Finally, a Contract Demand

  • Fed up with the 2 1/2-year wait for a new contract, the Fraternal Order of Police board has voted to put their demand for an 18% pay raise over three years in the hands of an independent arbitrator.

    With his own union election just over four months away, Fraternal Order of Police President Kevin Graham accused Mayor Lori Lightfoot of “stalling” negotiations with a union with whom she has engaged in a cold war.

    “We have gotten nowhere….City attorneys have come to the table and it has been the exact same thing. They are unwilling to negotiate any single item. They’ve offered us 10% over five years, but they offered the teachers 16” percent, Graham said.
As an e-mailer wrote to us and going strictly by the results Special Ed and Google-me released every damn month for the past three years, crime has gone down. And so have reading and math scores.

One is a positive, the other is a negative, and you shouldn't be rewarding the teachers for fucking up their jobs while we're succeeding on a year-over-year basis.

When does the Arbitration begin?

I agree.....I remember a lot of "unit" guys would try and pull that bullshit. I would say fuck no.....your stop.....your arrest....If you can't testify on probable cause because you were not there then you can't be in box 1...The other thing that burned me up was the assholes from Homan Square would do a buy bust or warrant and then ask for a transport from the district. Fuck that do your own transport....you have enforcement cars. They just didn't want some smelly asshole offender in their car.

Why did the teachers get 16%?
It was because they went out on strike and made parents have to deal with their kids, as opposed to CPS.
Coppers cannot strike, but you sure as hell can take the day off at work.
Unless it is shooting at you or gets run over by your car, just let it go...they get what they pay for.

Just to clarify the issue: didn’t the teachers’ 16% include two years of no raises? So it really needs to be spread out over those additional years to come up with the actual annual raise. So we need to be very careful in the language regarding a raise.

The letter notifying the city of the FOP’s intent to file for arbitration, was sent over a year ago. In a bid to save himself,Kevin delayed a demand for arbitration until right before the election. I as a citizen who appreciates what CPD does for us everyday, like postman, but twenty four hours a day including Sundays. A raise should not even be an issue. I te my officer friends that fighting in Afghanistan and Iraq had got to be easier than what police officers deal with everyday. Mentals, piss bums, little old ladies and killers, criminals and jags in all flavors. When we got off the chalk we knew what we were going to face, CPD, not so much. Thinking about this makes me want to pour a two finger bourbon, but I usually don't drink until after ten thirty a.m.
And all this time and talk from Rahm and assholes etc, I thought my tax dollars were going towards a raise. Get your long overdue raise and fuck this crooked city.

Since the angry,volatile, hostile, always temperamental GrootLoafer isn’t going to get any of her wicked disciplinary measures implemented it’s reasonable to believe Grout will snub, slow roll the contract process even more - just like Rahm, just like ShortShanks and shop arbiters...well, actually they probably already have several city connected favorites. It’s not a fair and square contest and Larri LightLoafer gets to poor mouth and finger point.

FOP is always at a disadvantage because Democrats have done their due diligence in vilifying the police.
We get to keep what we already have and hope for CPS-CTU preferred package (98% voted to Strike, 94% voted to accept contract) with the exception of Groot appointees violating the current Contract as they try always do. That means changing hours days off willy-nilly, same merit process, yada yada yada.


Questions: Does CFD have any contract urgency concerns or are they just going to be piggybacking on a Me Too clause?
Seems a one-two donkey punch would be a better approach to combat the wombat.

About time and glad you said “tries” and that Sgt stood by you. Never accept a job another officer initiated, especially now with the cameras and citizens video. You gave no idea what transpired prior to the K9 guy calling you. If he needs a transport fine or assistance fine, but it’s his job. If he is a support unit, then support don’t initiate any stops

This is horrible news......The fop failed. Asking for 16% with the city offering 10.5% is madness. The arbitrator has to synthesize the consent decree/our current contract/and each sides offer. The result at this point will be for an arbitrator to rule on the cities side for consent decree and discipline and fop side for pay increase.

The fop needed to demand an instant 25-30 raise for any officer on the street due to the complete change in use of force policy, bwc's, and consent decree related changes. The entire patrol risk model has changed.

Solution.....vote for Canrazarra and his team. They will undo the mess, It's not too late because an arbitrator has not been chosen, Go back to the drawing board.

First, we all know your insinuation is that Kevin Graham will get some sweet spot from Lightfoot if he’s not re-elected. Why? He’s been a thorn in her side being a strong president for the members. This is what we want. This is why we’re going to arbitration. Graham didn’t give in to the city’s demands while asking for all kinds of enhancements for the members. Also, Kevin Graham has been on TV and in print media defending us more than any president I’ve seen in 22 years. FOP gave the new Lightfoot administration a chance, but it’s gone on too long. Second, if Graham were to lose, the reason he’d probably retire would be because he’d have a target on his back for fighting so hard for the police. He definitely didn’t play ball with city hall. That’s obvious. Remember, he’s the only one that met President Trump at O’Hare thanking him for supporting Law Enforcement. City hall didn’t like that. And you think he’ll get a spot from Lightfoot? Those spots are reserved for John Arena types. Good job Graham and FOP!

How about making getting rid of residency a top priority. If u have to lobby to have a law change, fuck it, so be it. Just get it done. I’ll commute the extra half hour if it allows me to raise my kids in a nice area with much less violence and good schools. Not to mention, a place where we don’t have to live on top of each other.

This is the history of Chicago labor, first it was a struggle to gain labor representation, captains with clout announcing at roll call, my father and grandfather didn't need a union, only to be booed after we had worked through the CFD strike as they fought for a contract. Thankfully Mayor Byrne gave us that opportunity and treated us decently. I recall being assigned to traffic control when she came out to a neighborhood to speak. Her driver called us over to the limo where he offered us hot lunches that she requested they stop for on the way. We had nothing before she came in.

Everybody’s commenting on how great this is going to arbitration did you ever stop to think that the arbitrator will not find in our favor at all and we may get fucked I’ve been on for sometime now arbitration has always been a part of our negotiation it has never been negotiated on the table it has always gone to arbitration and the arbitrator always sides with the business with the business owner in this case the city we’re going to get fucked

the difference between the teachers and the police = the teachers CAN STRIKE. Also some year back didn't the FOP go to arbitration comparing the fact that the teachers got a higher salary than the Police and the arbitrator said different jobs, different circumstances.

Graham played his cards properly. Everyone bashing him probably didn't see how Seattle negotiated with their city for the 18% and 2% body camera stipend. That's what he wanted to negotiate on our behalf. The city (shocker) told us to piss off. Well, we have Seattle police and the CTU to compare to AND court dispositions against the city for unfair labor practices. Let's see how this plays out. The supervisor's union leaders need to be castrated.

This is horrible news......The fop failed. Asking for 16% with the city offering 10.5% is madness. The arbitrator has to synthesize the consent decree/our current contract/and each sides offer. The result at this point will be for an arbitrator to rule on the cities side for consent decree and discipline and fop side for pay increase.

The fop needed to demand an instant 25-30 raise for any officer on the street due to the complete change in use of force policy, bwc's, and consent decree related changes. The entire patrol risk model has changed.

Solution.....vote for Canrazarra and his team. They will undo the mess, It's not too late because an arbitrator has not been chosen, Go back to the drawing board.

You sir, are an idiot! You don’t understand how the process works, you don’t know the statutory factors an arbitrator must consider based on Illinois Labor Law. The teacher’s raise has 0 impact on the police raise. Based on your illogic, why stop at 25-30? Let’s ask for 100% raise and end up halfway between 16% and 100%.

Working days in a Northwest side dist one days when other cat and I got a job to handle accident with a DUI. The caller was on duty caps officer who witness the whole incident. When we pulled up he said here is your DUI. I told him no he is your DUI arrest I will transport him in for you. He yea but I'm going to lunch. We told him will wait for him to get back.

You do realize that you have a CAGE CAR securing the arrestee in the rear, and the Unmarked enforcements don’t have a cage, right?
So aside from it being an officer safety issue, and it’s also a DEPARTMENT ORDER that arrestee’s are to be transported in a vehicle with a protective divider or squadrol ONLY.
Reference G06-01-01 “Field Arrest Procedures” if you’d care to maybe know what your talking about one day, or maybe enjoy passing a promotional exam someday.

And on top of that, you’re right. Sometimes team members ride in the back seat of an enforcement car. Why would I want to sit where dirty dude just parked his ass?

Not simple. Simple is simply saying it’s your job, you made the stop, you handle the paper and arrest Nothing more to say. Up to him do it or let him go. You cannot release a prisoner you never arrested or stopped

Takes a long time. Just picking an arbitrator is a job. A list is compiled of 7 arbitrators. Then the city eliminates one, then FOP eliminates 1 until only one remains. Takes a while not done in a few days like the NFL

Also, Kevin Graham has been on TV and in print media defending us more than any president I’ve seen in 22 years. FOP gave the new Lightfoot administration a chance, but it’s gone on too long. Second, if Graham were to lose, the reason he’d probably retire would be because he’d have a target on his back for fighting so hard for the police. He definitely didn’t play ball with city hall. That’s obvious. Remember, he’s the only one that met President Trump at O’Hare thanking him for supporting Law Enforcement. City hall didn’t like that. And you think he’ll get a spot from Lightfoot? Those spots are reserved for John Arena types. Good job Graham and FOP

Now the city/consent decree wants us to render aid like a paramedic/nurse/doctor. One 8 hour LEMART class and we can apply bandages tourniquets chest compressions etc... They should pay us more just based on that alone. The order is going to say we will have to render aid and not just an ambulance.

Mayor answered the question this morning. She stated the FOP will wait their turn until the city settles with the supervisors. Plain and simple
Also stated there is a process before the contract can go to arbitration. You just can’t say I want arbitration
This is how it works. City and FOP meet for negotiations and agree on all kinds of issues until only a few issues remain usually, salary, healthcare and a few other. It should be noted that as long as the parties are negotiating in good faith no arbitration and that can take a year or more. After that when certain demands can’t be agreed on they list the issues and request arbitration. That list is usually not very large. The arbitrator does not arbitrate the whole contract issue by issue. At that point the process starts to pick an arbitrator from a list of 7 with city and FOP alternately eliminating one at a time until only one is left
That is usually a timely process and only then does the actual arbitration began
Arbitrator then sets up days for city to list there demands and days for FOP to list theirs. Meeting can be weeks to months apart. After each side studies the others demands they request meetings to respond to the other sides filings which take weeks to months
At that point the arbitrator takes all that info into consideration, studies it and finally makes his decision. Not sure exactly how long he gets but is no less than 30 days nor more than 90 days before he announces his decision. It takes time like court appearances, they don’t set these meetings and replies a few weeks apart
Sorry to say but we are a long way off from getting a decision if it goes to arbitration

Go for arbitration. Leadfoot is playing hard ball and vindictive as ever regarding the Police. Force the issue and roll with it. The last almost three years of none sense from Rahm and the imp were futile. She will milk this and continue to bad mouth the police. Beck will smile and nod in agreement, say something meaningless, take his money and run. Lightfoot will grand stand and make her choice for the new Superintendent, talk about change, trust and reform. This slug will be no better than the drunken goof that got dumped. Waiting for "hope and change" doesn't work. We tried that once before, you see how well that worked out. Why should anyone think the next Superintendent will make things better for the rank and file.

The change isn't designed to help us, provide a better work environment or better protect the citizens. Its really all about them and maintaining their control, corruption, power and the status quo. We know this and so do they. Its time to call them out.

I don't get what the allure of lifting residency is. The entire state of Illinois is in enormous financial trouble, it's all going to take a shit eventually. The surrounding suburbs, any which would be feasible to drive to and from Chicago every day, are either expensive, shit holes themselves, or in the process of becoming shit holes. If you're going to move, you should just pack up and get as far away from this state as possible. And if living here is that unbearable for you then there's a simple solution to your residency problem; QUIT. Go find another department. You people trying to bargain residency (which will not be lifted in our lifetime), are just taking attention away from other, more important bargaining issues that we will get fucked on. We get fucked on Tuition Reimbursement, fucked on insurance, newbies get fucked on DOA, day off cancellations with no extra compensation have become the norm now, consent decree shoved up our ass, but let's keep bitching about residency, while we get it shoved up our ass some more.

Give every mover, parker, anov a break. Zero revenue, only those arrests that you have no choice on. If after a week she doesn't get the message, then a month. The answer is right there in front of everyone. Unity is all we need. The dogs have been doing this their entire careers, the newly promoted merit sgt price has lived by the do nothing creed. If you want a fair offer from an anti police administration, you will have to play dirty like the CTU. Use their contract, their low pension contribution, their lack of performance, their sex scandals, their constant manipulation of testing and horrendous overall performance in the poor areas as a reason for us to get a fair offer. The arbitrator is not our friend, has too many ties to the democratic power structure in Chicago. No justice, no peace. One summer with the police using their discretion and things will change quickly.

Just for the sake of clarification the teachers raise was actually crap. After 2012 when teachers get their COLA raise its always based off last years salary not this years. So my 3% raise is $300 because I don’t get a get a raise on this years step bump. Hopefully you all do better!

Look FOP can and should question every assignment of any Police Officer that is not assigned to a Beat ,Tactical or street ,gang tactical narcotic unit .
All inside , unauthorized assignments by patrolman must end . Political and now we find out sexual favors get police women a no show assignment with a cell phone and take home car . EJ SUV , Office Furniture is the black version Harvey Weinstein’s casting couch .
Tactical Secretary is a do nothing , no show assignment .
Next maybe Sergeant, Lieutenant PBPA will do the same . Supervisors falling all over each other at Fort Fellatio while the Beat Sergeant can’t get a day off .
Sworn officers should not be doing the work of a civilian,getting paid twice the salary.

Guess enough active police who worked for that retro decided they wanted to get paid rather than worrying about the lack of duty availability for a few years for people who had t been hired yet. You do know that the new hires are also on a tier two pension where their pension is computer on the last 96 months instead of the 48 months. Why always the Jeep, why not a Mercedes, I love my SRT

Not sure about an arbitrator always sides with business or the city although it may seem so he doesn’t give you everything you want. I’m sure you are aware that when an arbitrator is picked both parties are given a list of 7 arbitrators and then alternately eliminate one at at time until only one is left. He then becomes the arbitrator. If an arbitrator ever gets a reputation as always ruling for the city, it’s simple the FOP eliminates him and visa versa. Each side gets to eliminates 3
