Since merit is such a heavy topic (about time) and Superintendent Beck and Mayor Lightfoot basically admitted that people have been cheated out of promotions because of the absolute unfair, disgusting process, the undeserving mopes greeting the test takers could’ve stayed home or have gone to their side piece’s house for a little bit. Seeing you makes things worse, you are not respected.

Yeah, Squad, only happy to help here.
Q. (Theory question)
The Superintendent is caught dirty, demands he be
investigated. An "Interim" is selected rather quickly who just
retired under his own cloud of farts. After initial pass thru
visits the "Interim" announces he will be staying 90 days, not
one year as initially announced to the media. Do you
1. Think this was pre-planned
2. Think "Interim" truly got cold feet and utilized exit clause
3. Think the optics mirror the "run & shoot" offense in football
4. Think otherwise (manually enter response in blank provided)

A. #4; Enter famous last words from outgoing at presser:
"I have more questions than answers"

I just want to give you a heads up, be careful with all the positive reviews from the so called Bernstein students, as someone who worked for him I can tell you that I and many others were paid to come on here and pump up the company with glowing reviews. Bernstein made 7.5 million from you police officers in chicago, I'm sure you can do the math if you don't believe me. Fact is only 5-10% get promoted from his class. Please ask someone you know personally who went through the class but do not believe what is on here, because I'm sure it's jeff and the crew

Question on HAZMAT evacuation. A: 1 block radius. This just got me thinking CPD directives are more religiously inflexible than the Red Army in the Soviet Era. Shouldn’t this sort of thing depend on the substance (1 envelope of ricin vs. a trainload of poisonous gas)? Any supervisor selected by this process is either a clouted hack or is really good at rote memorization— neither a very good predictor of leadership effectiveness.

Test was fair , every person was given same reading list
i bet ll or cb did not require any exempts totake the test as someone suggested
why , because they can't pass
that one captain , later sent to inspection division (hispanic merit) did not know how to turn radio to correct zone , boundries of his district , how to use a pdt , approve arrest reports
merit , incompetent
those merit exempts at testing sight will be getting some trim from side piece before they go home , CB you should stay for a year or two and ensure no merit
let's hope and pray that a minimum score 0f 75% is required to move on to part 2
that sleepy , fto from 6 was made merit , she wouldnt get out of car to assist on traffic , incompetent , her daddy or uncle was a boss or she was good on oral presentation
like the tranny ej used to release stress

You can lead a horse to water but you cannot make it drink it. Bernstein gave you copies of the GO’s but you still need to read through the material. That was only part 1 people and the test wasn’t bad at all. Hit the books! 10 GO’s a day isn’t much and it’ll only help your part 2 score. Good luck to everybody.

Only a soft cop would ever make any kind of an arrest regarding weed after January 1st. The courts could care less now and will definitely wash their hands with it next year. Too much room for law suits. Smoke up

Now, this might explain the motive behind the ‘No more merit decision’ Is this next step in reform...sounds like 100% merit. Careful what you wish for:

But seriously, since merit has finally been exposed for what it really is ( as many have been saying for years)
is it possible for the people that have been passed over for promotion by merit, that otherwise would have made it file a lawsuit?

Like coppers will do anything for growing your own. The mayor has said she does not the pot heads messed with near their homes why bother getting jammed up? Work in 008 we have 2 dispensaries on Archer, went in to talk to them about January 01 2020, they said about 125 people per hour minimum many inquiries expect long lines and police to direct traffic. Ready for a total shit show only 52 in the entire state and we have to many in chiraq. Watch the people/folks potheads freezing cold they will be out in force bet the lines will be blocks long, and watch the complaints from neighbors who don't realize what is going on. Medical weed is great helps many but this shit will be epic, watch have you ever looked into it?The THC levels are extreme which will give a total mind fuck, and yes its not mom and dads weed from years ago.

Queue up the queen song "we will rock you," this will definitely rock may worlds, and watch the amateurs who will try it because it is "legal," first time could be their last time, then they will get in a vehicle and drive, hope 891-92 etc are ready for multiple accidents! Cfd ready for calls, Lori is already adding ambulances 6 more coming quickly does she already know the problems coming,or is she to busy stuffing her pockets with the cash from approving it?

Well congrats to all that passed test . Will Charlie Beck and Loti 💡 make 70% the cut off to move on to Part two ? They shoul , CPD has enough unqualified supervisors , requiring a 70 isn’t raising the bar by much but my guess after taking the test , those police offers that were counting on merit , political promotions will be eliminated. Let’s give all the male , female Asians, Blacks , Caucans and Hispanic test takers that studied hard a fair chance to be promoted to sergeant . Maybe the others will prepare for the next sergeant test . Send a message CPD wants competent Supervisors and Detectives. Lori it’s slip to you and Superintendent Beck Keep your promise. No Merit

Removing the merit system will not get people what they want. The City and Dept will now use the next phase, the oral interviews , to shape how they want the list to turn out. So now, rather then the merit system being skewed, Regular hardworking, hard studying Officers will get screwed because now the only way to get minorities in the upper ranks is to make the list that you want. You can hear it in every speech Lightfoot makes, And today’s Tribune.

Except the question with the juvenile who injured himself on the way to school there were two answers that was possible that the Youth Investigation Section and the Illinois Department of children and family services both are notifications .

Explosion hazards
Removing barbs
Multiple Tasers on one subject
Drive stuns
Persons vulnerable to injury from Tasers

This was copied from Chicago Police Website, use of force policy.

so which answer was correct on the test.

It was the explosion hazards one. Question was drawn from the Consent Decree and the language is “not use, unless” for everything except the explosion hazards which has no “unless”.

I am pretty sure some ppl snug them in. I am not saying there are a lot of cheaters, but there could be potential for someone who go to the bathroom stall and "take a shit".....just saying

You used "always" twice. On a test, absolute words restrict possibilities. "No, never, none, always, every, entirely, only" imply the statement must be true 100% of the time and usually indicate "false" answers. False, just like your statemebt. I scored high enough and was promoted in rank order. I did not attend the Bernstein course.

Consent decree forbids taser use in volatile/explosive situations however for pregnant lady or elderly it specifically prohibits UNLESS they’re an assailant. So I believe the only answer left without any ifs/buts is the volatile/explosive situation. I looked it up now, got it wrong on test.

Any supervisor selected by this process is either a clouted hack or is really good at rote memorization— neither a very good predictor of leadership effectiveness.

............................................
Called a haz-mat plan into operation a million years ago (Red, I think) and had ISPI shut down a six lane expressway, get their bird up in the air, and ordered an evacuation of Alligator Gardens before my new Sgt. arrived on the scene. I told the new Sgt. to have each of the districts that responded with a wagon, cars, and Sgt. to write sup reports off of my RD #. This was not policy at the time but made more sense that me just saying that they arrived on scene. Sgt. Barry, 4th district, a legend in his own mind, objected but did have his response units do as we wished, so that they could accurately describe what their assigned duties were. I believe I changed policy with that sup report call.
I bet that couldn't be handled the same way today.

(720 ILCS 5/19-3) (from Ch. 38, par. 19-3)
Sec. 19-3. Residential burglary.
(a) A person commits residential burglary when he or she knowingly and without authority enters or knowingly and without authority remains within the dwelling place of another, or any part thereof, with the intent to commit therein a felony or theft. This offense includes the offense of burglary as defined in Section 19-1.

Attempt Residential Burglary is not a charge. Read the word “charge” carefully.

Case reporting terms are different than ILCS Statutes.

If the INTENT was to commit a theft in somebody’s dwelling, regardless of the theft actually occurred, it is Residential Burglary. Period. But don’t believe this Detective. Keep on being a dumbass if you’d like.

Although in Cook County it becomes Criminal Trespass.

Passing score for the test is not based on academic standards, Passing score is set at the level to prevent accusations of discrimination. For the sgt test to not be considered to have discriminated it must meet 4/5th (80%) test by Federal government. This shows that the test has no Adverse Impact (discrimination) against a protected group.
For example: 400 people take test
100 Black
100 White
100 Asian
100 Hispanic
Passing score is set at 70%
55 Black score 70% or more
50 White “ “
49 Asian “ “
43 Hispanic “ “
Group with highest pass rate is Black at 55
Divide each group by group with highest initial selection ratio (Black with 55) to determine impact ratio
White 50/55= 90%
Asian 49/55= 89%
Hispanic 43/55= 78%
So this test shows discrimination (Adverse Impact) to Hispanics since less than an 80% impact ratio was shown.
To avoid showing discrimination, the passing score will be lowered until groups have 80% or greater impact ratio.
It is common misunderstanding that 80% of each group (Black, White, etc) needs to pass, but that is not true, it is only required that groups need to have an 80% or greater impact ratio (when divided by group with highest initial selection ratio). In this example you can see only 55% Black, 50% White and 49% Asian of test takers would have passed and met the 80% or greater Adverse Impact representation.
This is why the test results (for over 4,000 test takers) take so long to be announced and a passing score is not given out until after results are announced.

There is a difference between case reporting and charging.

IUCR is for classifying the crime and is only listed on the Incident Reporting Guide CPD-63.451
MCC and ILCS is for charging describing the offense that was committed.

As a PO, you have to understand the difference. Please don't be "that" officer.
If you don't understand, please ask. You know the "goto" PO's that you can ask questions.

Face it, If candidates can’t score above 70% on a 100 question multiple-choice test then they shouldn’t be supervising anyone. 70% is the requirement for most departments. This department has dropped the last passing score to 56% to accommodate bosses like (EW’s) secretary and we wonder why we have low level bottom feeding supervisors.
