FOID Fees Going Up

And as far as we can tell, no exemptions for police:
  • On May 29th, the Illinois state House of Representatives voted 62-52 to pass Senate Bill 1966, sending the amended version back to the state Senate for further consideration. Among other things, they would increase the fees and also impose a mandatory fingerprinting requirement for both new FOID and renewal applications. Please contact your state Senator and urge them to OPPOSE SB 1966. Click the “Take Action” button below to contact your state Senator.
The card will expire in 5 years instead of 10 and the fee goes from $10 to $20. There's also a $150 charge for the State Police to fingerprint and background check every applicant - all of this while the FOID card has been ruled uncontitutional and is currently in front of an Appeals Court.

My daughter had to get fingerprinted to be a CPS employee(speech path). She also had to be fingerprinted to get her CCL. Same place. She asked if it could be used for both. "No" was the answer, UNLESS she paid the fee for CPS-which she was reimbursed, and PAY a separate fee for the CCL.
My foster son worked at a local PD with live-scan. The VFW we belong to applied for legalized gambling machines. He offered to print the club officers at our local PD, same system. State said "NO". Had to go to a specified company. Probably Vanecko or Madigan Fingerprinting Services. All at some super high charge. FOLLOW THE MONEY!

Somehow the bill didn't make it out of the Judicial Committee in the Senate. Some kind of miracle where pigs are flying around...

The whole thing was an abomination from the word "go":

* Shell bill used as the vehicle to sneak it onto the Floor of the House. Original name was "Public Defender - Bail", so they read that 3x, got it on the floor, then...

* Fatass Willis amended the bill to rip out everything in it, and change it to "Fix The FOID Act", and started loading it up with higher fees, reduced time for validity of the unconstitutional license, fingerprint requirements, apply for/renew the FOID in person at ISP facility ONLY, etc...

* When people started complaining that the cost of the FOID, further amendments were made to it to make it more 'palatable' but still kept the worst parts of it...

* Thousands were opposed. Few were proponents. Madigan replaced the "Pro-Gun Democrats" on the House Committee with true anti-2A J/O's... Abomination passes out of committee...

* Abomination hits the House Floor. Thousands still opposed, few proponents.... Passes the House.

* Goes to the Senate for reconciliation - somehow didn't make it out of Committee...

Bet your last $0.01 that these rancid turds will bring it back from the Dead to try and shove it through.

Leaving this ever-worsening State is really the only way to avoid this bullshit. Unless and until the Feds come in and drag the corrupt scum out of the Legislature and Municipalities, etc. this crap is going to keep happening... Other possibilities are even worse to consider.

In the meantime, I don't have time for this crap - I want to raise my kids, live my life w/o having the loss of my house under constant threat due to insanely burdensome property taxes, and w/o having the loss of my life or that of my family due to insane unilaterally-imposed "restorative justice" policies imposed by those who are charged with upholding and enforcing the laws of the land. Time to sell everything, shut the business down, and move from the land where my family's been for 6 generations... Fucking shame... Democrats have destroyed this once Great State.

The rumor is there were not enough Senate Dems willing to vote for Willis' bill. If it had passed, can you picture the meltdown? You know that JB the Hutt would have signed it.

This bill had SO much going wrong with it, there's no way. Be on the lookup for Willis Lite (well, not the person), peices of this bill one at a time...

If any one of the pieces of this bill or the current FOID Act had been put up to stop voter fraud, can you hear the howling? Fee, card, fingerprints, background check, no felons, no minors with a misdemeanor, permission from the parents if under 21, etc.

Her proposal would have increased the cost by a factor of 19 times. Go from:$10/ 10 years to $190 for 10 years.

109 fingerprint vendors in the state charging $30 per applicant (according to the bill this is the fee to be charged) equals $42,000,000 dollars.

Well, now that law-abiding citizens are going to have to defend themselves against privileged-class criminals, the number of FOID applications will be skyrocketing, so Illinois is just trying to capitalize on the market that Kim Foxx and the rest of the “restorative justice” idiots (including our new mayor) have created.

Next will be a per-bullet fee for defending yourself against felons who were released from prison after serving a tiny fraction of their sentence. And a death-registration fee if you kill them, not to mention street cleaning fee (cleaning up the blood), hazardous material disposal fee (bloody bandages) and a cemetery assessment, to cover the gala funeral the city will give the hoodlums.

Just part of the cost of living in the Windy City.

The antiquated, useless, will-not-prevent murder FOID system ought to be abolished. None of the killers this weekend in Chicago or the rest of Illinois had a FOID card. And if anyone of them had such a card, that did not stop the killer from killing. By the way, there are a lot of good, non-violent gun owners who do not have a FOID card. They may not have applied for one,or the card may have expired. Yet, Aunt Susie, who never had a FOID card, is not riding around with her "piece" hunting for victims. But don't attack her at the bus stop or invade her house. She will shoot you "grave yard dead."
Firearms are not the problem. If they were, then all police officers, armed security guards, private detectives, CCW licensees, hunters, and armed fishermen -all of whom are armed- ought to be disarmed. Because, if guns are the problem, these people should get rid of their guns. The violent crime rate would dramatically drop. One problem. These people are not responsible for the violence. Go after Thug, who source of the violence. Ponder that.....

You may want to ask the State or a lawyer about LEO getting CCL. Was told from ISP not to do that because once you get CCL you no longer are carrying under LEO status and must follow CCL statutes.

I think this bill discriminates against migrants especially members of MS13 or those previously deported in violation of federal not state laws. You don't need an ID to obtain a LINK card. You don't need an ID to vote. You don't need an ID to get free healthcare in an American citizen funded hospital or be eligible for free health care. You don't need an ID to enroll your child in a public school or be eligible for the free lunch, breakfast and after school snack programs. Why should you need an ID to obtain a firearm FOID or conceal carry when all the felons in Chicago conceal and carry firearms without any legal consequences in Cook County?

What if your a senior, disabled, an SSI recipient or from a privileged class, exactly how can you afford to pay these fees when everything else government provides is free with no strings attached except your promise to comply vote for the democrat official who makes free stuff possible without interruption.

I am totally against this FOID card thing. These laws first are not enforced in a Cook County courtroom with the exception as a justification to confiscate firearms. State photo identification cards are not needed to vote in state, local and federal elections. Voting rights are guaranteed in the Constitution just like firearm ownership namely, the 2nd Amendment Right to Bear Arms is. How selective governments have become. I do believe in prohibiting guns from felons, assorted criminals and those who exhibit mental instability. That's just common sense.

Requiring identification to vote discriminates against minorities whom we are told are unable to afford or even obtain these state issued ID cards. How is it that identification for firearm ownership which requires a state mandated identification card not equally discriminatory and racially biased against minorities? With these high FOID fees it seems that these costs target minorities since state ID cards for voting cost under $20 or so are out of their financial reach and we are told prohibits people from voting. Twenty dollars ($20) for an ID card to vote and $150 to exercise the Right to Bear Arms seems excessive to me. Democrats as a matter of their long held convictions stereotype and profile minorities as poor and unable to sacrifice Twenty Dollars for a state identification card to vote and suggest they are intellectually incapable of solving this problem without government's direct intervention.

How are the poor communities able to defend themselves for a minimum of $150 in costs when they have to rely on government for housing, healthcare, nutritional assistance, utility subsidizing and the like? (Assistance must be a condemnation of eternal poverty and government reliance for poor people who cannot spare a mere $20 for an ID to cast a vote legitimately.)
One hundred and fifty dollars must be prohibitive and discriminatory given the democrat advanced notion of fairness when it come to state imposed fees for firearm ownership and concealed carry licenses. If only LINK cards had had pictures and were accepted as a state identification card for voting and be substituted for an FOID card and the like.

As a bonus a photo LINK card would cut down on fraudulent use saving taxpayers money just like letting criminals out of jail early on parole saves lots of taxpayer money leading to lower taxes for those who contributes to the overall financially stability of the country. And the photo biometrics, like the stuff on driver’s license photos, may identify fraud on these LINK cards by using facial recognition to eliminate redundant fraudulent enrollees and add to the state/national facial recognition databases used by government authorities for permissible purposes.

To get free money and assorted benefits from the state you don’t not need a photo ID. But purchase a firearm/ammunition requires both a state ID or D/L and that FOID card which costs lots of money and inconvenience. You would think with the advancement of computers, your D/L would serve as a proof of identity in a state criminal database to purchase firearms under penalty of perjury. But the inconvenience, harassment, purchasing documentation in another database along with an additional revenue stream is what the FOID is all about.

Apply for a hunting license and this company conducts an inquiry in to your child payment status as required by they law they crafted to ensure your payments are up to date. Even if you don't have child support, your record is rolled into the numerous databases and information services they provide to private business for a fee and government entities for a fee resulting in a subsequent profit. It is a clever trick to pass a state law to check on child support and verification through their private databases to obtain your information when exercising your rights as a hunter and firearm owner.

Without your consent or knowledge, one is placed into [private databases which you don't know about and quite frankly cannot make any inquiries on. And information forwarded now becomes their business record which you cannot view, appeal or make a self initiated inquiry into. Government records can be accessed in a F.O.I. but this private held database cannot be accessed and requires legal action and subsequent court order to even inspect their records whether accurate or not. Its just another intrusion in your privacy and your lifestyle as as a United States Citizen ruled legal by the courts, Your personal lifestyle information can be accessed by unknown people who pay for subscription and are governed by this company's self serving privacy agreement and policies of silence under penalty of civil litigation with monetary damages.

As you see this is a clever way of putting your information in a non public database where this company can sell your information without your consent without your knowledge. This is the same company who has the proprietary software in every courtroom in the country as to nationalize criminal information. Big brother in the private industry utilizing laws and court rulings to infiltrate into the lives of law abiding Americans without any oversight by the everyday people. Money talks people and this company boasts billions in revenues with their numerous affiliated information collection and business intelligence services companies.

Just because a ISP is well groomed and dressed immaculately doesn't make them experts in law. I have a CCL after I was stripped and I suggest everyone get one. 22 states recognize Illinois CCL including Wisconsin and Indiana so there's no confusion with those states even though we have a badge.

I am a retired LEO from a suburban department. I have qualified each and every year through The Illinois Retired Officers Concealed Carry Program (I.R.O.C.C.) My FOID card expired on May 8th. I applied for a renewal of my card in early April on line and received an e-mail confirmation from I.S.P. Department of Firearm Regulation that they received my application and $10 payment. They further stated that I would receive my new card in approximately 30 days.

I tried contacting via e-mail and telephone after a month and a half to find out why I didn't receive my new card. No response from them by e-mail and I spent over one and a half hours on hold on the phone and my phone battery died. The following day I tried to call them @ 0805 hrs, right after they supposedly opened for business and I got a recorded message saying "All our repa are busy serving other callers and call back later." The call was then disconnected.

Now it is going on nearly two months since my F.O.I.D card expired so I can't carry concealed or buy ammunition until I receive my new card and have no way to contact The I.S.P.. The question I have is, is this some type of new way to control guns by keeping law abiding citizens like me from having an F.O.I.D. card or is there another more sinister motive behind what is going on?
Does anyone out there have any ideas?

But LEO only 1 year?

Why?
When asked, the civilian had to transfer me to State Trooper Supervisor!
Who could not explain why, and re issued the FOID?

Why do other states have no problem using the state Drivers License as the form of record during gun purchases?

I went thru the same BS with the FOID crew in Springfield. Fuck it, don't let it bother you, you will get your FOID eventually. In the meantime carry. Nobody will ask for your FOID as long as you have your retired button.

Fix the FOID is dead this session; Senate committee never held a vote on it.

The FOID case is before the Illinois Supreme Court, because it ruled the FOID Act unconstitutional because it requires a citizen to pay a fee to exercise a constitutional right, and dismissed the criminal charge for not having a FOID card while in her own home. I applied for a renewal of my card in early April on line and received an e-mail confirmation from I.S.P. Department of Firearm Regulation that they received my application and $10 payment. They further stated that I would receive my new card in approximately 30 days.

I tried contacting via e-mail and telephone after a month and a half to find out why I didn't receive my new card. No response from them by e-mail and I spent over one and a half hours on hold on the phone and my phone battery died. The following day I tried to call them @ 0805 hrs, right after they supposedly opened for business and I got a recorded message saying "All our repa are busy serving other callers and call back later." The call was then disconnected.

Now it is going on nearly two months since my F.O.I.D card expired so I can't carry concealed or buy ammunition until I receive my new card and have no way to contact The I.S.P.. The question I have is, is this some type of new way to control guns by keeping law abiding citizens like me from having an F.O.I.D. card or is there another more sinister motive behind what is going on?
Does anyone out there have any ideas?

My idea is to move to Indiana or Wisconsin.... both states with no tax on retirement and multiple ways to qualify for LEOSA PLUS no FOID..... and you can still carry in Illinois...

I retired from ISP and what has been posted is true about what we were told at a retiree qualification shoot.


According to ISP, do NOT get a CCL as you fall under the restrictions of Illinois CCL law and not under 18 USC 926c statute.

Whether this is true or not I do not know, but this is what was told to us and they said this opinion came from the ISP law department.

PRESS RELEASE —

SPRINGFIELD — Gov. Bruce Rauner today signed legislation that gives gun owners a 60-day grace period to keep their Firearms Owners Identification Card active while their renewal application is being processed, even if the processing period extends beyond the card’s expiration date.

Previously, FOID cards were deemed invalid if they expired during the renewal process.

“We shouldn’t punish gun owners who make every effort to get their renewal applications in on time,” Rauner said. “This grace period will ensure there is no interruption in their rights to keep their firearms.”

House Bill 4855 also gives Illinois State Police 60 business days, instead of 30 calendar days, to review and approve renewal applications that are received in a timely manner.

“This is a win-win solution to problems for both gun owners and the ISP regarding FOID card suspensions, revocations and renewals,” said State Police Director Leo Schmitz.

Walk into your State Reps Office with your Retired Credentials and tell them what's going on.

I had my dad do that last week and his Cred's showed up 5 days later with an apology note.

I am hoping, in fact I am praying, that there are many more federal indictments coming down soon on alderpersons and state legislatures and maybe one or two from the county board. The feds have over 9 thousand phone recordings on Burke and two years with Solis. The federal wiretaps can't keep going for more then a few months unless they are producing something criminal, so it looks like the feds have one large investigation going. I hope that Lightfoot cleans up the police department, takes the politics and identity BS out and start treating the police like human beings with some respect.

I might have to agree with you on this one. I tried to renew my card on-line and it would not allow me to do so. I have to look at the law again as I did hear that your old card is still good while your application for renewal is pending, but I am not sure. Things will only get worse if we need to be printed every five years

Not to worry, the pension question will most likely be on the state ballot in 2020 to alter the constitution. The demand for this is rising from the public and from the media so it looks like there will be two questions on the ballot to alter the constitution. It looks like New Jersey is in the process of putting all government employees, except police, fire and judges, on a 401K and social security.

The federal government already recognizes a citizens firearms rights, it is called the 2nd amendment, and they arent referring to firearm ownership for hunting, it is there for protection from an out of control government. It is a GOD given right spelled out in the Constitution, not something the government allows if you jump through certain hoops so you can own a 12 gauge to shoot ducks.

And i bet you are one of those who think our form of government is a democracy too.

To the CCL holder with the expired FOID—-
When you get your FOID back; verify the status of your CCL. Most likely it will be revoked due to not having a valid FOID. Instant felony.

I renewed my FOID in ‘18 and since did the IROCC in ‘19 thereafter and got both cards in the mail quickly within the stated timeframes.
For FOID renewal, they may have purged old records or didn’t update when they transitioned the newer system.
With the FOID be sure you register or just re-register a new account of your online user and password.
If I recall it didn’t recognize my info so I established a new user/password and no problems with the renewal going through in late 2018.

Retired to Tennessee after 29 YOJ. I got a lifetime cll retired police officer for $100. No yearly qualification, good in 38 states not as good as irrocc. But I can do open carry down here or conceal carry. Works great for me.
