And of those 60, only three passed the background check:
- PORTLAND, Ore. -- There are now 120 sworn officer vacancies in the Portland Police Bureau. At a City Council meeting Tuesday, Chief Danielle Outlaw shared some of the challenges they face in hiring new people and filling those positions.
The assistant chief told the City Commissioners that out of more than 60 people who applied for public safety specialist jobs, only 3 passed background checks. The biggest reasons for their disqualification is past drug use or dishonesty in their application.
This isn't the only place, but it's a leading indicator.

Portland rejects their version of “be the chainge” applicants. All 57 of those winners would be graduating at Navy Pier had they applied to CPD. This job used to be difficult to get on but since 2013 the only qualification requirement is to “be the chainge.”
Did anyone realize the city opened up applications for the next test?? The Dept/City opened up applications for only 15 days from 01 Apr - 15 Apr only. They are hitting the MB churches HARD. The theory is that if they only recruit in “certain” neighborhoods then they will flood the pool with the demographic they are looking for. Not one iota of outreach in the white neighborhoods and nothing on TV or radio. They are literally trying to sneak in a class. Be the Change my A$$.

I'm (unfortunately) a Portland copper. This info is somewhat flawed in that the 60 applicants were for the newly created unarmed public safety officer job that is promised to end crime without shooting anyone. The 60 applicants (and 3 passes) were to fill 12 proposed positions. As for the sworn officer positions, we are indeed 120 down (out of 1001 authorized) and in the first three months of 2019 had 38 retire or resign while hiring 13. Good times ahead.
Why even hire more cops? So more cases can get dismissed? Hold on, aren’t the police the problem? No police = no problem

Two of the five city commissioners in Portland openly hate the cops, and a new left-wing crusade in Portland is to impose a residency requirement on Portland cops - not on all city workers, just the cops. (90% of Portland cops live in the suburbs, understandably.)
Another straw in the wind is that the sheriff's department in a adjacent suburban county has largely pulled out of its mutual aid agreement with the Portland Police Bureau, and a sheriff's department in a second adjacent suburban county is about to do so. The first sheriff's department to pull out cited the “anti-police attitude" in Portland - they have no intention of exposing their officers to Portland juries for actions that they take while on duty.
Imagine how many would be disqualified here if they did a legitimate background check. But thank goodness for restorative justice. Let's make more people with criminal backgrounds the police! Hey kidney Jr, have you ever passed the fitness test? Or do you need one of them there private fitness tests?

It won't matter. In the near future, police will no longer be required to do traditional police work. Although more and more criminal laws will be passed by lawmakers, this will be theater, and fewer and fewer of them will actually be enforced. Police work will generally be generation of revenues: writing tickets, collecting delinquent fines, enforcing tax and fee laws.

Hate to say this but you are correct,functions of CPD are being looked at as you typed, the airport police unit will be abolished like years ago they are looking into midway and how years ago they had 2 district cars go to the airport around the clock, 4 coppers to answer calls and that is being seriously looked into. Don't think it can happen, "that's all bullshit," ok then watch and see what happens. Weather you like it or not the city of Chicago is your employer and they set the rules, so you want to get out here and say "Fuck this city etc," soon you realize what will happen when you say "dude wheres my job," as the city cuts back on coppers.
Oh if your thinking fire is getting away unscathed the study shows less fires and more ambulance runs, and the city is realizing they cannot sustain sending a fire engine with 4-6 firemen on the calls with ambulance or when it is not available. The city did add ambulances but still not enough, it costs so much less for 2 paramedics and an ambulance than a million dollar plus firetruck loaded with firemen, it is simple cost vs affect.
Wait a minute you say Firemen are needed in case of a large blaze, well lets answer this the city has agreements with neighboring suburbs to respond and assist if needed, and we border so many suburbs that can respond quickly so that argument is moot. The city can and will save millions upon millions don't think it can happen? Get the popcorn it is coming soon, and Lori wants to save money!

Who wants the job? Nobody anymore. I've watched my friends and acquaintances bail from PPB over the past few years - the only reason to stay is for their retirement system, which is separate from the rest of the state if you got hired early enough. I remember testing (different agency) with a group of 1200 people for what ended up being about 6 spots. Now we can't get 10 people to apply for 8 spots.
What's wrong with Portland now? Too many Californians. The disease spread up the coast. My state's been run into the ground within my lifetime. Full of drug addicts, homeless, communists and people unwilling to work. One party rule over the entire state since I was about 7.
PPB? You're out of your mind if you'd work there. Less than a couple decades ago PPB laid the wood to bad guys. Now they drive the other way. Not the cops' fault, this was what the city wanted.
