This Department is top heavy. And there's too much "straight line" supervision - one person with a staff reporting to another person with their own staff (i.e. a single Captain/XO reporting to a single Commander/Deputy).
Then pension fund is already dying and these "gold braid" drains on it - especially multiple new spots and any number of sudden retirements - may soon kill it entirely.

The union should offer a give back to the city. Propose that pensions be based on the last civil service rank earned by test score. This should begin the day after the pension is at 100% funding. I'd wager that anyone in a beat car would sign off on this in two seconds. Clout robs cops every day their on the job. It should stop when they drop paper to retire. Huge PR score for the arbitrator to consider too.

payouts. Blue states work with future blue Federal government to take over pension funds to roll
into social security. Hers’s your $2500 a month SS, be lucky you get that.
The dems then remind you to vote blue n order to protect your $2500 from the Republicans that want to take it.

Sorry folks but the pension is soooo underfunded, you’ll NEVER see all the promised benefits. I would bank on only 38 cents on the dollar since it is funded at 38%. Sure City can raise taxes but it will be offset by people getting the F-out. Current retirees can enjoy 100% payout for a few years but if you are 10-15 years out .... forget it. Chicago is done. Merit is what ruins this department.
As many of the exempts have never been promoted by test score, their pension should go all the way back to what a patrolman with the same amount of years of service would get.
The majority of those who pass the tests by score, are in districts because they don't have the juice to get a "spot".
Merit hacks not only get the financial benefit of a promotion, they also end up in a decent unit BECAUSE of their clout!

this would take a change instate law. But, if you look at what else is going on, people holding unofficial ranks in the department which all call for higher pensions. Those could be eliminated, starting with bodyguards and crime lab technicians and there are more.

This is probably the biggest waste of resources and manpower in the history of the CPD. End silly comstat and 100’s of officers will be back on the street.
What we need are Asst Deputy Chiefs and a 1st Deputy Chief to round things out, and of course take home cars for everyone.
Even Asst X/Os may not be a bad idea, but only one car per two. Seniority thing would kick in for the car.
The city already addressed the pension issue. In fact the state changed the law and now a two tier pension system is in place. This new system will cost the city less in the long run. In addition the city lost a case in court and the money from the state was redirected into our pension. Vigilance is required but these are the facts. For the city to walk away from their pension obligations completely bankruptcy would be required. The city has a lot of assets they could sell. Namely two large airports that a lot of scumbag politicians are skimming off of one way or another. They are not about to loose those. They will sell the bean first.

The worse thing about our pension system is that when one of these gold braid clout retirees kicks the bucket, the spouse gets half of what he was getting which could still be more than a PO who was maxed out. Why should an exempts widow be entitled to more than a PO that maxed out or a PO's widow ? There needs to be a common medium in there because that doesn't make any sense !
