Heads up From the Jail

A sheriff supervisor writes to us:
  • ....I work in receiving.

    Today, my superintendent gave us the order going forward to send back and prisoner we find with contraband (dope, weapons, phones, etc.)

    Normally we just inventory the narcotics, and write a report.

    This change came because CPD admin contacted Sheriff admin, and wants to generate discipline against your coppers for not searching.

    So heads up to the arresting officers, lock up guys, and wagon guys our hands are tied due to the number of cameras in the jail. I don’t want money taken out of anyone’s pocket and this is bullshit.
This, of course, is a reversal of long-standing policy and it's put in place simply to fuck with CPD.

Does anyone know which dickhead in Administration came up with this crap? Because unless we're suddenly authorized to strip prisoners down to their underwear and perform cavity searches, each and every time we have to answer this bullshit, it's going to be that "the prisoner must have secreted the contraband in his/her (chose a bodily orifice) where R/O is not allowed to search."

Of course, if you don't arrest anyone, then you don't have to worry about this - once again, Fetal is Good!

No problem. Anytime I search a prisoner I will activate my body Cam. I will recite the Order on searches and how we cannot do cavity searches. When the jail finds contraband and CPD tries to blame me I'll tell them to review the video. If given any time I will go on the medical for 3 days for any 1 day given. Rinse and repeat.

These days officers are responding to potentially career ending jobs, and in some cases we’re talking prison time. My advice to those with less than 10 years on. Hit the medical and use this time to apply to other NON-LEO jobs. If a call goes south on ya and the body cam video goes viral. Your department, large or small, WILL leave you hanging when Sharp Alton starts preaching.

Frankly, if they miss a weapon, I don't really have a problem with them being written up. They shouldn't miss a phone, so I guess it's in their property bag. Not dangerous though. Dope is very, very easy to miss, and it's usually hidden in places we can't go.

Locked up a person the other day. The person saw officers arrest the buyer. Person then immediately puts the dope in their ass. Needless to say, they would not give it up in the district.

Not much one can do at that point. You show me a lt that will sign off on a strip search, leave alone the steps needed for a cavity search.....All these merit and shaky bosses. But hey, go get me numbers!

I remember catching a whole bunch of grief a few years ago when I came in the next day after our prisoner (or maybe just the weed?) got sent back from the County after they found Cannabis on his person. I then found out that the 9 bags of cannabis had been recovered from his asshole. And people were legitimately mad at me?! Seriously, just how far up my prisoner’s asshole am I supposed to look during a custodial search?

The guys at the jail and the deputies were, for the most part, good people to the CPD. In over 30 years, I have seen copper' fuck we these guys for b.s traffic shit or hitting an alley with their g/f?. 99.99 percent of us CPD could give two fucking shits.
Next time you current guys run across one of these people, cut them some slack.

As a supervisor who used to handle these types of cases I can assure you that county was notifying CPD and numbers were being pulled. They have been for at least 5 years, this isn’t a new policy.

Oh, the panic! This is actually nothing new. Lots of sloppy/practically non existent searches, and it's gone on for decades. It's just that now, with all the cameras, no one is going to cover anyone's blatant fuckups. Do your jobs, and do them well. Still a lot of sense out of the 'search your arrestee, and then have your partner search them again' practice.

Read the strip search order. We are not allowed to search underwear etc. so if they find something then your response should be that must have secreted it in their underwear where we are not allowed to rearrange clothing to see genitals or underwear.

I honesty almost can’t believe what I just read with this comment. You’re going to call a Lt shaky because he won’t let you do a cavity search to retrieve a bag of dope from a guys asshole? Seriously? Can u imagine this scene in the processing room of 4 guys holding dude down while you (tactical warrior) stick your finger inside his asshole to try to pull a bag of dope out. OT: everyone should know that the chase the other night involving the suv that was wanted in connection with the murder in little village... only charges were agg fleeing and minor traffic. The shooter wasn’t in the vehicle at the time. So... imagine if it ended in a deadly crash? Is it worth it? Just cause some car is wanted for being involved in a shooting don’t mean u should chase it.

This newly formed Bureau would provide it’s members with the opportunity to continue to stay on the payroll, generate a whole new level of paper shuffling where all of the appointed members could inflate their egos more so by attaching their names and new unit designator to meaningless memos for everyone’s envy while single handedly sucking the pension funds dry.
Granted, the idea of creating a Bureau full of worthless money hunger leaches with members who suffer from over zealous feelings of self value is a bold new idea in CPD so if there are any suggestions as to how one could ASSemble such a group and it’s followers please drop us a line. I've seen weapons not found at street Clevel and then make it into the processing rooms in the station. We had to pull a Log number. If the weapon gets into the Lockup, they should be using that handheld metal detector. If they don't have one then have someone order one through Equipment and Supply, your suppose to have it for Weapons. The problem is complacency with using this device. If a weapon makes it to County...that's a problem. Same applies for a phone, use the handheld device. Drugs are a different story. The Arrestee is getting charged with an extra charge that is for sure and it should end right there. Pulling a Log number for any and all dope is not efficent. In the end the officer with beat this case do to No Cavity Search. This is such a waste of time and energy, investiging the Arresting Officers, the transporting Officers (if someone else), the Lockup Personnel and maybe the Wagon guys.
How do you know that Arrestee #1, pulled it out of one as and pass it to Arrestee #2 to place into another ass. These guys are nasty. But let's hammer the good guys...very smart.

1) whoever recovers the drugs still must do a report

2) the recovering officer must still be interviewed at a CPD facility under the cameras

3) peace officer cannot refuse to make arrest per county general orders.

4) All those pretty cameras at the county guess what the video must be recorded and inventoried now.

5) what makes the county think that the drugs were obtained in the street and not at the county?

RUN The jails address for arrest and you will notice all kinds of prisoners have drugs/phones /weapons on them your telling me its because officer dont search right?

SO process the arrest and request all the following put them under recovering officer and that you did not see anything. The county officers will now have some overtime in court and the county will pick up the tab anyways. Dont forget those county officer will still drop paper and you will need a copy on scene of the original report for the possible felony upgrade of smuggling narcotic into a penal system. Dont forget to have the county burn all the images of the prisoner during the processing time from front door to the actual search.

It's not just when they find dope that they're generating log numbers. Prisoner jewelry is another. All prisoner jewelry must be inventoried before going to lock up including piercings and wedding bands. If your arrestee goes to county with jewelry attached to them, County will reject them. If your arrestee states they cannot remove a piercing you need to take the arrestee to the hospital to have it removed. If the Dr. or Nurse cannot remove the piercing, have them note it on the medical half sheet.

What is wrong with this policy is the fact that this will generate a complaint against multiple police officers; arresting officer, lockup officers, transporting officers. It might not go anywhere, but will go on your record and be used to hammer you in the future ( that is if you are not connected). Then the media will drag it all up and say that you have " X amount of complaints, so you must be a bad officer".

Any CC arrestee refusal and return to district lockup isn’t necessarily a CPS discipline matter.
But the vile corrupt COPA could have rats on either payroll.

This is all a DartJail policy change, unknown is the motive and could lead back to PrickwrinkleFxxxxx.
Maybe the GoGurls updated the the Restorative Justice Playbook on cavity searching and in custodial manhandling?

If the CC Intake is easily finding contraband, then shame on the box 1 and 2 A/O’s.
But more important, if you’re going to the trouble of chasing and arresting these feral mfer’s to; save your spot, collect DC brownie points, because your supervisor demands it or just for sport...go out and buy or pitch in and get a decent metal detection wand like a Garrett V Wand scanner, cheaper than a days pay.

Do you think CTU-CPS would be subject to any penalty when their feral kids show up at CPS daycare with contraband ?

In my state, it’s an additional felony for a prisoner to bring drugs into jail. So, we tell everyone heading to jail that if they’ve got drugs in their underwear or up their butt, they’ll catch additional charges in jail if they don’t tell us about it BEFORE they hit the sally port. It immediately gets most of them in a talkative mood.

Off topic: Does anyone know why some retirees have gotten their insurance payment reimbursement checks from the pension board while others have not? I believe the judge ordered them to refund your money within 90 days from a specific date. Pension board employees are saying recipients who require more work (other than scanning a bar code) haven’t been processed and may not before next year...

So this maybe a dumb question, (usually that prequalifying statement means it is).
Seeing as we are now in full C.Y.A. mode with double standards of discipline. Should officers now request a cavity search on every prisoner and then notate in arrest or case reports that it was denied by a Supervisor and name them on said reports?

Don't worry boss first time is just a reprimand. Then it can sit in your personnel file for the rest of your career and COPA can reopen anytime they want.

The policy might have changed, but I don't believe it was at CPD's request. I think County just got sick and tried of the extra paperwork. And there's no excuse at all for missing a weapon. The arrested should be searched at the time of arrest, before transport, before going in the lockup, and again before being transported to County.

Back in the day, Wagon crews had to transport injured prisoners to the county(bridewell hospital)on the grounds of 26th/California, crews were required to surrender there revolvers
at entrance gate, and then stay unarmed while the asshole got treated, most every team I knew all carried snubs, so they had some type of protection if the place went up.

I honesty almost can’t believe what I just read with this comment. You’re going to call a Lt shaky because he won’t let you do a cavity search to retrieve a bag of dope from a guys asshole? Seriously? Can u imagine this scene in the processing room of 4 guys holding dude down while you (tactical warrior) stick your finger inside his asshole to try to pull a bag of dope out. I mean, the fact that YOU even think this might be slightly ok absolutely boggles my mind.

What boggles the mind is that you don't know what steps are needed for a cavity search. This officer didn't say anything about sticking his finger up anyone's ass.
Read General Order G06-01-03 it covers strip and cavity searches. The S-T-E-P-S necessary to do one are quite onerous.

Retired. Many people didn’t like to search arrestees. I wouldn’t call it a search at all. Not all of them were tactical barbies either. Take your time and do a complete search... do it 3 times at least. Same with guns on the street. Give the area a great search. Why rush? You re just gonna get more silly service calls. Watch a person s “body language “ too.

So, we tell everyone heading to jail that if they’ve got drugs in their underwear or up their butt, they’ll catch additional charges in jail if they don’t tell us about it BEFORE they hit the sally port. You're a cop, you're good at talking, I'm sure you'll ace your interviews. I left CPD in 2017 with 7 years on. Took 1 year of LOA and never once looked back. Took a pay cut but I regained my sanity instead.

I doubt that any county correctional officer wants to go to court on a dope pinch so theyjust inventory the stuff. At Mt. Sinai the ER docs would call the police whenever they found dope on a patient. I told them one time that if you claim you found suspected drugs on a patient then you would be a witness. Next time just drop the stuff on the ER floor and call security. It would be found drugs. No arrest, no complaint, easy.

Talked to the pension board. One group of checks went out in October, another batch will be mailed later. The problem I had and others may have had was the pension board direct deposited the refund check into the account you have your pension check deposited. Pension board payroll section explained that to me and said mine had been direct deposit in October and she was right. I checked and there it was. Didn’t come in the mail Hope this helps

Seen this happen in 003 on 18NOV at 1800hrs. Walked in station and they asked if anyone wanted a narcotic arrest. Of course the tact/mission teams jumped on it. Then they were told where it's coming from and stuck with it. Heard it took several hours before prisoner showed up and items were not recovered from initial intake process. Intake was early morning and 003 notified at 1800. They have video of prisoner placing 25grams of weed on a table at some point then recovered it after. How is it not found on intake process, but well after, then sent back to cpd for processing as if those A/O's, lock-up, transport officers didn't do their job.

If your pension is direct deposit there is no check. They deposit it in your account. No check is sent. Talked to the girl today, she told me to check with the credit union checking account and it was deposited in October

It kills me how no one wants to take accountability!
In the jail we are told there’s to much contraband coming in. Mind you inmates end up on tiers with personal clothing all the time due to officers and supervisors in recieving not doing their jobs right. Then they come up with the idea to have officers from other divisions come down to recieving and search the area. Where are all the rtc officers at and why can’t they search their division instead of pulling from another. Yes arresting officers should be searching but so should doc when they accept the prisoner. The amount of inmates overdosing on drugs have become a major problem but unless you begin to strip search or body scan it will continue to sky rocket.

I work in the jail and I can't tell you how many times I've found contraband on an inmate, notified supervisors and they decided to not to have me hit them with chargers and just flush it down the toilet. All because our "directors" told them to not bother with it at all.
