My favorite part of these lists is finding the ones who were light duty for years.

Snelling will end up in a district just long enough to be able to put Lt of Police in 007 or 011 on his resume. Soon he'll find his way into a National Academy slot or Senior Management in Policing training program. This will show everyone that, although he can't pass a promotion test, he's qualified to be leader on this department. Hey Eddie, tell everyone how fair the process is. By the way, how does he file his ethics statement as a Board Member of a training company with a contract with the city.

I called it SCC , look at the Lt. Pick for merit. Commander James R Sanchez of the 010 District has done it again. Commander Sanchez has gone outside his unit of command again and nominated another person from Gangs. This guy obviously does not respect any Sgt. Supervisors here in 010. Little Jimmy has not worked in gangs for 2 years , but yet he finds a way to make more people from gangs. I would like the superintendent to address this problem . We all know he reads this blog. I’m a Sgt. In 010 and want answers . I will not make the people I supervise do a thing or ask them. Respond to jobs and write paper when needed. I will explain to the officers that no matter how much they work , that our commander will never recognize them . I’m truly disgusted with the department. As far as little jimmy Sanchez is concerned, he is a supervisor that has NEVER passed a promotional test and is not very intelligent . I can say this because I have to talk to this guy and listen to him in meetings when he is there . Thank God for the previous Capt. and Lt. SM who run the district. I hope the new mayor removes this political hack who backed Mendoza .

Before making detective, I’ve worked with some of the merits from 191. I could tell you that they are complete do nothings. TW is good people but I question her leadership ability. ZR is a blow hard ass kisser who hasn’t made any type activity at all for the past 5 years. However, just wait and you’ll hear him tell war stories in between sucking up to anyone who has rank.

Mark my words. Of the 4 merit Lts, at least 3 of them will be Commanders within 18 months. That’s the way it works. Command structure of CPD is made up of probably 80% merit Lts.
Not sure if it was the Commander or LT from 191 but whoever nominated ZR is soft. My guess is it was Lt DD because he always made weak leadership decisions. Merit Sgt for ZR is just one more example why the ass kissers will prevail and people who work are the suckers.
Riccio better drive to Swinkle’s house and leave a note on his front door. Just tell him there’s free food at 1300 W. Jackson on May 20th at 8am. He’ll show up.

I feel for the guys & gals in patrol. Most merit picks will always come from the unit humps before patrol cuz after all, if they had the juice to get into the unit, they’ll have the juice to snag a merit spot.
It’s all legit.
The merit promotees receive not only a gifted pay raise and pension bump with their promotion, but they will be assigned to a choice district and eventually a unit assignment as soon as possible. The same applies to the merit lieutenants with one addition: a likely bump to captain or commander. Reward, reward, reward the clout hacks. The blog used to slow these assholes in charge a little, or they made an effort to hide their moves, but now, they don’t give a fuck. They operate with impunity. A class-action, Shakman type lawsuit would slow things down, but honestly, it’ll never end and where does your basic unclouted, grunt copper begin seeking relief? One can only hope that the new administration can clean this shit off the bottom of our shoes, but that’s a lot of wishful thinking.

Most people like Larry, myself included. He's a good guy. The problem is, there are a LOT of good guys on the job. These guys know the streets, help their fellow officers, know the ins and outs of the job, rarely get weekends or holidays off and don't get to work Monday through Friday. The problem is, these good guys don't have the whack to get two merit bumps AND a spot in the academy for almost 20 years. There is nothing that makes Larry any more deserving of one, let alone TWO merit bumps than any of the other good guys.
022 is losing their Best Sgt but CPD is gaining a Great Lt. Congrats Shannon!

In almost 30 years on this job I know of two merit recipients that were good, working officers and made good Sergeants. I’m sure there’s another few that I never met or knew but the overwhelming majority of the time merit simply means clout. And a double or triple merit bump means more clout. The incompetence that this system has created and continues to create endangers officers and citizens alike. The politicians don’t care. The merit bosses don’t care. Thankfully some officers still care a little but it is increasingly harder to care when the department feeds officers more and more bullshit and then tries to convince them of the importance of doing the right thing and going out there and working hard. Every single time a boss puts in a merit nominee that shouldn’t be promoted they are weakening the department and now we have so many merit hacks running around that our department is being run by them. Good luck to us all, we’re going to need it.

I have nearly 18 years on the job. Snelling was at the academy as a gym instructor when I was a recruit. He's been there ever since. This department is unbelievable. The guy made LT for teaching recruits pushups.
Graves is a solid guy. 007th district for years, then SWAT, then dick off the list and now sgt off the list. Hes also an attorney and tells gross, hilarious stories.
Snelling. A career police instructor. Next, he’ll be an exempt teaching the same shit, telling the same war stories of his 6 months on the streets haha. Does his merit promotion mean that the other career police instructor that was also merit promoted and landed immediately on days in a slow district, Y. Hatch, is going to take his vacant spot in the academy? Before she was merit promoted to sergeant late last year, she had been teaching in the academy for almost 14 years. FOURTEEN years!
Who the fuck makes these decisions? How can they think it’s appropriate or that no one notices???

Garcia is the Commander of the mayors detail under Rahm/ Lightfoot(?) that has less than 20 years on the job - went from PO to Commander . What what will happen with new mayor ? Will this Commander lose his exempt rank and go back to PO? Too young to retire and only 15-17 years? New Mayor usually means new Mayoral detail. What Irony make a guy Sgt make a Guy Lt via merit then you get bumped down to PO and they are your boss? How would this work?

There should be no merit promotions to Detective that's why clearance rates are so low.
Why hasn't the department of personnel release the names of the subject matter experts used for consultation? What are their qualifications? In an age of transparency for government, what is so top secret? Name names so test takers can have a sense of relief knowing that only "experts" were consulted.
What exempts previewed or "validated" these fair promotional exams ensuring the material accurately represents the duties and responsibilities of the tested rank? We all know of cultural biases exist in test taking. What noble fraternal organizations were consulted and approved of testing material to ensure the integrity of these test eliminating those nasty biases? Who was tasked the responsibilities of reviewing ensuring fairness and equality of the promotional exams before the actual application of these tests?

Typical your comment about academics and procedures. It’s the CPD, sometimes you do need force, strength and stamina and even deadly force. Next time they have a situation like at Mercy hospital send in the academic and procedures officers.
To all the people that earned it Congrats... and enjoy the last day of class when Lt larry gives his leadership pep-talk.. and tells you it is not how you got there, it is what you do with it!!
Congrats Snelling!......Training is just as important as all other police work and he has made a difference in a lot of Officers lives....There are tons of supervisors that has done way less.....Just because you work in 011 or 007 don't make you qualify as the police cream puffs!

The guy who shot the Mercy Hospital shooter and saved who knows how many lives gets zero. These other good for nothing hacks get multiple bites from the merit apple. I for one have too much pride to take that spot from someone who actually deserves it.

First off, many people are nice guys or gals that have taught or helped people. That should not qualify for two merit bites. Sorry. As far as these Dillon or DeJesus people, I don’t know them, only know of them and I’m sick of hearing about them. I only hear about them as they become merit picks, never of any great achievements.
I worked for Larry Snelling in the academy for several years. When he was promoted to sgt and assigned to the academy, he was sorely needed. You cannot imagine how bad the academy was operating under Calloway. You have no idea the horrible decisions that Calloway made and Snelling had to fix. Snelling was always available to the staff for help and guidance and also many street officers sought his advice and counsel. He treats everyone the same and willing to help anyone. If merit has to exist, then he deserves the promotion. When he is assigned to a district the officers will be very fortunate. But a huge loss for the academy staff. He has the street experience and leadership to be an asset to his new district. Godsel was wise to recommend him for promotion.
Yolanda Irvin?? Seriously? She was in with the right study group for the Lts exam. She is one of the dumbest people around. She cannot write a complete sentence to save her life. Completely worthless in IAD. Closed almost zero cases while letting her coworkers pick up her slack. What a joke
Whoa, he had to pass Kidney bean jr on each of his power tests before and during the academy! Gee whiz, its a hard knock life for him

Junior bean didn't have to pass the power test in the academy. His whole class was exempt from that requirement just so his fat ass could make it through. Fucking ridiculous. If only someone did something about the real problems on this fucked up department.

Wow! So he memorizes a power point and that makes him Lt material? He has worked at the academy 95 percent of his career. He should know the orders inside, out and backwards. And yet he still cannot pass the test. Yes I know, he passes part one. Got news for you 99 percent pass part one. The cut off is always decided afterwards so they can get the merit people in. He already got one merit promotion. He is taking away a spot from hard working Officers who don't have his easy spot. Some of you people on this blog amaze me.

He made $218,000 last year working INSIDE the academy doing that. YES I could do it too. Ive worked the street for over 25 years. Its time I work 5 days on with weekends off with a lot of OT. Snelling isnt the brightest. Most people could do what he does.
