Again, this is a simple representation and the "tree" expands as you go downward. The gray, green and blue boxes are filled 80-20 by seniority, the gold boxes by politics.
You see those two guys at the top there? One of them is completely unnecessary and exists only to create another gold braid pension for a connected tool. At a time when most departments in the state of illannoy are reducing size and limiting ranks.....CPD added commanders, deputies, etc.... Brilliant just totally brilliant! But remember the police are the problem!
I think we need a new position in every district-Major. The Major will be above the Captain and below the Commander in every district. The Major will have his own secretary, staff, and take home car. We need to create more clout positions and more spots for all the connected useless people on this job!!
Well SCC, 015's troop leader is at it once again. Blocking more people from leaving the district. Whats a guy gotta do to move out to another spot? You can't move anywhere because he doesn't think its good for you. Blocking details to another unit and blocking guys from really having awesome gigs. Any advice?
I remember in the past the cry of “they should have never gotten rid of captains”.. now, “get rid of captains!!” Some people will never be happy about anything.
Captains were the watch commanders back in the day. I wish someone could tell Me what their purpose is today.
Lets do it the Demorat way, create more positions, protect the stupid and our favorite Increase Taxes, you have to love those corrupt idiots!

Actually, in LAPD, there are two captains in each “district,” a junior captain (paygrade Captain I) who is the XO, and a Captain III who is the division commander. So it pretty much is exactly the same as here. Similar, but some subtle differences, in NYPD as well.
The XO position was created out of the need to have someone with knowledge fill in for the Commander in his absence. Prior to that the District Commander in the neighboring district would cover; but they usually didn’t give a damn what happened to the District will they were covering.
Except the one called commander makes more and a captain can easily do his job. Commanders have to go.
I assume Leftfoot went to the same Saul Alinsky meetings as Barry Soetero Obama.

The answer is pretty simple..... Read your contract and file a grievance, an EEOC hostile work environment, or even hire your own lawyer and sue. If it is that much of a problem for you, stop waiting and expecting someone else to do it for you.

One of Riccos pets in Narcotics Sgt BT finally had his team taken away from him. We must admit that the idiot last longer in Narcotics than any of us thought he would. Please don't send him back to 011 where he got CR #'s on all the afternoon Sgt's. There has never been another cop who has gotten more CR #'s on other cops. But hey "Toppers a good guy, just ask him.
When I was a Commander I had some control over who met the actual job qualifications for picking who would go into the unit. However, politics soon was the only qualification for the jobs and I had no input. It was formerly a policy that units at least had to have personnel that were the 'workers' who knew how to do the job. Not anymore from what I can see. Retired 20 years ago, thankfully.

Lets start with the aldermen. Chicago dies NOT need 50 aldermen. Chicago SHOULD have only 1 MAYOR and 10 ALDERMEN. You will NEVER see this on an election ballot referendum.

The situation room in 010 has become a “birthing room” for two rear wonders.
Where did all these exempt get all the ribbons on their dress uniforms. I worked the riots, major demonstrations, presidential details, high crime areas, made felony arrests, involved in shootouts, spent time IOD, but never given a ribbon to wear. Or do you get them after being made exempt. Is there a ribbon you wear that says your exempt now?
Captains do NOT need to be XO's they NEED to be Watch Cmdr's. Two Lieutenants for field and day off coverage when the Captain is RDO.... End this McCarthy era BULLSHIT of X)'s at ALL ranks.... Commanders being an XO for Area Deputy Chief is a crock and now one managed to make it back to Chief after being dumped as a gold star and regaining to curtail all his inflated overtime when in traffic.
I hope Lori takes notice of this and then launches Ed, drains the swamp and brings in someone with knowledge and common sense to right the CPD ship.

015 is a complete shit hole. The morale is non existent with a (Troop Leader) who cares more about his self image and does not give a rat's ass about the officers.. He continues to walk like his shit don't stink and is only looking out for himself. This merit hack is what's wrong with the department. He has no leadership skills and will never acquire them cause to do that he would have admit when he is wrong. Hey troop let me lead you...take that shit and shove up your crackheaded looking ass. much guaranteed the commanduh will get a phone inquiry as to why
he insists on exposing the department to potential litigation
by putting a brick on Officers exercising their right to vote on

In my former agency, The LA County Sheriff's Department it works quite well and this is how it works at station level:
Captain aka Unit Commander
Operations Lt.
Operations Sgt.
Each Shift has a Lt. Watch Commander and a Watch Sgt.
There are field Sgts. also
The station has a training Sgt, a Lt and Sgt in the detective unit.
There are four patrol areas and each station is assigned to one of those areas. Each area has a Chief and a Commander.
NO SUCH THING AS A MERRITT PROMOTION....
Commanders are nothing more than political PUPPETS. No need for District Commanders.There SHOULD only be a Captain,Lieutenant,Sergeants,and Patrolmen !

He can’t block you from using your contractual right and bid for a district with an opening. You had many opportunities to bid to 019, 016, 018, 020, 017, 025, 011. Why didn’t you?
When Lightfoot talks accountability, I think she has her sights on the Supt and his exempt staff. The buck ultimately stops with them.
I think she's looking for reasons to cut the police budget and hierarchy starting with all of those redundant duplicate command structures.
She also knows that most if not all of them are beholden to aldermen and other politicians so they do not have her confidence. These deep state exempts are selling her out or sabotaging her agenda.
Like many of those who have posted on this blog, I would cut the aldermen and police brass to the bone.
For CPD:
Have a Supt.
1st Deputy
ONE Chief for ALL bureaus operations and be the third in command of the department
Make 1 Deputy chief or commander in day to day charge of each bureau.
Captains in command of Units and Districts,
Lts in charge of watches
Sergeants in charge of field operations and deployments
and corporals supervise PPO's and other officers in absence of sergeants.
Put detectives on streets, hire retirees to do number crunching, analysis, and other desk duties.
Immediately cut the salary and benefits of all exempts,
and take some of that money from the newly streamlined hierarchy and give it to the officers, detectives, corporals and sergeants.
That's it
Maybe it’s time for LA to look East and for you to go work in LA if it’s so great. By the way, they had a consent decree also so don’t say we should be following them. All the same

You're being lied to by your guy.
If your guy really wanted you in "another spot " or "awesome gig" he would get you there.
If your guy doesn't have the juice to bring you in, he will never tell you, he will blame your commander for blocking it.
If you don't have a guy and just sending out transfer requests to "spots" and "awesome" places
expecting someone to bring you in, at some point you'll have seniority to bid to
another district. Meantime, keep looking for the guy with the keys to "spots" and "awesome land."

WHOA! What makes you think retirees want to come back to work the desk etc? We have had enough aggravation while on the job why would you want more. When you retire you have the feeling you have just been paroled after years of incarceration. Nobody wants to come back especially after reading on this blog what the job has become. Hire the homeless that lay on the floors in some stations.

Commanders are political puppets. They are not needed !!!!!!!!!
Commanders refusing to allow officers to transfer to non-bidable units is a very real issue. 025 has the same problem, as did 004. Commanders are not willing to give up officers that produce good numbers. This is a direct result of Comstat.
