Squad Policing Schedule

This was released to the boys and girls in 006 for next year (click for larger version):


The way it is explained to us is there are only three day off groups - 61, 63, 65 or 62, 64, 66. Certain start times are unique to the entire day off group. Sergeants will bid (?) for their day off group/start time and then officers will "apply" (or bid?) to work with a Sergeant. This team will be on the same schedule except for furlough, which will still be bid by seniority. There are allowances being made for School Officers, CAPS and House Mouses. It's a disaster in the making.
  • It failed in LA, which is looking to abandon 12s and return to three 8-hour shifts;
  • It failed in NYPD over ten years ago;
  • A similar schedule failed in San Francisco; 
  • It failed here in 003 and 012
There are only two districts in the city that have a reasonable shot at making this succeed:
  • 007 and 011
And the only reason it might succeed is because they have over 400 officers per District. The key to Squad Policing is over-staffing. You need approximately 33% more manpower than is currently budgeted per district to have even a reasonable chance at success. Groot can't afford to overstaff and is hoping to bring the numbers down to something like Houston (8,000 or so).

Strap in 006 - it's going to be a bumpy year.

006 will have 47 SGT. So in order to work in other districts where the fuck they getting all the Sgt??
The city don’t provide the resources there won’t be enough cars or radios or tasers or. This is the shit that was tried in 012 under that goof McDope

CPD tried this in the mid 70s.
I'm not sure if it went citywide, but 010 did it for about a year.
At the time there were 4 sector teams and two flouting teams
to cover the rdo of the sector team.
There were 4 roll calls. 0700, 0730, 0800, 0830 etc, etc, etc.
Each team had 10 POs. Sit handled roll call, approved/denied time off.
WC lost some power.
Each sector was a mini district.
You were not to be assigned jobs out of your sector.
A rap could occur in one sector, other sectors were not to take up the slack.
Exceptions were 10-1, bonified man shot, car or foot chase, etc.
It failed because the city would not fully staff the 4 street Sgt and desk Sgt
for each watch, every day, on 3 rotating shifts.

The schedule is the least of their problems, we need cars, we need training, we need a new set of written down rules about encountering people with knives/bats and what else is expected of us. Its a new progressive world here in Chicago and we are being set up to take more of the blame than usual.

That's within shouting distance of the
late 80's through mid 90's assigned manpower totals
WITHOUT the extra outside units to help out.

We remember ALL the primary beats being manned...

We remember wagons for every sector...

We remember the "early rapid response" -40 cars...

We remember the "late rapid response" -50 cars...

We remember the mini-vans that came in handy for putting out
the random community brush fires i.e. snatching a defiant
law-breaking m/fer out of his shoes and getting him/her off stage
before and audience had a chance to form and become part of the street theater...

You cannot cut the throats of The Police and have expectations
of them keeping a firm two-hand grip on the streets that very

Oh yeah, Lightfoot is sooo much smarter than everyone else - obviously no one ever thought of squad policing before (eye roll)

It would seem that Mayor Lightfoot and her staff are micro-managing every department. The problem is they have no idea how the police department is run, how many people it takes to run it, the logistics of getting these people where they need to be and then having enough equipment (cars, radios, etc) for all these people.

Hire 33% more people and this will work. The problem is no one wants to be the police anymore, because of people like Lightfoot and her SJW ilk.

In real life, what happened in 012 and will happen elsewhere, is that when the 10 and 30 sectors both go in for the day, the 20 sector will be left for an hour or more to hold down the WHOLE F*CKING DISTRICT. Because there will be no 40 sector, because there isn't the manpower. Each watch, look on your sheets. There hasn't been a rapid car in years in some places. The situation was akin to being left to fight a hopeless rear guard action you had no chance of winning or surviving.

And if you can't man a 40 sector, who are you going to get to work the sector cars WHEN A WHOLE SQUAD GOES RDO?

Imagine 3 or 4 cars and a sgt for the whole district. Things grind to a standstill, gridlock and backlog ensues.

^^I worked ghetto districts for more than a decade. It's not as easy as you think to shut off the adrenaline. I'm encouraged by seeing the youngsters in action. Last I saw a $10 bag is still a felony arrest and a lot of 501's turn into felonies. If I was about 75 pounds lighterweight, I would be right out there with them.

These current batch of ass-kissing eggheads coming up with these 20th Century (Clinton Crime Bill H.R.3355 / Together We Can) ideas should be fired. Someone is pulling the wool over the inept LightLoafers monocular orbs, who doesn’t seem to remember the program she adopted with the rest of the The 21st Century Policing founders.

Jugghaid SpecialEd dint have any input on this unless it’s been in the works for the past year, more likely his personal choice successor pool brain stormed in hopes it can pass the Magnum C.B. muster.
Call it Larri LightLoafer’s Squad Policing, but it’s nothing more than blaming the Blue Shirt for lack of performance, a gateway to discipline and basically a way to deny time off, create an erratic schedule just to screw with the lowly Beat schmuck.

Bet there won’t be many, if any Bid Openings Vacancies during most of 2020 just to keep Beat troop levels consistently miserable. Withholding Vacancies been done before especially during hiring lulls which is very likely coming.
Advice: Transfer while you can and don’t defer or turn down a promotion if you get the chance.

If they can keep a flunky sad sack as Superintendent for almost 4 years and won’t admit that failure, this new old rehashed program will be around for a while too.

My fear is that they still implement it citywide despite the fact that it will be a complete failure in 006. They will probably throw as much time and resources as they can to get it to work, further damaging the structure and morale of this department. This is a low point for CPD, and the first time that I would truly say to prospective recruits, DO NOT TAKE THIS JOB.

The team that designed all this shit might be nice people, but come on! When this fails in 5 months get ready for the 6-2 again. I don’t understand what’s so hard about designing a 4 on 2 off schedule or any rotating 8 hour schedule for that matter. we are salary employees we don’t have to have exacting 2080 hours, it’s the price of doing business 24hrs a day 365 days a year.

Just heard that all districts will now be mandated to three tac team and one mission team only. It will be 61,62,63 and 65. 06, 64 and in some districts 66 and 67 teams gone. The manpower back to watches. Tac teams will have 10 as they are now and the mission teams will still have 8 and work directly with violent crimes detectives. The current 65 teams will move to an 8am start time to align with day violent violent crime detectives hours. First period this will start.

This failed horribly in 003, mostly due to same old things: manpower, lack of Sgts, cars & radios. Now you have those same problems but also tasers, phones and all the other crap that takes 5 mins per car to sign out. No matter what you did not take a job out of your sector, including domestics. At change time or during a rap there were domestics being held for 45 mins. It could literally be on the border between sectors and they were not allowed to dispatch it. The whole same partners and sergeants was a joke. Never happened because of furloughs, iod, medical, comp time, partners splitting up, people bidding in & out. It slowed everything down and delayed calls from being dispatched. With arrests and tvb’s the entire sector could be down with maybe one rapid working. The rapid would be smart and grab a tvb if their own so they didn’t have to handle the entire sector. And if you haven’t noticed, it takes the newer officers, even the ones with 3 or 4 years on the job close to 3 or 4 hours to do a misdemeanor arrest. (That’s not an exaggeration)

I work in a North side District and based upon the bid results last week we would need 9 Sergeants and 58 PO’s (at minimum with Medical Roll and people detailed out) to staff this schedule. Looks good on paper, but not enough manpower to function properly. Did the City set this up to fail on purpose, to use the excuse we do not have enough money to hire Police Officers or make Sergeants?

Let’s see who is gonna want to bid in 012 (3rd watch) to be under Sgt. L or Sgt. A. D.O.G. Something is definitely wrong with you! Or maybe you’ll end up reverse seniority. OH WAIT, is there such a thing as seniority on 3rd Watch? LOL - our watch is a joke thanks to these 2, Even other districts heard about the seniority dilemma.

Actually sgt A is not that bad. He does try to make things better.If I got into some shit I want him there before some of the other sgts. Sgt L sucks, Sgt F is moody, Sgt V he is scared, both Sgt Ms are good. And Sgt T is probably the nicest.
Only have 4 more years of this shit and I am out.

Seniority does not count on the squad,you work with who we order you to work with.no more crying to the watch commander about a start time because I have child care issues.citizens at caps meetings will have input as to who works the beat.caps officers will be monitoring compliance.fasten your seat belts.no more hanging out by the desk waiting to be asked to go on a food run.cant work without a pdt,learn English and use the radio.

You must still be wet behind the ears if you like Sgt. A... Knew him as.a P.O. and is worse now than ever cause that white shirt got to his head. He makes something BIG out of nothing. “Nothing better like those old school Sgt’s. Call me when you need me kid”. Now... Forget about it! Sgt. V.M by far still best Sgt out there. At least he won’t try and get a CR on you for any little reason.

I have known sgt a for over ten years. The kid has done more for 3rd watch as the rep then anyone I have ever known. Even as a sgt he still never forgot where he came from. He does piss people off but he sticks up for those not taken care. Must be an old 13th district guy still pissed about the merger. sgt a thanks for the study sessions for sgt. And sgt m, sgt v, sgt t, sgt f not to bad. sgt l is an asshole

001 has always been “doable” on 1st watch. The minute I was bumped off 1st management I bid out.
2nd and 3rd watch in 001 both get ghetto high call volume, year round. No breaks in the winter either. Enjoy it.

"Overstaffing" in 011? Lol. Have over 19 years on and had multiple days off denied this summer due to "manpower shortage" First time in those 19 years. We're short almost every day.

The CPD calls it "duty availability" for extra $$$$ for ALL sworn including house mice. All other major PDs call it shift differential and/or hazardous duty for only some--the officers working the mean streets of high violent crime districts during tours of darkness.

It doesn't make sense. WHY?
