Fudging the Clearance Rate

The headline reads as a positive:
The sub-headline explains a little bit more:
  • More murders were cleared than in any other year in a decade, officials say. But more than half of the solved murders occurred prior to 2019
You still stand a 80% chance of getting away with murder in Chicago, Cook County for a year or more:
  • The police said that in 2019 they “cleared more murders than in any of the past 10 years, with 263 murders cleared.”

    The solve rate for a given year includes killings in that year and also from previous years. It’s the number the police department provides to the FBI for its national crime summary.

    According to crime data the city puts on its website, only 21 percent of the 486 first-degree murders that were listed in 2019 through Dec. 23 had resulted in an arrest.
And "Cleared" doesn't mean "prosecuted." That is a completely separate number that has nothing to do with CPD and everything to do with Crimesha. But don't expect her or Prickwrinkle to be releasing that number any time soon.

So with an under 500 murder rate, and clearance rate that has increased, Lighthead should be throwing a 20% raise or more our way.

Please specify precisely how many of the "cleared" murders were exceptional clearances versus actual arrests followed by indictments for murder.

In cases classified as exceptional clearances other than by the death(s) of the offender(s), kindly specify the clearance reason(s). Since the homicide victims are deceased, "victim refused to prosecute" is moot, ludicrous, null and void.

SCC - This stat has to be the hardest to verify and confirm and is likely the easiest to goose. We plowed through about half of the supposed arrests the other day and a good number of them had accompanying news stories of the arrestee later being released without being charged. So... is that considered cleared? We say no and only count cleared when we're able to put a name and a face on the arrestee.

The whole metric is BS.

Happy New Year from Wisconsin. Maybe the good mayor should use the duodecimal system - base 12 - to report murder stats. That would be only about 360 murders and the vast majority have no idea what a base 12 number system is.

I don't think anyone's opinion of Chicago is going to be swayed by whether the final number killed exceeds 500 or not. The number of wounded and preyed upon is far greater and the public's perception of crime is probably higher than it really is.

I was going to go look at a really nice 40' sailboat for sale until I found that it is in a yard in the South Side area and looked up the crime stats - 73% higher risk than the national average, 1 in 22 chance of becoming a victim. Plus my CCW is no good in Chicago. There are two sister ships for sale, one in Racine and another on the river north of Detroit so I'm going to go check those out next week. Shame really. The one in Chicago looks like a really nice boat.

Care to elaborate, oh wise one? Based on all your experience? Because in the years I’ve worked homicides, I’ve never seen one. What I have seen is a states attorney office refuse to prosecute the majority of solid cases. Nowhere else in this country do detectives have to deal with such nonsense.

In a previous post someone asked," How many homicide cases are Cleared/Closed Exceptionally? Back in the day it was extremely difficult to have a case closed exceptionally. One sure way was the death of the offender. A Detective could not classify a case closed exceptionally if the reason was the States Attorneys Office refused to charge. Did things change?

Amen brother! I worked in homicide for almost 20 yrs and I NEVER witnessed, observed, or heard about any thing that suggested rights were violated. Is your experience as a 3 period detail to the Mission team?

Someone already said it. This has always been a cat & mouse game, but especially in the last month it was a joke...Ex Clear Close, Ex Clear Open, Bar to Prosecute. They are closing murders where the “offender” has fled the country. The numbers are a bit dodgy to verify but on some arrest reports the “offenders” weren’t even officially denied or rejected by the state, but simply C.I.’d. Deputy Chief JONES’ office made a mad sprint the past few weeks to push thru as many clearances as they could. Why, exactly do we give a shit? It’s a “win” for us in the sense that we don’t have to deal with cases not prosecuted bc the community doesn’t step up and come forward or because of a State’s Attorneys Office willing to let criminals walk out the door because they don’t want to do their job. But I say leave the cases uncleared and make no bones about why it hasn’t been cleared...There are good detectives working some of these cases, but yes, I can see the fuck it attitude by the department with just closing it bc the State doesn’t want to bring anything to trial before all their work is done. The state has always played this game of having the detectives do the State’s job of trying a case before it gets to them. They want an undeniable win to notch on their belt. There was a time ASA s expected evidence to be rushed on every other case before they’d approve charges, when they finally were told that ain’t happening anymore by the State Crime Lab. This charade will continue because we will always have a Superintendent and exempts that are chosen simply because they work hand in glove with political objectives/politicians that usually have aspirations that have nothing to do with what is actually lawful, about keeping peace & order and/or “doing the right thing.” I’d go one step further and see if someone could pull together the CI’d/RWOC or Denied numbers on murders since Kim Foxx took office.

Good question. Jones calls the areas harassing everyone but he hadn't dumped anyone.
