- ...how did anyone miss this Filipe García pick. NEVER a Sgt, Never a Lt and never a Capt. He was a house cat assigned to the Mayors detail for most of his Career. When on the Mayors Detail, they have him an exempt rank, because there was a gap because there is no sgt or Lt in the mayors detail.
LL came in and he got launched. They hid him over at Oc but never got rid of his exempt rank.
New administration comes in and sees there is a “commander” Filepe García down at OEMC. Beck has no idea that he’s a P.O. To Commander jump because of mayor detail logistics and clout. This guy hasn’t ridden a beat car in years, never approved an arrest or case report, never approved an ISR, never done an ISR, never used AIRA, never completed a pursuit report as a supervisor, an IOD, medical or anything else that a sgt and above has to do. But now he’s going to be running an entire district??? Charlie? Lori?? Are you guys serious!?!?!
When we first saw it, we were hoping that this was just a common Hispanic surname and people are confusing him with someone else, but it seems to be true. So now we have a commander who:
- never passed a promotional exam;
- never completed/authorized a pursuit, arrest or TRR;
- never supervised actual officers except in a controlled political capacity;
- and that was never more than 12 or 15 at a time
Now he's running a District with a few hundred cops? Why, he must be the most amazing officer ever! In fact, Groot should probably clone him and raise a cadre of SUPER Chicago Cops! With capes.
Of course, the CPD has a history of over-promoting clout babies, skipping three or more ranks at a time - Cline's Gang Specialist buddy, restaurant reservation guy Goldstein, Daley boyhood playmate Keating, wonder-boy Lewin. There are a couple more we can't remember....one even got a District and wore an ROTC uniform of some sort.

He’s not the first and he won’t be the last superstar to get that bump straight from the Mayor’s Detail. Nobody in their right mind would actually take a Sgt’s exam while getting Sgt’s pay being a ghost payrolling secretary , never having to deal with the public, and only being in charge of 15-20 people. They can’t merit promote them to Lt because they weren’t officially titled a Sgt. So the only place they can be promoted would be Commander. Simple as that.

Beck came to a meeting regarding the Consent Decree on Thursday and he talked about foot pursuits and the changes to the Department - he sounded legit, right? But then he left this meeting and moved a Commander who was a police officer to the 004th District as Commander.
Beck, is that "national best practices", as you preached at the meeting or how you ran LA for 8 years, skipping ranks. There were many captains and lieutenants in that meeting that earned their promotions.
You are going to be here for 6 months, is it too much to ask for you to lead with honor and integrity?
Another questionable command appt. is Snelling. While he may have started out as a patrolman in 007 years ago, he has spent a considerable part of his career in the PT division at the Academy. I'm not sure he is truly prepared to administratively manage a district either.
The appt. of Felipe Garcia has hurt the credibility of not only Beck, but Lightfoot as well, because everyone within the dept. knew he has no formal supervisory training whatsoever.
I would imagine that he will have to attend some refresher courses at the Academy before he is truly prepared for the administrative challenges that await him in 004.

I don’t know why our mayor is so shy about releasing his background. Maybe he is just a modest and humble kind of a guy. I think one of our crack investigative Chicago reporters should ask the mayor about this, don’t you think so?

What is all the fuss? The New Commander of 004 has 4 attendance award, 25 honorable mentions and 17 allegations, mostly for unlawful searches. For his past boss he kept the car shining and the gas tank full, wore a nice suit and smiled at corny jokes. He was responsible for 15 guys who all tried to please 100% of the time. When 1 of the 15 fell out of favor they would just replace them with another willing bodyguard. No writing anyone up, nothing to ever be progressive about, no citizen complaints, no crime problems on their watch and as long as the boss was happy, everyone was happy. Also the New Commander was assigned to 004 as Police Officer previous to his bodyguarding assignment, so most will be formula with his working abilities. I will do my best to help out all I can. The 004 District is now on the radar and let the follies begin :)

I don't agree with the college requirements should be able to work you way up plus many go to the bogus degree mill "Calumet College" just show up and get a degree want that tuition reimbursement money.
They expect that this kind of promotion will instill confidence and morale. If you have rank & file cops that have little respect for their bosses, what kind of message does that send. Reform my ass. --Are you joking? An exempt rank is just that. It's not contractually or union protected. You can loose it at anytime for any reason, just as easily as you get it. Any exempt that is demoted has no recourse, that's why the lowest that can go is their last Civil Service Rank.

A degree in horse shit is worse than nothing at all. Only reason to go to college is for something in Business, STEM or applied sciences. Anything else is a waste of time and money. He was a tact. guy in the old 20th District and had a side business as an accountant, doing copper's taxes. He eventually went to Finance, retired as a P.O. and came back as a civilian director. Not exactly. Shear retired as a P.O. and was hired as the civilian Director (equal rank to a sworn Commander) of the Finance Division. He was ultimately promoted to a civilian Deputy Chief in the Bureau of Administrative Services.

Don't forget Ron Holt. His son was shot and killed on a CTA bus. He was promoted from P.O. to Director of CAPS. He had a civilian title, but was a sworn exempt (equivalent to a Commander).
