Sergeants Settle?

  • Mayor Lori Lightfoot and the unions representing Chicago police supervisors have reached an agreement on contract terms that will give the department’s sergeants, lieutenants and captains a 10.5% raise over a five-year period, according to the administration.

    Other issues, including items related to police discipline and the federal consent decree aimed at overhauling how the city’s historically troubled force operates, will go to arbitration in December.

    The agreement with police supervisors covers the period between July 2016 and June 30, 2022, officials said. Chicago police sergeants, lieutenants and captains have been without a contract since their previous deal expired at the end of June 2016. The 10.5% raises cover January 1, 2018 through January 1, 2022.
So in actuality, the raises look like this:
  • 01 July 2016 - 2% (denied FOP raise via grievance)
    01 Jan 2017 - 1% (denied FOP raise via grievance)
    01 Jan 2018 - 2.25%
    01 Jan 2019 - 2.25%
    01 Jan 2020 - 2%
    01 Jan 2021 - 2%
    01 Jan 2022 - 2% (thru 30 Jun 2022)
So it's a 13.5% raise for six-years. We got about twenty e-mails pointing out the cost of living in Chicago has risen at an annual rate of nearly 2.9% a year since 2014, so the PBPA is moving backwards? And the Health Care was raised 1.5% to match what other city unions are paying.
  • how come this never happens with the Teachers Union paying their own pension?
Small bumps in duty availability, but not uniforms, and a paragraph that says if the FOP or Fire side do better, the "me-too" clause kicks in.

And how much do the teachers turn down the other week? 16%? Looks like supervisors are going to be used to hammer the FOP as "unreasonable."

UPDATE: All the disciplinary stuff is in the hands of an arbitrator - which we're told is impossible since the PBPA had refused to discuss any changes - especially after one of their members was fired for merely approving TRR reports that were brought to him at the desk - he wasn't even on the scene - and he got fired. What the Hell is that about?

So when you’re at work today walk around with your head down because chances are you’ll walk by someone you fu@ked over and they know it. Hopefully someday your clout and test score will get revealed. For some it already has and it’s quite embarrassing and they actually showed up to part 2! Unlike some from previous tests when it WASN'T REQUIRED IF YOU KNEW YOU WERE MAKING RANK BY MERIT.

The Braniacs at the Sgts union have totally screwed their members on this one. Years one and two don't even count because that was only an agreed upon settlement from a grievance. So their members basically get zilch in retro pay from 2016 to 2018. Real nice. On top of that, all members saw their Healthcare increase by 1.5 percent and their prescription meds by 120 percent, yes you read that correct. So the raise for the first two years of the contest is basically null and void. That's not even including the fact that all disciplinary items will be decided at a later date. They would have been better off sending the whole package to the arbitrator. Terrible deal.

After looking at the board members of the sergeant union now I understand fully! They are mostly merit hacks with less than 5 years in grade! How did these clouted fools become sergeant union board members? Half of them are assigned to HQ and never worked the street in their career!!!!!!!!!!!!!!!!!

Walked into work. Bunch of little black cards around. "Its OK to not be OK." Alright, I understand because of another recent suicide. Nice thought. Then I notice they are right next to the don't forget to swipe in and out sign starting Sep 30th. Then I find out the Supervisors are trying to push through another shit contract again. Remember last time when they wanted to mess with our pension benefits for another small raise. Typical, let the FOP (blue shirts) do the work and we will just feed off them with the me too clause. Typical city, act like they care about you but screw you!. 1 step forward, 2 steps back. To the supervisors union who agreed to this you are no better than Rostenkowski who screwed us on our social security benefits. I hope there is a hell so you rot in it.

The sergeant’s union put out a document showing the Consumer Price Index for the Chicago-Naperville-Elgin Corridor rose 5.8% between 2016 and 2019. In 2015 my property taxes were $6,600 a year. Now they are a few dollars short of $11,000...and that’s with an appeal. So the CPI can kiss my royal Irish ass. The raise I would receive on 01-JAN-20 would just cover my property tax increases. Half the teachers don’t even live in the city so they got a pass on these giant increases, yet they thumb their nose at 15%. I’m fucking pissed with this contract.

Reference the teachers raise. The monies paid to the teachers do not reflect their job performance as it relates to the product they produce,
.namely an educated student. The last two mayors took great pride in a 60% graduation rate for Chicago Public Schools. If that’s all the teachers can produce then give them 60% of their raise percentage. So 60% of let’s say the 16% the teachers turned down would be 9.6% raise if my math is right. Monetary raise related to job performance is the standard the teachers should be held to.

I take it they kept the quarterly check and the 3/4 an hour a day plus the sell back of 200 hours not bad considering they screwed the FOP by initiating an inferior raise, but they don’t have to worry, they have the me too clause. Basically sets the raise schedule for the whole department and will be used against us in arbitration

Not only is this an absolute horrible agreement in good economic times. The association Members have been left in dark and not allowed to vote up or down. Its actually 13.5 percent over 6 years.Then you have to subtract the increase in medical with an increase, it looks like, in prescription co-pay. Add in the increases in property taxes and city fees and we are actually taking home less money per year than we were 5 years ago. Only increase we got was the reduction in federal taxes from 33% down to 24%. How this PBPA leadership thinks this is a good deal is beyond the realm of rational thought. They actually said this is a front loaded contract. ARE YOU KIDDING ME!!with a 1% for all of 2017 in there, how is this FRONT LOADED??!! And we handcuff the FOP in negotiating....! How about disclosing what exactly is going before the arbitrator! Keeping us in the dark, not having an opportunity to ratify it by membership and having us hear about it in the news paper are grounds for a vote of no confidence. They leaked it because it was so good for the City they want to use it to put pressure on CTU and FOP.Disappointed to say the least!!

I'm a Sergeant, the PBPA is useless!!! They lied to the membership at a meeting about raises. The 2% and 1% for the first two years was not up for negotiation. We were supposed to get that on top whatever was negotiated in the contract for the first two years. We were supposed to be looking at 5% a year for the first two years. Andruzzi and Bilotta if your reading this, I'm calling you out. I was at the meeting. You lied!!! I would love to see either one of them in a Sector Sgt car in the hood. Unfortunately that will never happen.

Graham is desperate to be re-elected, so look for a press conference announcing that Graham has accepted the same deal as the other bargaining groups. Just some information. The board found out about the contract just like the rest of the members. Blame lies solely with the President, Vice President and Treasurer of the Sgts, Lts, and Captains. They decided on all of this and dont need to nor did they consult or even inform anyone else . Yes, we were lied to about the "me too" raises. Please remember this come election time. It's time for new blood in all of these unions.

It can't be voted down by anyone except the city council. The agreement was made as part of arbitration. They tentatively agreed on a financial package because that was the package the arbitrator was leaning towards. In other words, an arbitrator may very well have given less of a raise and benefits. By the tentative agreement, this deal forms a foundation for a financial package that will culminate when the CFD and FOP finalize their deal (me too clause). Learn a little about contracts and labor law before making an uninformed opinion.

CTU-CPS refused 16% and Larri LightLoafer still is giving them their 2% pension contribution waiver for what is a 7 hour day, 5 days a week, weekends and holidays off, Sept - June work schedule, misc benefits, perks and the ability to Strike.
AND MANY STILL PRODUCE POOR RESULTS.

Ratify nothing.
If there’s a 2% raise on the Contract docket for the Blue Shirts, then there should be a 2% a year Management/Merit Discretions.

You seem to think that a test score makes you a good supervisor automatically. News flash, It doesn’t. When you take the test you know that 30% will be merit. So it shouldn’t be a surprise. No one is stealing a spot like you and others like to imply. The fact is, there are lots of problems in this Dept and most of the morale issues stem from incapable supervisors that have been promoted by score. Not all. But most. As a PO, and an educated one at that, the numbers don’t add up to support your notion. 7 out of 10 front line supervisors are promoted by rank order. 3 out of 10 are promoted by merit. And let’s be honest, most supervisors promoted by merit end up back in units really fast, so I would argue that 85% of district level supervisors have been promoted by rank order/score. If you take those numbers into account, and they are legit, the problems we face in the district are relative to rank order supervisors. People will argue that there is an inordinate amount of command staff that have had at least 1 merit promotion, that is true, however how often do you see them? How often are they directed involved in day to day watch operations, they aren’t. In 18 years as a blue shirt in a south side district, I have rarely interacted with captains or commanders. They just aren’t around. 99% of my interaction is with Lts and Sgt’s. And most of them have been rank order promotions. Some ok, but most incapable of making decisions and have no clue to how to look after the troops. They are typically robotic and can’t help but be literal about everything. They don’t understand the fluid nature of patrol field operations. I’ve worked for a handful of Sgt’s and Lts who made it by merit. Most have been good supervisors, some the best I’ve dealt with. A few complete clown shows. But the good ones aren’t around long enough because their talents are quickly recognized and taken elsewhere. And let’s clear something up, merit promoted supervisors have passed the test, not scoring high enough and not passing the test are two completely different concepts. Please know the difference. Apparently a lot of people confuse the two.

With all that being said, the way we test needs to be revamped and the merit process needs to be changed completely.

Well 9.5% raise effective immediately on Jan 1,2020 is OK with me. I’m not too concerned with the pay aspect as long as we didn’t budge on any of the discipline stuff yet. 9.5 percent will equal a monster retro check for most. I’m in.

Not even cost of living and with cost of living to become even more significant moving forward with the debt the city has and how they plan to tax their way out of it. Listen blue shirts this is not acceptable and the FOP is smoking crack if they think we will accept this. Kevin don't even try to bring this to the membership under any circumstance. We lost too much under last contract. Listen up teachers offered 16% over five years with one of if not the worst public school system in the nation. According to all the stats over the last five years CPD has had a reduction in crime across the board, that has value.

If you retired anytime after 30Jun2016 you will receive a retro check for the time you worked. Your pension will also be recalculated and your monthly annuity will be increased and you will receive a retro check from the pension board.

This didn’t help us by agreeing to less than 15% over 5 years, but why would they care. They locked in this because they have the Me To
Now if the city would agree to out 5% over 5, they would have to pick up the additional costs for the supervisors. Also arbitrator will look at that agreement

On the flip side, they start reaping the benefits sooner than us and whenever our or the firemen’s contract is settled they get what we/they get so it’s not a bad move by their union.

The supervisors did what was best for them. At the end of the day those respective unions have to do what's right for their members. They kick the can down the road and forced the fop to negotiate better wages because our Union has more money and we can afford it where there's cannot.

A. To retirees......you would get back pay for whatever amount of time you worked before you retired in which you received none of these
raises.....EX: if you retired in Dec 2018, you would get all that raise money, plus your retirement check will reflect the amount of what the new salary amount is at your date of retirement.....EX: if you retired at a salary of $90K in Dec 2018, and get 75% of that, then your updated pension amount would be 75% of about $95.....rough math (not a CPA here and don't have a calculator) but about 350- 400 more a month.....depending on your status, dependents, tax percentages.

Considering how much they offered the teachers who turned it down, and still won't pay their full pension amount in, seems a little unfair to treat us worse than step-kids.

The arbitrator is not from here and is a well respected no nonsense fair arbitrator. Many departments got no raises last contract. Do some research. The financial package was good not great. What we pay for insurance is way less than what many other departments pay. Arbitrator would consider that also. The days of 3 or more percent raises per year are over. With all supervisors making over six figures and pos that stay til 29 making close to 100 your arguments will fall on deaf ears with any arbitrator.

They tentatively agreed on a financial package because that was the package the arbitrator was leaning towards. In other words, an arbitrator may very well have given less of a raise and benefits. By the tentative agreement, this deal forms a foundation for a financial package that will culminate when the CFD and FOP finalize their deal (me too clause). Learn a little about contracts and labor law before making an uninformed opinion.

I would like to applaud the supervisors’ union for their actions in this matter. Before you jump off your chair and call me nuts, hear me out.
First off, we have to disregard the monetary offer to the teachers’ union and their refusal of the contract. Their issue is not about the money, it is about staffing. The city has told them that they have increased the budget to allow for more hiring of support staff. The teachers know that just because it is in the budget doesn’t mean that this will occur. The city can, as they have in the past, not implement these plans. They are looking to have these additional spots in the contract so that the union has some means available to force the city to add these needed resources.
Now to the supervisors’ contract: They could have turned this down and sent this, along with the all the other issues, to an arbitrator for a decision. It highly doubtful that an arbitrator would award a raise that would be much higher than this offer. The arbitrator does not look at individual instances such as “my property taxes went up this much” of any other specific single item. They use the CPI as that is a nationally recognized barometer of the cost of living. Based on that, the arbitrator would be in the same general area as what was offered.
Secondly, this part of the contract will most likely be ratified by the Council, as it was a mutual agreement between the City and the Unions. This give the supervisors their raises and retro now and not after the final arbitration decision which could be months away.
Thirdly, there are groups in the Council that are demanding many changes to the disciplinary system of the Department. They have already said that any contract that does not contain these changes will be voted down. In all likelihood, the arbitrator will see through the nonsense that the City is wanting as far as discipline and will not give the City the things that they are asking for. When this goes to the Council it will most likely be voted down and the Unions will have to go back to the table and continue bargaining. If you sent the economic package, along with the other changes, to the arbitrator, the Council will vote on the entire package. That means that there will be no raises until ALL matters are resolved. This could go well into next year and maybe even into 2021. No monetary changes would become effective until the entire contract is ratified. By the unions agreeing to the economic package now, they take this out of arbitration and began to receive the monetary benefits now. And again, it is highly doubtful that the arbitrator would give any raises substantially higher than what is on the table now.
Arbitration is always a crap shoot. Should a lower economic package be granted by an arbitrator, the unions would be criticized for not having taken the deal that was first offered to them. Now they have to hear the criticisms of accepting a known deal versus an unknown that may not be as good. Once the raises take effect, a savvy person would add to their deferred compensation deduction or set the new money aside in a quality mutual fund and begin to earn money on their raises.
I caution all the members, take a step back and put your initial emotions on hold. Look at the big picture and the overall impact before you decide whether this is a good thing or not. I am retired and this will not impact me in any way so I have no skin in this game. However, I do have previous experience with the City and contracts so it is not as if this was coming from someone with little or no experience. It all goes back to the ancient adage, “A bird in the hand is worth two in the bush.”

Have any of you talk to some coppers and some of these areas that you want to relocate to? I have coppers that are friends they work in Naperville, Westmont, Lagrange the shit is coming in everywhere there is really no place to run in property taxes out there double what you’re paying here even though ours keeps going on. They have been talking about getting rid of residency for about 30 to 40 years it’s not gonna happen young millennials if you don’t wanna live here I’m sorry, Young millennials again I’m saying the same thing maybe you need to look for another job in another department which many are hiring to see if the grass is greener, but also remember the politics in a small department is a lot greater than it is here and you can’t move around from a different area like we can here to different units different divisions different districts you may be stuck On midnights for a lot longer of a time that’s just the way it is.

The Lts haven't had an election in years or maybe even decades. They appoint their buddies to be an officer or board member without even asking the membership. Hell, Wodnicki is still very active in the Lts.

They haven’t had an election because no one wants to do the job, the pay is $1800 for the year. No compensation for days off spent negotiating, no compensation for meetings attended on RDOs, they fill the spots with friends because no one else will step up.

The Ltd are too busy. Most necessary and important rank on the job

No transparency at all. At least inform the membership at a meeting or send out an email about vacancy's. The way it is now the membership only finds out that positions were filled at the meetings, not that they were open to begin with. Going to meetings is considered a tour of duty so don't bullshit people how rough you got it.

the fop (f--- our police) the same union that let the city fund the pensions at 90% but not until 2055 even though there was a law that said otherwise. now the city wants to go bankrupt. start making a list of names of people who say the city can't go bankrupt or even better your pension can't go bankrupt. record them with your cell phone because they are full of shit. laws change people , that's how you screw over people in America , you pass a law and stand behind it and say its the law. sorry its the law. wake up people their fuc-ing over your family , while they get rich at your expense. fu-- you a 2% raise.

Not sure that the FOP let the city change the law and get it extended until 2055. They do not ask the FOP ‘s permission regarding the laws. May ask FOP for input but downstate passes and changes the laws. Just business as usual by kicking the can
