Squad Policing Lies

Did anyone expect anything different?
  • The FOP lost the injunction to stop the new start times and squad policing in 006. 006 will be the pilot program for 2020 using unity of command and squad policing. When the policy was being explained by Commander Paul Godsell [it's Dan Godsel] and Lt Donna Rowling of HQ to the roll calls at 006, here is what was PROMISED: 20% of watch granted time off, new equipment, no more PPO details and no more PPO's getting off status being sent out so 006 would have extra manpower.

    Now that the program is starting, guess what ISN"T happening? 15% time off, not 20%. Zero new equipment. PPO details continue. PPO's being sent out to other districts depleting manpower. Oh, and Godsell and Rowling were very concerned about our mental health while pushing this program! So the young cops of 006 learned a lesson today: never trust a thing from a HQ member. And, to the other districts, when Godsell and Rowling come to push the next phase of squad policing on you, remember it's all lies
Godsel is another political animal who has never had a bad day on the job, and is looking to make a splash at something to enhance either future advancement or outside employment when he leaves. As we've outlined here many times, Squad Policing has FAILED everywhere it's been tried, including New York, LA, various medium-sized cities and here in Chicago on at least TWO separate occasions. The money needed to implement it is not something any politician, especially a "progressive democrat" in Chicago, is going to spend on a Department they intensely dislike.

The only way they could even get a foot in the door was to lie to the cops who would be actually working it. Watch the PAR forms for 006 over the next few months.

I work in 006, and all I have to say is... this program is a joke. We had people waiting nearly 3 hours for a car that “was on the way” by the previous watch. Didn’t the genius people hiding behind a desk in HQ say that every beat regardless of which beat it was, was going to have a car handed to them from the previous watch within that 45 minute window period while in roll call? Yeah that sure didn’t happened today. Even dispatch shared her opinion about this ridiculous program. Go pilot that crap elsewhere. 006 is already a s*** hole as is, why come bothered us? Go up north with that crap.

Cops expected to perform after being lied to!
Department lies as usual!
Department/City know they have us by the balls cuz we can’t strike.
Medical.
Bring vehicles in and down them.
Refuse to take out unsafe vehicles.
Just do the bare minimum.
We need to MAKE the City WANT to negotiate in good faith and give us what need/ask for.

After you get 2-3 years on the job you learn to never believe a word out of any supervisors mouth. Especially the exempts. They lie lie and lie some more. That’s how they get promoted higher. The trust on this department has been gone for decades.

The FOP lost? Now there is a surprise. Which clown represented the police on this one? So far Loris, Clown comment might be the only thing she has gotten right in her young term. But it is Chicago and for some reason you seem to like to elect clowns for important positions, City Hall as exhibit 1, so my guess is you will reelect your FOP Clowns. Democrats just can't help themselves, or you can't fix stupid are the reasons for this Chicago plight. Could be the water?

There aren't cops in Chicago they are being turned into SKW's. Kicking and bitching but changed none the less. Another year or two and the conversion will be complete. Then they will be told to give up any and all weapons. But remember the pen is mightier than the sword. New force will be glorified mobile secretaries. Criminals will rule the streets with those famous third world no go zones on the west and south sides. Private police forces will be pitted against the criminals and the city police.

He goes on his little speech and says please ask me questions I’ll answer whatever you got. Every question asked was given I’ll get back to that.... well no question was answered and he never got back to us. How that work out banging the uniform store lady???

These two goofs have never worked the street, inside their whole careers, it's no wonder this will fail. Funny how those who have never done it make all the decisions on how it should be done. I voted "NO" on the last contract, because it screwed over PPOs. Many more voted yes to get their $$. I have 28y on now. I am glad to see that we are now, finally, getting upset with the City about PPO treatment. We should vote as one. Are we not all blue shirts? Look at the big picture!

I remember when squad schedule was rolled put as a pilot program in merged 012/013 in 2013.

"We gotta make this work," one supervisor told a roll call.


Squad schedule sucked in 2013 and it sucks today. Literally hundreds of officers fled from 012 for the next year.

PPOs never counted against the numbers to began with. No idea why anyone thought that. They’re just extra unaccounted bodies in 6. They’re assigned to 044 until probation ends at which point they are assigned to a district and most who are in 6 at the time of their probation ending stay in 6. Some move but that’s because the department can’t send all PPOs to just 6. Other districts needs bodies too. Godsell doesn’t control PPO movement. Patrol does.

It gets even better. OEC The 911 center, the “protector of the city” “the eye in the sky,” was never let in on the change in hours for the watches citywide. Dispatchers had no idea what was going on. Sgt’s and POs had to tell them over the air about the changes. Didn’t anyone at any point think it would be a good idea to notify the 911 center about the changes??? Not surprising.

So why don't one of you in 006 fucking ask godsel directly why the things that were promised aren't happening? Send an email or go in person. Everyone is so damn afraid to ask questions - why? I've done it twice in my career with exempts. Once by email and once in person. Both times I got answers. Not always what I wanted to hear, but answers regardless. I've never been dumped or sent to midnights or any other bullshit that everyone whines about. Man up and demand some fucking answers. If you do it professionally, nobody can do shit to you. This is your life. Quit taking it up the tailpipe. We all know the union ain't going to do shit for you.

Hey wait a minuet. This is reform, progress and innovation in action. This is just like the innovated thinking we got from City Hall when they reduced the five Detective Areas into three. Now we're increasing three Detective Areas into five Detective Areas. It's brilliant. It's innovating and very efficient use of police facilities, resources and tax payer money.

I smell the same kind of success with Squad Policing in 06. It's great to be on the cutting edge of creative policing. Only in Chicago can this happen.

They start acting treating everyone like they are either helping them advance third career or they aren't shit. You bang out ISRs for compstat or fuck you, that kind of shit. The Department originally planned on implementing this in three Districts, but they realized they could never make it work in three Districts at the same time. They’re never going to make it work in one District. When that happens, they’ll never get the opportunity to expand it. Let’s hope the coppers in 006 remember they get paid to respond to calls for service. They don’t have to give them anything else.

That is a good saying. Do that in almost any job, you'll go far. It definitely works in the military or any government job or even civ jobs. Higher management loves that "stuff".

Squad policing is a failed concept. It is entirely based upon patrol function with no ability to adapt to actual law enforcement situations where officers go in with arrests, are mandated to establish and maintain crime scenes-somtimes for 2 or 3 days (arson scenes when its too dark, too cold, too wet, too hot or too messy for bomb and arson detectives and Ofi staff to show up-- or if it happens on a weekend, or at night. They "cant start their investigation at this point because... (insert excuse here)) , or if there are any more then one hospital detail (can also be 3 days). There is no fluctuation built in to an otherwise ridid expectation that all staff show up, meet their assigned sergeant and go out on patrol, expediantly answer calls and return in service. Any deviation from that format causes a wrinkle in time and lambastes the concept. The system becomes weaker with deviations from the rigidness, and rigidness is the enemy of modern day policing. If nothing else, this job takes flexibility, adaptability and spontaneity in decision making. Squad policing does not allow any of that, and following the protocols established to implement and maintain the concept, citizens will suffer with the lack of police service, including in progress or actual emergency situations, and police officers will suffer with the unavailability of staff for backup and emergency response capabilities. When you design two of the three squads available in an area to leave their posts at a predetermined time, that leaves one squad; with a minuscule number of officers (many of whom may also be down and unavailable) in the jaws of death until the transition occurs and the new squads hit the street. Safety issue? You bet! Little or no response to citizens cry for help? Yep, you bet!

To It's a Failed Concept,

That was the most precise, cogent, and literate summation of the truth of Squad Policing that has been put on this blog, and perfectly described what happened when the miserable failure of a schedule was implemented as a pilot program back in 2013 in merged 012/013.

Squad Policing is indeed a failed concept yet the HQ braintrust keeps going back to it, this time to comply with the phony Consent Decree.

You had to have also worked under this schedule to have such knowledge of how impractical it was. The Squad Schedule has only been used in 012, 003, and another district that I can't recall, and hence only the officers working beat cars in 3 districts (est. 600 officers and supervisors out of the whole Dept) have experienced the total joy that is Squad Policing.

Just reason # 947 why this career is a complete dead end waste of time with zero job satisfaction, in general and especially in this city.

Squad policing in 6 , only a few Sergeants actually patrol the streets, respond to in progress calls , call for assist , most want to be contacted on cell , log cars from pdt or radio calls , Desk Sergeants wno’t Write Bonds , approve case reports , many merit , afraid to sign their name or respond , Commander has way more police officers assigned inside than authorized .
Does 006 make case reports on all shot spotter assignments? Killing crime ? Look at uniform , grooming in 006 , not enforced .
CB better attend a few roll calls , go on Wednesday, weapons inspection ? Lol
