Groot About to Drop the Ball?

  • With word on the odds of success for potential Chicago casino sites due this week, Mayor Lori Lightfoot said Monday she isn’t sure whether a gambling operator can make enough money given the upfront costs they must pay under the current state law.

    Consultants at Union Gaming Analytics are expected to deliver their view of a city casino’s feasibility by Tuesday — and supercharge speculation about where a massive gambling hall could stand, and if it can make enough money to soften the city’s budget burden.
Quick answer - at any of Groot's five locations, it can't generate nearly enough revenue to make it even remotely desirable to any established gaming company. Here's why:
  • Five potential South and West side locations are under review. But Illinois law requires a state board to suggest, based on Union Gaming’s findings, whether lawmakers should reconsider the terms attached to a casino operator license.

    As it stands, state law would send one-third of a Chicago casino’s adjusted gross receipts to the city. Currently, the city casino operator also would have to pay a $250,000 application fee upfront, a $15 million “reconciliation” fee when the license is issued and up to $120 million in gambling position fees — which cost $30,000 each.

    That might not make sense for a casino operator, Lightfoot suggested.
That's not a "suggestion" Groot - it's a guarantee with the losing sites you're currently evaluation. And that's not even mentioning the fact that this casino is about fifteen years too late to be the massive cash cow it could have been.

Put this thing where it will generate revenue, not votes. The votes will come as Chicago fixes it's busted bond rating, mends the pensions, retires debt and expands the economic footprint of the entire region.

The old Michael Reese spot is the only good choice. Lake front views, blocks from both McCormick place, the DePaul stadium and soldier field. Build a big hotel with the casino with a tram style transportation train into McCormick place and it will be a gold mine. Not to mention a drop off at McCormack place can also serve bears fans going to games staying at the casino and people drunk leaving the bears games wanting to gamble. Eventually connect that tram system with a further stop near navy pier and it’s an even bigger gold mine. There is already a huge open area of train tracks where the amtrack tracks are and they go all the way across the river and can have a stop about a block and a half from navy pier. Have a loop of the tram that goes west from the site also through china town and follows the red line L tracks into downtown with a few more stops making it viable for transportation around the city. This thing could be huge if they think big and make it accessible to downtown. The amount of tourist money that could get there with a free tram system is endless. No taxi cabs or Uber’s needed.. go to a tram stop and take a quick 10 min ride to the casino.. get done and take the free tram back into downtown.

This giant revenue gift sounds like it’s going to turn out to be very sad. A golden opportunity blown by unintelligent politicians. They keep talking about all these locations outside downtown when even a kid working a lemonade stand knows the obvious. IT HAS TO BE DOWNTOWN WHERE ALL THE PEOPLE ARE! It has to be convenient to get to and where people are spending money. All the tourists, business travelers, local businesses, restaurants, bars, and hotels are downtown. Use the lakefront. Take advantage of this unique opportunity People will travel from the burbs, out of state, and other countries to go to a downtown casino. They sure won’t if it’s somewhere else. There’s plenty of other casinos around.

Put a casino, entertainment venue or a even factory/warehouse/logistics port (Amazon bailed here and NYC) in any sort in a rabid crime infested area will take decades to bring a decent return, if it doesn’t fail within five years. Granting many TIFs and tax incentives with investors, upfront broker commissions and banking transactions all get paid first too.
On the other hand, put in in a more vibrant area and it will it will turn into shitsville.

This could be the executive plan, it sure has all the failings to insure a buyout, like ShortShanks had with the SkyWay, Parking Meters, Grant Park garage, almost Midway and maybe soon the Jardine Water Facility.
I’m sure optioning out any casino ownership rights is the real plan.
It’s as easy or easier as selling an IL Senate Seat.

She is gonna make this just like Detroit. They had to make a casino for the “impoverished area” and built the motor city casino which is in a hell hole part of the city. It is a beautiful casino but it is filled with the criminal element and get almost zero tourist dollars. Motor city casino revenue has declined year after year. They then got wise and realized they had to build one in the heart of downtown and built the Greek town casino which does almost 4 times more revenue as the motor city casino. The greektown casino is about half the size of the motor city casino but it is in the heart of the downtown tourist area and about two blocks from ford field and comerica park making it a huge destination on game weekends for tourists and residents alike who go to the games and stay downtown for a night or two after catching a game. This city will never look at the mistakes of other big cities thou, they will just pander for votes.

Was in Nashville recently. They have a beautiful, new convention center downtown. Bridgestone arena is downtown. 15 cranes in the sky. Numerous hotels being built. So far the answer seems to be that they can. Ironically, the pension fund trustees refuse to avail themselves of at least one means of improving funding that is readily available. One has to wonder why.
