This appears to be completely true as we got three different witnesses letting us know about this disaster at HQ:
- A little side-note to all who don't know how Fat Tony's dump actually went down. It was related that Tony got the call yesterday to go see Riccio & Waller, and immediately went downtown with the belief in his mind that he was going to be promoted. He had NO CLUE that he was going to be dumped. See, Tony really believes in his mind that he's the best commander to ever hold the rank, and it would be unfathomable for the Department not to recognize that and promote him. When they broke the news to him that he was being demoted, he was absolutely shocked and stunned. He really had no clue this was coming. Once reality soaked in and he realized what just happened, he lost his shit. He literally started screaming and crying, and had to be removed from Riccio's office. I'm personally sad. Not for Tony, but that I wasn't there to see it.
Maybe Beck can revisit the IG's recommendation for firing?
And perhaps Beck (and Groot) can look into the 025 interim commander - he's got baggage out the ass that will only embarrass the mayor even worse for not having the capability to properly vet her command staff (yes Lori, it's YOUR command staff now).
Though to be fair, Special Ed promoted so many incompetents, serial harassers, cheaters and near-criminals that Groot is going to be hard pressed to find enough non-embarrassing picks to fill all the spots.
And perhaps Beck (and Groot) can look into the 025 interim commander - he's got baggage out the ass that will only embarrass the mayor even worse for not having the capability to properly vet her command staff (yes Lori, it's YOUR command staff now).

TO SPEED THE PROCESS UP - as to having effective Leadership taking over CPD as soon as possible, why doesn't someone recommend to Beck he should read about 50-75 threads on SCC?? 100 would probably be better - but some would be redundant.
He would probably gain MORE accurate information as to where CPD is both in leadership and morale faster than if he depends on roup discussions with upper-level staff.
How many out of the hand-picked crew of Merit Hacks are going to give him honest feedback on their LACK of leadership skills? How many are really going to tell it like it is -when they never have done that in the positions they are in?
Let that sink in.
As for Back -I do not know him - bad or good - but what he does (or doesn't do in the first 90 days will tell me whether or not CPD has a real leader OR if it just changed to another political hack who is just a puppet for the Mayor.

This is nothing new, the hierarchy (“This thing of ours”) of the Chicago Police Department is like being a made member of the mob. They know what they are getting into when they sell their soul to get those positions. And when they get whacked they should accept it as part of the ritual. Then there are the associates ( non exempts ) who are merit also known as clout, or having a chinaman or a rabbi. Years ago they were not called merit because they just passed them on the promotional tests past others whom should have been promoted. The clout comes in many forms: internal CPD, political, racial, religious even outside business. This whole non transparent promotional system of the CPD is like a cancer eating it away. It surely has caused a lot of resentment and has destroyed the creditability and the morale in the department.

I'm highly skeptical that City Hall will rule 14 him and try to fire him. Sounds like disinformation to appease everyone that wants him gone. They could have busted him down to lieutenant but they didn't. Weiss did it to Sal Avila when he was Commander in 025 in 2008, so it can be done. More then likely they kept him at a higher pay grade as a Captain and when he turns 50 he can drop back down to lieutenant for the insurance if he retires.

I remember Tommy when he came to 008 as a newer P/O. Pleasant guy, hard worker, good copper. And at that time, he was maybe 1 of 3 or 4 black coppers in 008. Hope he stayed the same over the years.
Reminds me of Good Fellas when Joe Pesci gets the call, thinking he was going to be a made guy,gets all dressed up, walks into the house, looks around and goes "Oh shit."

Sal's career service rank was lieutenant not Captain, which is what he was returned to when dumped. Tony's was Captain prior to being promoted, therefore that is the rank he is returned to when dumped. dropping back to Captain provides him with all of the benefits of the Captain's bargaining unit. Don't you feel embarrassed now?.....You should

When you get demoted you return to the rank you were at when you made exempt. Escamerit was a captain when made a commander so he goes back to captain. Avila was a lt when made commander so he goes back to lt. Eddie was a lt so he went back to lt and retired at that rank. One difference between lts and capts. When a exempt gets demoted and goes back to capt they are on probation for six months. So Tony is a prpbationary captain. It is somewhere in the capts contract. If he fucks up in those six months they can knock his dumb ass back to lt. After the six months it would be a lot harder. Hey Tony, just like a PPO. Well deserved.

They can only bust you down to your Career Service Rank. Sal was a Lt before being made a Commander.

Ho-ho-ho. He’d laugh after giving out a 30 and pending and grin when you settled for 10.
Always wanted a Chief spot, Denied anything higher than Commander, couldn’t test for Captain and didn’t.
Wasn't the sharpest or most eloquent speaking of bosses, was once a tough cookie of a patrolman back in his day, that gruff and old school hard ass made him unliked by many as he leap frogged over many a better and eventually to 025 Commander.
Finally got moved out to Inspection Div too or IAD(?) in the final forced out years but as Commander, took along some Sgts with him if I recall correctly. Had a nice ISP high up admin spot afterwards.
Joe Curtin was a prince compared to what we read here about EscaMerit.
