She’s falling back on the age-old bullshit excuse of neighborhoods having no investment, but as the mayor of this city, she should know that isn’t the case at all. Let’s take the shooting on the 1200 block of North Mason for example - Lightfoot says it was due to lack of schools, parks, grocery stores and coffee shops. However...within a mere two mile radius there is Hatch School, Whittier School, Flagg Elementary School, St. Angela’s Catholic School, Brunson Math and Science Specialty School, LaFollette Park, Andersen Park, Davis Park, Taylor Park, Jewel, Pete’s Market, Food 4 Less, Walmart, and a fucking Dunkin Donuts.
Now what’s your excuse, Mayor Lightfoot?
Poverty. Poverty will be the excuse for the foreseeable future.

I worked that area in the mid -1980s and alas there were no "cozy coffee shops". Who would drink coffee there? You had to drive north to at least Fullerton for coffee. But you could get a grape pop or a half a dog anytime there. It was depressing working that area where the residents were not motivated to do anything. The police filled in as their parents.
Poverty.

Here is an idea:
Property taxation is calculated via assessed current market value.
Assessed current market value is the current appraised market value x a factor less than 1.
Upon this calculation the individual property tax is determined.
Categories of property usage are what, Residential, Commercial, Industrial, etc.
Vacant, empty, devoid of structure, property parcels, aka city lots, are abundant.
Calculate the taxation determiner value of these by using:
Appraised current market value x 10.
Or
Current owner purchase price x 10.
The motivator to build, complient with usage zoning categorization, rather than hold and do nothing.
If 10 times price paid or market appraised is insufficient motivation, up it to 100 times.
Example: single city lot, zoned residential bought for $30,000 by current owner. Thus, valuation for calculating tax for vacant land = $300,000.
Apply tax rate multiplier to vacant lot value and bill owner.
Pay it as it is.
Or build and return to the less than 1 multiplier.
Basis for calulation of taxation of said empty real estate becoming more costly than property being utilized will motivate active change.
To receive a huge increase in property tax bill for sitting on vacant real property land area will solve this claimed poverty of barren wasteland areas.

The land is vacant because the city was taxing and fining property owners for vacant buildings. Because of the community plague, no one would stay and maintain rented properties, the community would bust out windows, trash property, and demand repair along with hud nonsense. Many crimes occured on them, including meth houses which require bulldozing, water bills were never paid and the property owner was stuck with thousands because they'd just leave the water on or poke a hole in the pipes, and on and on. The stories are insane. HUD demands higher stsndards than most of us tolerate and the fraud is crazy abundant.
They totally destroyed once nice, livable properties and neighborhoods. Landlords got tired of the financial hits, hence the vacant lots.
Why base taxes on property resell value when those dollars never return to the original neighborhoods? Also, higher priced area property owners Maintain properties. The community plague destroy them. Let the evil whitey clean up the mess.

Perform inventory of all current vacant land property in targeted areas. Include all zoning categories.
Specify the following:
1. Ownership current for each pin.
2. Property tax valuation definer. Aka, assessed market value current.
3. Current property tax liability, aka, previous year's total property tax billing.
4. Publish data.
5. Transparency of actual, current state of vacant land property, status of ownership, property tax liability and, thus, cost to said owners to maintain possesion of land areas held vacant.
You can make your arguments for whatever after the facts current are publicly available.
Actually, effectively available.
