals: NATO, WTO, Democratic Convention, Attendance; you know the everyman just show up medals so that everyone looks important. A chest full of medals in these days does not mean a lot.

Not to say his awards weren’t earned, but the award system is corrupt too. There’s no standard and people jump paper for awards and friends of bosses are put in without earning them. Even with the Award of Valor. There’s guys with the award that took no part in the incident. I’ve seen it first hand.

Thinking you hit the lotto when you find that storage locker with a few grand in it, or shaking down drunk DP's or braziers, or striking up a "deal" with local dope boys ("give us a gun and a G a week, and we all cool.") If you are not responsible enough to handle your finances, then you are a risk.

from a very young age my cpd father taught me to maintain and protect my credit rating. ive done that all the way into retirement thru marriage and divorce, child support, colleges and raising many children. you have to want to do it. ive known hundreds of people who have to have all the latest and greatest gizmos and paying their bills is the last thing on their list. all part of the dumbing down of america along with universal victimization. you can live within your means and there are always jobs and extra hours to work. imho people with bad credit deserve it and they are a definate risk to any security or financial organization.there are a few exceptions medical bills being one but mainly people with shit credit are selfish,undisciplined and child like. fuck em.

They should have checked the new Lieutenant's credit. New merit Lt while assigned to a federal task force frequently used the government issued credit card for his own personal use. Gas. Cell phone pmts. Etc. Hell lets promote him meritoriously twice. Free NBA tickets is all it takes boys and girls.
