New Start Times?

We aren't sure about everywhere else, but in one of our workplaces, the Watch Secretaries are already preparing the sheets for Change Day (Thursday) with the new start times.

But we also heard (and have seen in the comments) that the FOP filed an Unfair Labor Practices grievance that is to be heard Wednesday morning.

Has the outcome been predetermined already? Or is this another case where the rank-and-file have to be "harmed" before any sort of action can be taken against the city?

One of the Fop candidates is going to roll calls all over the city . He is on the medical at call back but is well enough to go to roll calls . How is that possible ? His first ten years on the job he was in the medical 800 days . He has also obtained Cr Numbers on cops during his entire career . The last one almost cost an officer his job . You'll have to prepare for The new start times because the hearing judge may not make a decision at that time. It's screwed up. Kind of like a guy who's been psyched several times is stripped put in to call back and then is able to go on the medical so he can campaign for president. You just can't make this shit up.

It's not the start times,,they want to go back to the 6 and 2 schedule. Work six and off two. Long time in between before you see your weekends off. And they want everyone on this schedule. 35th street too. More people on hand for the weekend when you need to deploy officers to south and west sides. Sort of makes sense from the city standpoint.

this is a tough spot. hearing the day before implement. prepare for new start times unless judge grants injunction or something related. Department is in lots of transition, Never before have you had 5 important things at once: contract negotiations, an FOP election, New mayor, A fired superintendent and search for new one, department brass leaving and everyone jockeying for a new position.. oh and you got a guy who is stripped, psyched, placed in callback and then goes on the medical from callback so he can campaign all day for FOP President... this is a book deal for sure for someone.

They have to be prepared schedule wise for the new times because of the issue with the cars going out to same beat every day. Its easier to have to go back to our current schedule than the other way around if FOP wins whatever they have going in courts. From a unit timekeeper

Having worked for another LE department, other jobs and county. I can tell you, CPD is spoiled, we have it way better than any other department. There's a reason why most who leave, come right back.

If the rumors are true about the 6 and 2 then that just shows this department and city doesn’t care at all about its officers and our health. Also if the city hates the 4 and 2 then they should just implement 5 on 2 off then 5 on 3 off that’s what New York does 8.5 HR shifts.

With 50% transfers to 050 being management, not sure it’s a good idea to heavily arm them. Could be a safety issue

One would have thought residency would be on the table for this contract, given FOP President Graham’s current residency situation.

Then again, Illinois Supreme Court Justice Anne Burke stated in her opinion on the Rahm Emmanuel wedding dress residency case, that the Court’s decision to allow Rahm Emmanuel to remain a candidate for Mayor of Chicago renders enforcement of any residency requirement impossible.

So there’s that.

Maybe FOP doesn’t even have to fight residency at this stage?

For our contract the FOP should try and get something like the sgts when it comes to selling back hours every year. Doesn’t have to be 200 but maybe start at 30 or 50 hours and in the future get more hours. 50 hours sold back after Christmas and before spring break helps and it’s pensionable.

No it doesn’t make sense from the city’s standpoint. Every study conducted showed that the overwhelming majority of CR’s and lawsuits occurred on Day 6. You want more cr’s and lawsuits? Go ahead and bring back that schedule and watch morale and productivity plummet while all crimes rapidly increase.

Anyone that believes upending an administration in the middle of negotiations will turn into a better outcome is moronic. The city will have no reason to negotiate knowing that the temperamental cops are just going to vote out the person being negotiated with. Why tip their hand? The FOP election needs to be after a contract negotiation. If it sucks, boot the president and go to arbitration. Simple. But acting like just changing who’s in charge will solve the problem is short-sighted. Think forward and think about what the replacement would do. Why was Graham voted in over the prior incumbent? Why would another competitor be better? An FOP president is not going to scare the city. A united police department will. I don’t think I have to expand on what a silly idea it is that we would actually unite and remain united.

as an old retired guy who spent his career on 6 and 2 day off groups, believe me, you do not want to work this schedule. Yes, it is great when your two long weekends come up, but the rest of the time it drains you. And, it is especially bad when something comes up in the city and one or both of your weekends are cancelled. The old schedule is murder on those working straight 1st watch. The old schedule was doable when we were rotating every 28 days, but became a killer when straight watches came in.

It's not the start times,,they want to go back to the 6 and 2 schedule. Work six and off two. Long time in between before you see your weekends off. And they want everyone on this schedule. 35th street too. More people on hand for the weekend when you need to deploy officers to south and west sides. Sort of makes sense from the city standpoint.

No it doesn’t make sense from the city’s standpoint. Every study conducted showed that the overwhelming majority of CR’s and lawsuits occurred on Day 6. You want more cr’s and lawsuits? Go ahead and bring back that schedule and watch morale and productivity plummet while all crimes rapidly increase.

Correct. The 6-2 was a disaster for the department. It will never happen again in modern policing. Police officers need down time to be more efficient and avoid burnout. The city and department is trying very hard to act like they care about police suicides, so going to the 6-2 would be contradictory to what they’re trying to do. What they should do is go to the 10hr or 12hr day like most departments. More days off in a row makes for a better police officer.

For those of you pining on about residency, it is not a contractual item. It is built into state law to prevent larger cities (not just Chicago) from losing population and for the employees to have a vested interest in the city they serve.

You better read the contract again, or at least attend a union meeting. Any permanent adjustment t o duty start times are a contractual issue.

With 11000 detectives and officers given the perk as only 1300 sgts have the city would never agree to 200 hours per year per officer sold back. It would break their bank. If you start small at 50 a year then maybe it’s something they bite on. Think a little bit big mouth and put yourself in the cities shoes. Even though the city will pay out a lot more at retirement the city doesn’t look ahead like that. 11 thousand people selling back 200 hours a year is a financial burden the city would never do. 50 hours though??? Possible.

Your the one who’s whining. Doing nothing will accomplish nothing. Do your freaking job or retire. Good luck finding a job with 365 sick days, uniform check, duty availability check, 200 hours of v time, 6 bfd, 4 p days and overtime for holidays and court.

With that logic why doesn’t the city just allow everyone to get paid for 50 hours including the sgts? So because there are only 1300 sgts they could give them double time instead of time and a half or longer furl is because it doesn’t cost the city as much? Maybe even larger raises.
Original point was if the city can offer a benefit to sgts they should do the same for the po’s
I think everyone understands it cost less if less officers are involved

True, but it only applies to Chicago. Find me another city over 2-million. It used to be 2.5-million. The City would have to counter with more than, well you have a job or knew when you started. Not barging over residency is like when Rham supports would say "not my president."

People on here talking about stop complaining about having to work. Shut up! No one is complaining about having to work. The schedule changes actually affect people who have children and families outside of this job. What purpose does it serve change the schedule in the name of a consent decree? A 45-minute roll call is not going to change anything. We will be standing around talking, looking at our phones and holding our dicks for 45 mins until the previous watch comes in with the cars and equipment we need.
