Another Mass Shooting

  • Five women were seriously injured and a man was in critical condition Sunday following a drive-by shooting in the East Garfield Park neighborhood on the city’s West Side, according to police.

Around 2:45 a.m. about 100 people were standing on the street in the 3500 block of West Lake Street, according to Chicago police, near the intersection with North St. Louis Avenue and not far from the Garfield Park Conservatory. Officer [...], a police spokeswoman, said it wasn’t immediately clear what they were doing there.

A light-colored sedan approached and someone from the vehicle began shooting into the crowd, police said. Six people suffered gunshot wounds.
One hundred people standing in the streets?

2:45 AM?

This is the north end of Garfield Park?

Parks close when?

There are laws, right?

Is the media going to ask any of the obvious questions?

The south side of the 3500 block of Lake St. is actually Garfield Park itself while the north side is residential, commercial and industrial.
When it comes to violent crime, Fillmore invariably leads all CPD districts. Districts like 006, 007 and 015 are distant runners up for bloodshed.

Every weekend night they gather here, it's on the street not in the park. In fact last weekend the crowd was as far south as Washington on the Central Park side. Drinking, yelling, smoking, music blasting from the cars, etc. No street lighting really and no real residences to complain about the noise. It ain't like 011 has the manpower to quell it. So just let it become another shooting gallery and it will cure itself.

All the Mass Shootings in Chicago have one thing in common, The Community. 29 shootings that will be counted along with the crazies that shoot up schools. All will be used to take guns from citizens that only want to protect themselves and there families. If you haven't jumped through the hoops put in to stop you from protecting you and yours do it now. No good will come from the new gun control laws that will be forced on law abiding citizens. The criminals will not follow any law so it won't make a difference in the shootings that happen on a weekly basis.

As to the questions of why didn’t the police do their jobs. In the political climate these days and considering attitudes against police officers, what exactly do you propose the coppers should have done? If the beat coppers had done anything proactive it would be their livelihood and freedom at stake and for what? The ghetto will never change. Because it is much easier to clear the crowd after someone fires shots at them. The ambulances help remove a few of them, sometimes body removal services lend a hand too. Otherwise you end up surrounded, having to call half the district to stand there while the crowd pulls out their cell phone and record you while dancing and mother fucking you all the while calling you racist for stopping their fun. This last several minutes, sometimes up to an hour. Then inevitably a few take it too far and end up in cuffs, then they start resisting, then the police defend themselves using department approved techniques which don’t video very well which then leads to the crowd yelling “look how they doing him!” Which leads to more yelling and screaming and shouts of “that’s why y’all ain’t shit!” Then later the video makes its rounds on social media causing Special Ed to have more questions than answers. Officers are stripped, suspended, fired. All this because they chose to stop and “clear” a crowd. Yup, much easier when the ambulance helps....

Come on, we all know the answer. By chasing the "folks" out of the park we are the racist police. Then if we need to become the least bit demanding to clear the park, we are confronted with attitude. Then one drunk dude does something stupid, everything goes to shot and we are all over the news being vilified for doing the job we should be doing. Except we can no longer do that job because the poor abused citizens run the show and WE are the cause of all the country's ills. So go ahead. Sit in the park all night and then get your dumb ass shot. Certain laws don't apply to certain groups.

To the commentator asking the obvious question about “why didn’t the police clear the park?”

I’m assuming you aren’t the police, and if you are you don’t work anywhere near there.

As someone who has spent time passing through 011 and seeing the park on a summer weekend night- and even that stretch of lake street- I can assure you that “clearing the park” over there is an impossible task.
It would LITERALLY take the entire district, and maybe even more people than that.
I don’t think you can picture the sheer volume of fuckery going on over there.
It’s not just 1 group of people. It’s multiple large groups, it looks like a goddamn carnival out there.
Dj Tables, open drinking and weed smoking, loud music, children in the middle of the night, it’s a lot to take in the first time you see it.
If you think a park car can just shag them, you aren’t seeing the bigger picture.

That’s “the community” just enjoying their night. And if you do manage to close it down, you are “harassing them,” because they “ain’t bothering nobody.”
It isn’t a police issue, it’s an issue with society in these neighborhoods.

Criminals know that CPD is handcuffed by current policy makers/mayor/Crimesha/ etc. You can't chase under NO Circumstances- also know as No Chase Policy. But even if the criminal happens to magically get caught, then all he has to do is cry broke and he'll be out on I-bond. (in worst case scenario he'll need to come up with few dollars). It's a joke and criminal element knows it.

You'd need at least 50 coppers to clear that park out and enforce curfew if there were 100+ members of the community milling around out there. Where are you going to find 50 cops at 11pm on a Saturday night when the radio is not stop and cars have jobs pending stacked?

No manpower + not being able to enforce state laws and municipal codes = mass shootings at 2 a.m.

I mean, this isn't rocket science, it's not even college algebra and trig, it's simple arithmetic.

It's all their own doing anyway. Someone in that crowd knows who the shooter(s) were. The "community" looks at the police like the enemy more so than their own homegrown urban terrorist gangbangers

So in the words of Bricktop, "Now feck off."

Show up in a reasonably timely yet completely safe manner, feign interest, get that all-important RD, relocate to 011 on paper and notifications, and don't forget to give yourself a few OT minutes on the end when you swipe out.

Why weren't the cops all over that group? Garfield Park is the third highest shooting gallery in a city of shooting galleries according to heyjackass.com. Shouldn't there have been a heavy police presence?

--------------------
That's a simple answer. We are short on manpower on midnights to handle large crowds. If the cops did try to handle the crowd the group would complain the police are harassing them because they are just hanging out (yes illegally hanging out but they feel that it doesn't apply to them). Then if the police were forced to react to the actions of an individuals unlawful acts because they're drunk and not drinking clearly, then the officer is going to be bogged down on an arrest with a TRR, for a charge that the awesome judges will only I-Bond the individual out on, or worse, the officer gets hurt.

So let them have what they want. The funny thing about the ghetto is that given enough time, their problems always work themselves out without the need for the police, sometimes it's a small fight, sometimes it's a shooting. Either way let the self cleaning oven run its course.

The district was in a back log from 3rd watch into 1st and then into 2nd. There are not resources in 011 to close that park and deal with the call volume and other shooting scenes that is a nightly occurrence. Plus that is just one of 20 massive crowd gatherings that happens nightly. The real number on Lake St from Homan to Hamlin is easily in the thousands not hundreds.

"Garfield Park is the third highest shooting gallery in a city of shooting galleries according to heyjackass.com." - 1:31 AM (Boldface added).

Define the difference between a "community area", police district and a "shooting gallery".

Unlike HeyJackAss.com, historically and logically, the CPD has measured the volume and types of crime by police district, not "community area" or "shooting gallery". The 11th District invariably leads all other districts in murders and total violent crimes. 011 includes all or parts of five community areas. Contrast that with the boundaries of the community areas of Austin and Englewood.

The point is in whatever context you use the term "shooting galleries", the 11th District invariably leads all CPD districts in murders (43) and total violent crimes (972) in a runaway. The numbers in parentheses are for this year through Sunday, August 4th. 011 also leads in "shooting incidents" (178), motor vehicle theft (395) and total Part I index crime (1,877).

Hey JackAss.com is an outstanding and informative blog site. However, by using community area boundaries instead of the 22 CPD districts, it can be misleading.

No, why would we do that? Plus 011 on midnights in the summer is mayhem. Very high volume of calls, a lot of violence, beat cars usually spend their night bouncing from call to call to call. And there are large groups all over the district congregating in the summer, takes awhile and a lot of manpower to break up groups of 100+ people and they’ll just come back again. So you end up just chasing them around all night. And you might have 10+ groups that size in different spots of the district. Arrest them you say? Get ready for a brawl. And then when all those coppers are off the street doing arrests, you still have all the other large gatherings to deal with, but with less man power. Also, don’t forget the non stop calls that also have to be dealt with. While you were dealing with those groups, all those calls have backed up and now the fine residents don’t have police responding to their calls. There’s sometimes it’s just not feasible. Plus, I didn’t tell them to stand on a corner, in an area known for lots of shootings, with their big dumb “come shoot me” face on, they came up with that life plan all on their own.

“Obvious question #1: So why didn't the police assigned to that area close up the park and order the trespassers to leave?”

1. It says they were standing on the street not in the park. 2. The park is massive, you can’t really “close it up” per say. 3. You can order a group of 100+ dickheads to leave, I’d give that a close to 0% chance of working. So, you better get a lot of cars there to help clear it out. Problem is, it’s midnights in 011, there’s probably not a lot of cars available, if any, given the unbelievably high call volume. Don’t forget about the other dozen groups of that size spread out throughout the district. And as always, while you’re sitting there spending all this time dealing with 100 assholes most of whom are likely intoxicated and angry at the sight of you, the calls are just piling up, other shootings, batteries, assaults, domestics, shots fired calls, robberies, burglaries, other coppers asking for help are all still happening. Not just a simple as ordering them to leave when you work in the most violent are of the United States.

You have nailed it and then some. Here's to hop and understanding of the crime situation in the city, police operations and rational to take or not take action, given the situation and more importantly the carefully planned and cultivated anti police environment by Rahm the Midget, Lightweight, the Machine, the Community and ACLU. The Community got what it wanted and the Murder Mayor is sealing the deal for her term.

And to the Numb Nuts' original question about "heavy police presence in Garfield Park" hopefully, you now understand how things work in Murder City. Got it Slick?!

the only way to clear the parks in 011 in the summer is to have constant presance drones, orbitting gunships, a-10 warthogs with hellfires, cobra helicopters and dropping in the 101 st airborne to mop up. miss lori and her federal partners aint about that. just let it be and when they sun comes up they all be gone. some to the fartsack, some to the hopsital and some to the morgue. nobody wanted, nobody sent.
