Let it Die Already

  • Aldermen from across the city are demanding that Mayor Lori Lightfoot restore cuts to a community policing program that once was a national model before being left to wither because of inadequate training, insufficient funding and incessant bureaucratic shuffling.

    Lightfoot’s proposed 2020 budget reduces spending for the Chicago Police Department’s Office of Community Policing by $381,936 — roughly 7%. Sixteen jobs will be eliminated, including 13 community organizers.

    First Deputy Police Superintendent Anthony Riccio tried to soften the blow, saying all 16 jobs are already vacant.

    Aldermen were not appeased.
Countless millions were wasted (and continue to be wasted) on this "model" that did very little - and believe us, we've been there since the beginning) and was more about lining pockets of connected persons and buy the votes of others.

Here are some ideas to get to the action and cut out the bureaucracy:

Know what you want to get done.
Know your priorities.
Eliminate paperwork whenever possible.
Cut out processes.
Empower people.
Don't put off decisions.
Have the information you need ready.
Keep “Action” at your forefront.
Look for action-oriented people.
Reward action.

This program has been long known to be one of the biggest waste of money the police department has ever had. Former CAPS people will laugh and openly speak about what a joke it is and total ghost payroll spot. They say “it’s all smoke and mirrors but they believe we’re actually doing something.” Total waste of manpower also.

But I have kids! I need days and weekends off because I coach the kid's soccer team and I need a quiet office at work so I can Facebook and shop instead burning my off time at home to do them both. Some things are just non-negotiable. Now tell me about this place they call Two-Six & Kell? People talk about it at the CAPS meetings and I just have no information about it. What is it and where is it?

Several people built careers around it. People like Tom Thumb and others went to the top of the Department hierarchy pretending to do CAPS work for decades and NEVER made an arrest. Some stayed in CAPS for years. A caps sergeant never hears gunfire.

I worked in the CAPS office for about a year. Talk about a waste of money. And I'm not referring to the people that work in the District CAPS Office. I'm talking about the CAPS Implementation Office. How many coppers know about that? That's where the waste and money is. How many coppers know or have heard about the Allstate grants? Allstate Insurance Company gives each District 12K a year to spend on the community. The City matches that so each District get's 24K a year outside of the normal budget to spend as it pleases. But the catch is it's almost impossible to get that money at the District level because it's controlled by the CAPS Implementation Office. THEY control the purse springs. So where does that money go? And how many people are employed there and what do they do? Anyone know? Trying to find out is like pulling teeth. NOBODY will give that information out at least not willingly. They have tighter security than Delta Force. They used to be housed down in the old Goldblatt Building in order to keep them out of the sunshine and public view. On occasion on of the bosses from that unit would emerge from that hole and venture out into the District to provide "support". But they didn't stay long. One of them, "Beth" used to always show up on her once a year visit with a cup of Starbucks, smoke and joke and then return to her hole downtown. Till she was busted for a DUI or something else which I forget. But talk about ghost payrollers and an extreme waste of tax dollars, THAT'S where the IG should look.

Get rid of it already. That’s not the job of the police department anyways. Not our job to be setting up after school programs and baseball games for the kiddos, or whatever the hell CAPS does. We are to respond to calls for service, make reports, investigate and lock people up. That’s our core competency. It’s like the military in that when they had them winning “hearts and minds” and nation building. That’s not what the military is for, you’re taking them away from their core competency. They aren’t nation builders. Same here, you’re taking us away from our core competency with this CAPS nonsense, which also doesn’t work.

And I know some moron is going to rant about how CPD isn’t like the military. I’m fully aware, it’s a comparison of 2 groups being used for purposes for which they were never intended, that’s all.

Federal funding to Sanctuary City should be drastically slashed accordingly.
CAPS is about as ineffective as any community organizer anyway, all talk - no action.
Whatever feel good promotional event CAPS puts out on a Saturday gets trashed Monday morning when The Kids go back to CPS elementary day care.

Oh, and cut the M-F house mouse residency program too...starting with the pathetic no-streets entrenched white shirts.

community policing is a waste of tax dollars , CPD trains every police officer , supervisor as community policing officers while in the police academy . we do not need a special caps office or civilians being paid to do nothing .
CAPS Officer does no police work , they arrive late , shop , check gps of their cell phone , police vehicle , police computer searches , total political hack assignment , nothing is accomplished by caps

why don't the aldermen demand that sergeants promotional multiple choice be graded by actual score , not pass / fail .
last test pass was 60% , is that really fair to all the men and women that are African American , asian , caucasian , hispanic that are preparing for the exam , want to be future leaders , supervisors of CPD . Why does the Mayor , Alderman ,CPD Exempts want police officers that are unable to compete with their fellow officers to supervise police officers . many of the supervisors indicted for drugs ,thefts , sexual assaults were merit , as the sergeant that shot an unarmed child while off duty . All Police Officers should protest ,maybe 10% Merit , but in Rank order justifying the heroic or leadership skills that sets the merit pick from his peers . Not the bottom of barrel bjqueen or suck ass political hack .

Well, the CAPS program may be languishing, but the DCO program is on the way in.
We have sent 1 lt,1 sgt and 1 PO to training for 3 days to (NY?) to get familiar with this program. Understanding is there will be 10 PO's 2 sgts and 1 Lt operating this. 025 already has a pilot running. They've been asking for volunteers at all roll calls. Hours are something like 1000-1700, days off could be changed to address problems, blah blah. Search directives for "neighborhood policing program". one of the forms is 21.142. If that doesnt look like a 'humper' from back in the day, I don't know what does.

Oh, and watch manpower won't be affected. More people will be sent to the district to cover for this....Or so we're told. HAHAHAHAHAHAHA HAHAHAHAHA
