Why don't we have a selection panel from around the country review our selections for Capts and make a ranking. It's odd that we have people who sit on those panels, but we don't use them. If Eddie makes her a Capt, it will be a sure sign that he's on his way out. Certainly in your pool of suitable candidates, and by that I mean the NOBLE membership roster, you could have found someone more deserving.
Lightfoot will not approve money from the budget for 42 captains.

The Capts as W/C's is gone for the time being. Too many Capt's working as XO's were angry that they would have to run a watch instead of sit in the office (not all, but quite a few), and Lt's union didn't like the idea of less members.
What about misses carter she’s going to jump off a bridge if she don’t get a captain spot. Both of them are 3 times over promoted. If either one of them get another promotion then it’s safe to assume Fenner will be the new superintendent and Eddie is on his way out WTF

Missing the point about being made captain. Years ago, but not now. Aren’t the majority of exempts lieutenants?
