When I was on leave of absence I was forced to quit or come back in 12 months. No extensions. Different rules for different people. I wasn’t connected. I thought the dept limited leave of absense to 1yr. They started that when the blackwater thing was big.
I know people that have left the dept on a leave and went to the secret service and air marshals and after the 2nd extension which was 2 years they were forced to resign. I remember someone saying that the dept didn’t allow the leave to extend 3 years as long as it was for another law enforcement position, I guess we will be seeing Fast Eddie back too after his 27 year leave.OMG

Once again the Blatant Hypocrisy of Clout, and Rahm's Chicago Values are on display. The Leave of Absence Policy is strictly based on Clout, and the rules change depending upon who you "Know". Some people, especially if they go to work for Cook County are allowed to renew their Leave of Absence every year. While others are told to come back now, or resign now. Someone I know went to DEA, which had a Probationary Period that exceeded two years. So as he approached one year of his Leave, he returned to extend that Leave. When he got to CPD Human Resources, he was confronted by an Obese Wildebeest, who waddled out of her cage/cubicle and advised: "You gotta come back now, oh Resign!". I guess working for the DEA is less important than driving Ms.Daisy to and from Fundraisers! He chose to stay with DEA, and recently told me it was the Best Decision he ever made, though because of his friendships on CPD, he had considered returning. There are many others, but I do not want embarrass them, since they too are friends of mine. The simple point is this: THE LEAVE OF ABSENCE POLICY IS LIKE EVERYTHING ELSE IN THE POLICE DEPARTMENT,"SHITCAGA" AND COOK COUNTY GOVERNMENT; THE RULES ARE BENT IN FAVOR OF SOME AT THE EXPENSE OF EVERYONE ELSE! And Toni's Chauffeur is a prime example. Contrary to what most normal people think about the "leave of absence" program, over the years there have been many that have been on leaves for decades. Renault Robinson to name one (he was on a leave of absence for 20yrs that I know of.) I'm not defending this Delwin Gadlen, I never heard of him before the Taxwinkie incident, But someone should really go over that Leave of Absence list and see how long some have been on it.

Use past practice to justify a LOA. There is a sergeant currently working in the Chief of Patrols office who came back from a leave of over a year so her husband could take a job assignment in Europe. She was allowed to take a leave to do nothing! Remember to bring that up if you are ever denied a LOA!

Leave of absence policy prior to 2010...an employee can extend their leave continuously every 12 months if they are working in an LEO capacity. Anyone who was on LOA prior to 2010 was grandfathered in. He’s may be the last to come back but he’s not the only one.

I just heard from a reliable source that someone with the initials CHW is being courted by at least three serious mayoral candidates to come back and clean up, and restore the Chicago Police Department to its former glory. Word is his First Deputy will be a former CPD officer who is retiring from the FBI. CHW as part of his Restore to Glory Operation
also plans in bringing in a former DOJ/OIG supremo in to lead all internal affairs components. The final straw is that the Bureau of Patrol will be filled by a candidate from the Los Angeles Police Department who has had a high profile in the IACP as an up and coming police executive. If any of CHW’s candidates win we can be assured of a police department that will have a new and objective/transparent promotional process, have a leaner management structure and do more with fewer sworn personnel. From what I have been told there will be more and aggressive leveraging of technology. In CHW’s vision of the CPD, SWAT will be a 24 hour operation and IAD will be forward leaning operation that will put the DEA of the 1980’s to shame. Anybody wanting to become a lieutenant will have to have a successful tour in IAD with accumulated scalps under their belt. My source also stated that CHW Intends on bringing on retired high performing CPD detectives who can pass a polygraph and retired FBI violent crimes squad guys to form enhanced cold case investigative squads. As part of Operation Restore to Glory CHW will send the best 15 guys/gals from Homan Square to the HIDTA Task Force and return everyone else to patrol. In other words CPD will leave narcotics to the FEDs. CHW will insist that if any of his candidate win, as a condition of his returning to the CPD, the city will have mount a nationwide hiring campaign to bring 2800 new patrolmen to the depart in a three year period to reduce OT costs. He abruptly pulls in to traffic, crosses over to the West side of the street right in front of the City Hall East side enterance.
He just about hit two cars going southbound as he crossed over the street and almost ran over the sidewalk curb taking me out.
Shocked, I see Preckwinkle come over my shoulder and get in the Black SUV.
Two cars and/or a pedestrian almost were hit so Preckwinkle didn’t have to walk 30 feet across the crosswalk to get in that SUV.

However, it would seem that this criminal failed to abide by these rules while on a leave of absence:
4.Sworn Department members remain bound by the rules, regulations, directives, and orders of the Chicago Police Department while on a leave of absence or duty disability. A sworn member of the Department on a leave of absence or duty disability will not:
a.exercise the power of arrest or any other police powers of a sworn Department member;
b.carry a firearm as a sworn Department member;
c.be required to appear at court hearings in cases in which they were the arresting officer when such hearings are scheduled during the period of time the member will be on a leave of absence or duty disability, unless subpoenaed.
He violated several rules, regulations, and general orders with just that one incident. I guess he did abide by this one special rule: the rules don't apply to the connected, no matter how much they fuck up.

The victim's mother continually insisted the offender was Caucasian and insisted the incident was racially motivated. Neither claim was found to be true. I don't know what flavor of Cool Aid you are drinking but it must be good. Gimme some of that. I have already gone through 6 Superintendents and they all offered the same crap you are talking about. Remember this is Chicago Police, and it will never change and it will always be the Chicago way. The Machine always wins. From here on it will not get better but turn to worse. The department is gone and hopeless.

You missed his early stint with the Sec of State police and the couple of years with the city law dept in the “public integrity” unit (perfect job for a guy who ran a corrupt County dept and who the Feds are still investigating) between CPD and Chicago OEMC. He actually bragged once that he will be collecting state, CPD, County and City pensions. Claimed he was using some loophole to keep paying in when he was no longer employed. He also was known to sexually harass young females at County OEMC. He is a pig at the trough in more ways than one.

Just like on the channel 7 news it was reported that 3 taxi drivers got robbed or car jacked on the north west side. Suspects were “young men”, that’s all.. Are they telling us that the police didn’t ask the victims what race the offenders were and that the victims didn’t know what race they were and that this was not noted on the case report?
