It's amazing what the connected can get away with:
- Can someone PLEASE explain how a CPD Lt. under investigation for multiple incidents both on and off duty, is allowed to take a department approved LEAVE OF ABSENCE to go be the chief of a suburban department?
Not two incidents, or even three, but four separate investigations. And no one cares, here or in Harvey.

It was once a lovely quiet suburb, when I was a 12 year old child in 1971, but white flight along with several mills closing down caused the downward spiral that continues today.
The key word here is Harvey. The most corrupt suburb of all the corrupt suburbs. The South Suburban Task Force will not even allow Harvey to be a participant. For the last 15-20 years the Feds sat by and watched Eric Kellog steal money and destroy this suburb because he apparently was a little too smart for our ace FBI agents. It is now a total sewer pit. The CPD Lt. with numerous beefs will be a superstar of ethics in Harvey.

So stupid more fabricated activity to play pretend business meeting with our pretend uniforms at comp stat. A corrupt lieutenant going to run a corrupt police department in a corrupt town, sounds about right. Business as usual and it fits the Illinois model of corruption and thievery.
So at least one tool is gone from the CPD. Give him time, in Harvey he may wind up in jail along with some of their other public officials.
So who learns from who. Will the corrupt Harvey officers learn anything from LT or will LT learn more corrupt practices from them. Birds of a feather.

Harvey the most corrupt? I don't know - surely it's a good race between them an Cicero. Ever since the clown Betty Loren Maltese left it hasn't been on the news much, but I'd bet good money it's still as corrupt as ever - just keeping their heads down to stay off the RADAR and rake in the $$$

I worked for Lt EW in 011 for a while on 2nd watch. Nice enough guy who always had a smile on his face. I always felt he was actually to straight and narrow to be a boss in 011 so, please elaborate on his scandals because I have never heard of one.
I took a leave of absence and was forced to resign after it expired. After hearing of this goof and the clown that wrecked Prickwinkle's car being allowed to take extended leaves, I wonder if I have grounds for a lawsuit?
I don't want to come back now, I'm living out of state and don't want to step foot there again. But I'd take monetary damages!!

I understand and respect SCC for not naming the Lt. in the narrative of the post, but someone who's aware of his identity should congratulate, by name, this outstanding Harvey promotee.

He can’t be restricted from a LOA. But, there are restrictions on the annual renewals. Unfortunately, working for another law enforcement agency is an exemption.
-Former LIEtenant eddie winters. Apparently he took a LOA to take the job of chief of the upstanding HARVEY police department, and has VERY recently and VERY QUIETLY "retired". With several open CRs, but a bunch of clout that led him to two merit promotions and acceptance into a master's degree program that he could NEVER get into on his own, I'm sure he got his retirement id and star - even though the miserable unclouted peons wouldn't be able to with all those CRs and investigations that are still open. Harvey PD will get exactly what they deserve. Maybe that's their punishment from the feds for all the recent charges against the former chief and a bunch of their POs.

The strange part is how did she get assigned to Area South Detective Division with an open CR# and no previous Detective experience (Clout). Sgt. T.W. was a nice administrator but that’s, all anytime she had a complex situation Sgt. T.W. called Sgt. W.S. of the IRT. I enjoyed working the watch with her but get us a Sergeant that will hit the streets and that's knowledgeable.

Under Investigation doesn't prevent you from getting a Leave.
But when Discipline is Handed down, they can cancel your leave and call you back to stand in the Dock, as it were.
Basically...the LT in question would have to say "No" and they have officially quit at that point. No Pension.
Off topic but felt that I needed to post. I just read the department email complimentary letter this morning, and it starts off, “I try to avoid the police in Chicago (because y'all have a tendency to shoot unarmed subjects) however I have to commend two officers on a job well done.” Why even send this insulting shit out to us? It’s a fucking insult with a minor compliment! Fucking bullshit! Couldn’t the department find another letter that actually compliments the department?
And once again a LOA for the clouted, when the rest of the folks got told, “nope come back or leave for good” oh well

Harvey is under Federal Investigation and they have such a lousy and corrupt police department that they are the only department that is not allowed in the South Suburban Major Crimes task force. I had some work in Harvey in a murder case. It was the worst investigation that I have every seen. High school kids could have done better, and I am not kidding.
Please be Lt. SGC. Pleassseeee! Get her out of CPD. Also, ban her from the Academy.

In the '60's Harvey was a decent place to live. When the first blacks moved in they were good neighbors,kept well maintained homes, were law-abiding, etc. Most of the men worked in the steel mills. Jobs that paid well. When we started importing cheap foreign steel the mills closed and those black and white workers were out of work. With little or no income many of the residents either fled or let their homes fall into disrepair. No excuse though for what the town has become.

Now lets be reasonable, there have to be a few decent officers in Harvey. Guys/girls who actually took the job to do police work. Maybe stopping there on their way to a better department. Its a shame Chicago trash like this gets dumped on them. Imagine being on that department for years, thinking you might have a shot at a promotion and someone like this incompetent is brought in from outside to be your boss. You think shit like this only happens in Chicago?
There have been some good officers on Harvey PD. It's hard for them to leave because the town/police dept have a bad reputation.

Spradley isn't a racist; don't hate on him because he provided an honest account of the traffic stop conducted on him by a white suburban cop. Do you work inside of a beat car with any black officers? If you do, ask them about their experiences with police before they were hired on the job. If you've got the balls to ask, they just might share with you some of their own harrowing experiences. Hopefully, you'll give what they have to say a respectful listen.
Many years ago, my cousin and I were walking home when we were stopped by two plainclothes white officers in an unmarked car. We were tossed around pretty good, spoken to very disrespectfully, as I recall. While we weren't arrested (we had committed no crime), we were most definitely harassed. Years later, one of those men was my watch commander after I had been hired by the CPD. I never once shared with my then-boss about how he and his partner years ago had mistreated me and my cousin, but I never forgot how much joy he got out of abusing us that night, many years ago.
There's a clueless LT. running the marine unit who has a corrupt SGt and his 4 butt boys running a training scam that gives them every weekend off ! There is nobody to train right now after they had a 10 month program for the last group, and all they do now is hide in a backroom at the marine unit like they're in a bomb shelter. How can there be a Friday / Saturday DOG in the marine unit for these clowns when those are 2 of the busiest days on the water during the summer ? That's like having a tact team in 003 or 005 off every weekend ! Well keep hiding ladies because there are plenty more bombs coming ! Eddie J. , dump this crew before the new mayor gets a letter to her administration !

I can't imagine why any boss would leave a good paying position with the CPD and take any kind of job offer from Harvey's Mayor Kellogg. Clearly, Winters hasn't thought this thing out; Kellogg is always just a foot away from being snatched up by the feds. I'd pass on any police related job under Kellogg in a heartbeat.

Clearly you don’t understand that there is a duality in being Black and CPD. Before I became an officer, I had an encounter with two tact officers from the 3rd district, who unlawfully searched my mother’s car and my friend that was sitting in it. They were extremely disrespectful and pulled my friend out of the car yet found nothing. Stories like that aren’t uncommon. Perhaps you don’t know because you don’t experience the police the same way. Like E.S. and the commander mentioned in the article, I understand the protests because I’ve been on the receiving end of some of the very things being protested against. Lt Spradley is good guy and there is nothing racist
about telling his story. It happens.
