"Do Not Call Police" List

Mayor Lightfoot, you really ought to look at this as a cost-saving proposition:
  • Last week a unit responded to a H-and-M store in the South Loop when an employee, who saw a regular [shoplifting] crew in the store again stealing anything they could, called 911. Once on scene the officers observed the manager scolding the employee for calling the police as they were told by the store’s corporate headquarters that “H-and-M will no longer prosecute shoplifters because of prior incidents in the stores”.

    Asked to repeat it, the store manager supposedly once again stated that H-and-M will not prosecute for retail theft and it’s documented on the officers BWCs. Any bets on how long H-and-M stays in business?
So if the police are called, what are they supposed to do? Escort the thieves from the building? Block traffic so they can get away cleaner? No complainant, no crime, even in the presence of officers.

We already know that even if H-and-M signed a complaint (which they have stated they won't) Crimesha won't prosecute. So why respond at all? Responding opens up officers and taxpayers to ungodly payouts due to accidents, excessive force allegations, property damage claims.

If OEMC had a list of addresses and businesses that will not prosecute, then it's better if CPD doesn't respond at all. And this is the good part - announce it loudly and publicly at a press conference. Taxpayers like to know when politicians are saving them money - in fact, a lot of them like to vote for politicians who save them money. You can use it to fund all sorts of things, like pensions.

Going back many years and when Cabrini was still the projects the Gap opened a store on Kingsbury.
Well they called about a shoplifting and we all go tearing ass over there, locate, chase, apprehend the offender and recover proceeds after encountering slight resistance. We return to the store where the greatful management said, "thanks so much but we just want the merchandise back and have no interest in signing complaints." This all happened back when we were still the police and had a normal States Attorney but knowing your job and protecting yourself is on you. Ended up inventorying the proceeds and informed them to sign complaint. Proceeds were returned after the court appearance. NEVER responded to another shoplifting at that location unless assigned as paper car and even then it was a slow roll to give them an RD#. Why get there, fight with some idiot, have the business decline to prosecute and you are left holding a bag of shit sandwiches?

Definitely can agree with the statement here how about that list if they want their stores to be stolen from why bother then we should also have the hardest working paper in America and the other one list the stores where we can all go in shoplift at it would be great this way it would be on equal ground. I cannot stand going into a store realizing that I’m a have to pay for something it’s ridiculous we should just be able to take it and walk out with it and not have any kind of criminal prosecution the Democrats run the city. The Democrats want lawlessness obviously by the way they bastardized the hard-working police officers let it happen. Give them what they want.

Never stole anything in my life, go to a Walgreens to get something and here is a person filling their pockets and coat with goodies, left the store and put their loot in the car, turned around and walked back in the store. The person looks at me and I told him , have a Merry Christmas!

many of these corporate stores, that is stores that can absorb losses, do not want to dealwith any potential lawsuits that might stem from an arrest. They would rather just take the loss of inventory. Nothing new, but it seems to be spreading these days and a greater problem.

What’s the problem with this? This Blog is telling cops to be feral. The company lawyers are saying the same thing. Why risk participating in the ghetto lottery? Even if they sign the complaint nothing is going to happen.

Why are some cops taking this as a personal insult? If I see my stolen car driving down the street and I report it to the cops will they chase it? No, for the same reasons this store won’t sign a complaint.

Take a short report and be on your way. This company has stores all over the world and will close this one if doesn’t make money.

001& 018 have turned into absolute dumps. I can only speak for 001, but it used to be a pretty great place to work. Current day, it is almost constantly in a backlog. Obviously the place is not 011 or 007 type busy, but it is annoying busy. Problem is, 001 is not staffed the way a busy district is. I think people would be genuinely shocked at how thinly staffed a typical roll call is on some days covering downtown. Anyway, the Holding the Offender calls have gotten out of control. I think it’s mostly due to the expansion of retail and residential in the South Loop. That mall area where the H&M is at is targeted almost daily. Add in the strip off of Canal street with Burlington Coat Factory, TJ Max, Nordstrom Rack, Whole Foods, etc. Typically I don’t mind processing retail thefts, but what’s annoying is these loss prevention people are enthusiastically grabbing just about everyone. I think Macy’s should throw us a holiday party every year. They want everyone charged & processed, and then when it’s Court Time, they are nowhere to be found. Of course we all know who WILL be in trouble if we don’t show up. Get past retail, then there’s endless traffic crashes. Generously sprinkle in the roving packs of youth committing robberies and batteries. Armed car jackings. Burglaries. Top that all off with all of the homeless & mentals spread out by PGM. Almost forgot all the hypes from lower wacker and from under the highway. Where was I again? Oh yeah, Downtown is a total dump. Take your family there at your own risk.

Likely H&M corporate feels their financial cost liability for "injury/emotional harm" pay-outs to pepper-sprayed and/or beaten employees is far greater than value of cheap clothes stolen by these shoplifters. It's a simple math calculation. Shoplifters win; law-abiding citizens lose, again.

Also do not accomodate these stores by removing people. There are stores that will hold juveniles for hours then call the police and then not prosecute and expect you to take them. Once you take custody of a juvenile and Bring them to the station they are in secure custody for nothing - they are not under arrest - so don’t do it! - lawsuits waiting to happen. Also if an adult, and not arrested don’t remove them from the store it’s private property unless they sign complaints. Don’t open yourself up to liability.

Welcoming, accepting and tolerant HM isn’t interested and gives shoplifters easy in - easy out access.
HM policy is probably due to many previous corporate liability payouts, of which is always likely in the overpopulated metropolitan feral youth roaming downtown. A compliant old white lady might be okay, but not spirited feral youth.
HM is doing what the corporation wants and we should know better to get overly involved.

Go play boogie man and show up. Some individual victims may want some solace of police service for even the slightest of criminal activity, hence we all say “call anytime if they return”, what else can you do besides show no concern (a COPA chargeable transgression).
We never know what the feral urban predators are capable of. Many security guards were injured, stabbed shot at during the escape.
I recall a domestic shooting a few years ago in Water Tower that killed an employee as well.

The violent prone urban feral run into these stores for cover when they try get away from their adversaries.
It’s only a matter of time when the worse of tragedies will occur due to allowing the feral to takeover businesses.

Security guard calls in an armed robbery, police arrive and Manager says "It's all been blown out of proportion, there's no gun" but the clerk and guard both observed a gun.

I know mark up is high but so is the rent.How else could they stay in business? What benefits are achieved with these lawless policies that are causing the slaughter and murder of children in Our homes and on Our streets? Don't ever forget the city also "kills," crime and with our detectives clearing maybe 9% of cases it's not a surprise if we had more dead. If the SJW agenda keeps up, we will see even more brick and mortar stores leave the city. Weren't the south side politicos all up in arms over Target pulling out? Whether they'll admit it or not - shrinkage and theft of inventory along well the the added cost of security were weighing on the profitability of those stores.

In the ebb and flow of cities, I don't see things playing out well if lawlessness is allowed to continue. If crime is allowed to grow unchecked, eventually Chad and Kiersten Taxpayer are going to leave for the safe suburbs - just like my grandparents did ("White Flight").

I would love to see the SJW vision run to completion. Because it looks just as bad as running a similar vision of unchecked corporate greed or a corrupt dictatorship to it's natural conclusion. That dystopian future we see in so many sci-fi movies? There are more than a few ways to make that a reality.

My neighbor is a manager for a Walgreens downtown. He’s beside himself that they can no longer even stop these assholes. It’s an order that comes from corporate. My guess is the average honest person pays for this in hidden price hikes, but how long can that go on? Sooner or later it’s got to make staying in business downtown completely non-sensical. As a kid, I remember my mom taking me to the office downtown when she had to work a Saturday. I’d sit with her and then afterwards, we’d browse Water Tower & Marshall Fields. You couldn’t pay me to go down there to do any shopping or window shopping now. I avoid it like the plague. The only way politicians will see the light is when tourist dollars dry up & stores start shuttering.

If someone calls 911 to report a crime it should be standard practice for the call taker to ask if they will sign complaints if needed. This information will help me decide how I will handle the job as I arrive. If they are not willing to sign complaints it might help me avoid needless use of force escalation. After all, the department has said that our top priority is the sanctity of human life.

I don’t know how busy 007 is but when I became an FTO and was reassigned to 001 from 010. 3rd watch in 001 was way busier than 010 3rd watch. HOLDOFF out of roll call and daily. The backlog, the calls, it was none stop. Now I’m a detective and life is finally good. Leave 001 to the youngsters.

You're on the right track but need to go a bit farther.

The signing of a criminal complaint is an affidavit that the property was taken without your consent. By refusing to sign that complaint the legal inference is that you consent to the other person possessing the property. The property is a gift.

You could probably get away with a 19-Paul. But it you want to avoid a hassle with the complainant and your supervisor, make the case report. The CMO Detective will kill the report.

I haven't had to buy my kid clothes for over a year now. He and his friends figured if everyone else is shoplifting with no consequence, why shouldn't he and his friends do the same. He picked up a lot of nice stuff courtesy of Kim Foxx and the new way of thinking. Best part; didn't cost me a dime!

Crystal ball time--

30 years ago Detroit had the same policy Chicago is approaching now, prosecutors wouldn't charge, or only give CIs for pleas, and the chains stopped grabbing thieves because they would get bottom feeder tort lawyers to sue.

So Detroit had no major grocery stores left. They did have a few weird small groceries called "The Glory" where Chaldeans would partner with pastors and beat the heck out of shoplifters, but they were pricey with poor meat and produce. So there were lots of 'party stores'-liquor stores with very limited food. Plus the 'you buy we fry' so they could use the welfare cards.

In order to get two major stores into the city, the mayor had to sign a deal where there are two city cops on duty at each store, one in a car in the lot, one as the door greeter.

So you have that to look forward to...
