- Chicago police are months behind schedule in selecting the person who will help lead the beleaguered department as it attempts to relate better with the more than 600,000 residents of the city who have a disability — a key part of the federal consent decree that seeks to reform the department.
Police acknowledged in interviews that it will likely be months before they get back on track on that part of the decree — even as high-profile confrontations involving police and people with both mental and physical disabilities continue to draw headlines, including one that lead to the 6-month suspension last month of an officer who shot an unarmed, autistic man.
However, officials said the extra time is evidence that they are taking seriously the need for a compliance officer who will help oversee how officers interact with the 23% of Chicagoans who report having a disability.
Wait a minute - nearly one-in-four Chicagoans reports having a disability? The national stats top out at 12.6% and Chicago has double that? We mean, it explains the lock-step voting for democrats - you have to be a moron, an idiot or an imbecile to consistently vote for Chicago, Cook County, Illinois democrats. We suppose that qualifies as a disability...but you aren't getting a parking placard for that affliction.

Philly got that honor with 16 percent of all residents, roughly 246,000 people, said to have a physical, emotional, or cognitive disability in 2016. Highest of the nation’s 10 largest cities. San Antonio was 2nd with a rate of 14.1 percent. !2.5 is the national average and Chicago came in with 10.5 percent. This is from the latest data available from the U.S. Census Bureau’s American Community Survey. This data is from an article at Pewtrusts.org from July, 2018. I doubt things have changed much.
They also looked at the link between disability and poverty. "Not surprisingly, the cities with the highest disability rates, Detroit and Cleveland, also had the highest poverty rates, which stood at about 35 percent for each in 2016. Those were the only two cities with disability rates higher than Philadelphia’s". No mention of Chicago. So again where do they come up with so many people with disabilities in the big crooked city on the lake?

The perfect example is the poor girl at Drummond school who had to crawl up the stairs so she could go there. No lift, no elevator, etc. What did CPS do? They're fighting in court instead of making Drummond accessible for everyone.

In Chicago being "poor" is considered a disability, it's one of the cities' genetic values...
Once you are considered "disabled", a lifetime of an irrevocable S.S.I. check arrives on a monthly basis. And don't forget the free section 8 housing vouchers, got paid heat and light utility bills, pay next to nothing internet bills, premier parking privileges and an elevated status when suing businesses in conjunction with those civil rights for the disabled collecting 30% of the court ordered cash settlement lawyers. And it is immensely more difficult for utility companies to collect on past due bills and landlords to evict as federal law and its protections are invoked.
Having a designated disability status usually results in larger cash payouts in those civil suits. And best of all you don't have to work-those 9 to 5 chumps are paying your bills. Now you see why so many people scam feigning a lucrative "protected" federal status which comes with disability placing financial pressures on those limited benefits for those who are truly disabled, truly at a disadvantage.
Once you are designated as disabled, the enormous basket of free government goodies that accompanies your status automatically enrolls you in the democrat party coalition along with democrat party voting privileges.
High rates of disability designations can be any of the following. :
1) Certain segments of socity who, after the minimum time, claim some disability while in the military. They hound and badger docs to sign off on their “disability”, then are set for life.
2) Eat like there is no tomorrow, on a diet of junk and fortified wine. Bloat up to 300 lbs, and then get issued a mobility scooter on the taxpayer’s dime.
3) Get a doctor to lie.
Some people have told me that my orientation could be considered a disability. I have always resisted that notion. I will rethink it however, if I could get the handicapped placard.

I remember when I worked in the Jets I used to keep a running score card . I'd always ask EVERY shithead , "Do you have asthma? Learning disability? Or seizures? Prior to doing this I was informed about the most common ways of getting that check from the government. Turns out it was true and I would check one of those "disabilities off every time. The list has grown since then. All matter of drug addiction and even obesity qualifies for disability. So basically yeah, lots of people on or receiving$$.
According to the 2000 census that number is correct. I would anticipate an increase when the new census numbers become available. Disability opens the door for all sorts publicly funded programs.

Retired now, but worked in Youth, then in SVU for a lot of years.....nearly 80-90% of all youths encountered were getting checks from SSI each and every month....asthma, born with drugs in their system, EMH, learning disability......

Judging by the 500 or so filled handicapped parking spots inside the garage at 26th and cal everyday, I would say 23% is too low. I would put it at around 63%.

If they never had a job they can't get disability (Social Security Disability) unless you are the child (I am assuming a minor child) or spouse of a retired worker. What they can get is SSI, and are therefore discouraged from ever getting a job because SSI income is offset by 'job' income. The State of Illinois then gives Supplemental Assistance to those on SSI, in the form of Property Tax Relief, HUD subsidized housing, and Food Stamps (I think Food Stamps have a different name now).
And that's just the $ part - add to that Medicaid.
So the government encourages 'not getting a job' and labeling yourself as 'disabled.'
Same BS happens with the military and the whole "PTSD" thing. The Gov't encourages people to keep that classification for their entire lives or else they lose the $.
They are counting the people who preboard at Southwest Airlines then miraculously heal when they get to their destination and dash off the plane.

The Social Security Admin goes long into detail and it’s very generous (average $1200 month). We all know someone who worked their whole life with some of the classifications of “disability” and don’t get nearly $1200 a month SSI, including many recent retired First Responders.
Guess which “disability” is most used to get awarded a gubmint entitlemint (e.g. SSI):
• Respiratory disorders
• Mental disorders
• Intellectual development disorders
I didn’t know but likely all three are not only entitled to free stuff and a monthly stipend, disabilities are also keeping the jails empty too.
The Social Security Admin and the colloquially used medical term ”disability” needs reform.

You are so wrong. So you think even Bipolar is fake? Look up how many people with BP-1 kill themselves and how frustrated they are with meds that produce side effects so they struggle to stay on them. I know a young woman that has BP-1, she struggles so much and has tried to kill herself several times. The meds, they have tried many, don't help. She will have this the whole rest of her life unless some new treatments are discovered that may help. Walk in the shoes of a person like this and you will soon change your mind. I know her well and it's tragic what she has to live with.
Man you are just so uneducated it's frightening. People don't understand it and so they say it's fake. I'm a 100 percent rated service connected disabled vet. Depression, anxiety and PTSD are a couple of my problems. Depression, anxiety and other such things are not made up illnesses. Try living with long term severe depression and anxiety, and there are real physical problems that accompany the illness. Take a pill you will be fine, you mean like Prozac or Paxil? Look up the problems with both of those meds. The Paxil lawsuit, and try getting off that crap. Prozac and the increased thoughts of suicide, that's how it made me feel and they now say it shouldn't be given to teens and young adults up to the age of about 24. Side effects are a common thing and many folks see nominal benefits while they all make one tired. Then there is treatment-resistant depression. The docs hate people like that. If you really have an illness like bipolar 1 or 2, anxiety attacks or severe depression, it controls your life. I've tried very hard, tried everything. So to claim it's all a fake just shows your ignorance about this subject.
People can indeed fake some of these things and some certainly try it. But I don't think faking these illnesses is a big problem, they turn away so many, even people that really need it. They make it a real challenge to get SSI in some states. It can take years of trying multiple times and of course people think they must have a lawyer.
And people do kill themselves, you can't fake that one. Look at the skyrocketing suicide rates of middle aged white men even comparing 2010 to 2017. How many were silently suffering with severe depression. Look at the number of cops that kill themselves. And you say depression is a fake? Wow, just wow. I had a friend that had cancer and he said the hardest thing for him was the deep depression he felt. And he had a good wife and family to stand by him. Alone it's much harder no matter what the illness. While talking about fakes, how about people faking back injuries. I believe that has even happened in the CPD. SCC, I hope you print my rebuttal to the guy that thinks it's all a fake, a scam.

I tripped while cutting through a vacant lot, now I have a disability.

I had a fireman on my engine who worked as a substitute teacher at Morgan Park HS. He explained the whole " learning disabled" (scam) program to me. Never knew it was in your best interest to have that diagnosis. The parents, ( or momma) get a check every month besides the free school, free food, clothing etc. The average hard working, tax payer needs to get their head out of dey ass and see where their money goes. In some of the southern states, 40 or 50 percent of the children's are classified as retarded. The baby mommas hope and pray their children's get classified as such because they get 6 to 700 bucks a month from Social Security for each slow child.
