More Changes?

We're getting under City Hall's skin, publishing correct information as to changes, so badly to the point that Groot delays demotions lest it look like she isn't controlling the flow of information.

What was the word used so many years ago? Oh yeah - "insignificant."

So as City Hall digs and digs for the mole, we'll just type this and see how close we can time it to the actual announcement. We're typing this Sunday night, late, and setting the clock to post it Thursday at 0701 hours - four days from now.
  • Kimble and Cindy S(h)am are next...looks like Thursday, 30 Jan 2020 will be the announcement for organizational changes and quiet demotions. As a side note, Groot despises the CPD entanglements that have festered over the last 3 years BUT not as much as she hates SCC scooping City Hall.
Let's see if we were correct.

There will be no denying knowledge of his unprofessional behavior and from all reports, the continued investigation by CPD related to false statements.

Escamerit broke so many rule , regulations the IG recommendation was firing him from CPD . What does Lightfoot allow an assignment with a take home car , no set hours . This​ restructure, which is aligned with national best practices seen at other major​ U.S. police departments, will modernize the Department’s functions and​ responsibilities under two new offices: the Office of Operations,​ which will be led by First Deputy Superintendent Anthony Riccio and the Office of Constitutional Policing and Reform​ Management, which​ will be led by newly-appointed Deputy Superintendent Barbara West. ​

Regarding​ operations, this reorganization will reorient the connectivity between​ detectives, patrol, narcotics, and gang units to streamline the flow of​ information to provide for the maximum resources to be focused toward crime​ prevention and rapid response. To better improve cross-department​ collaboration, this Office of Operations will bring nearly 300 robbery,​ burglary, and theft detectives into CPD’s 22 police districts under the​ direction of the district commanders. This configuration aims to break down​ traditional silos of the old Bureaus of Patrol, Detectives and Organized Crime​ to allow for enhanced resource coordination accountable to one supervisory​ chain of command.​

The reorganization will move more than 800 gang intelligence and narcotics officers and additional detectives from centralized facilities directly into neighborhood facing Districts and Areas that are under the direction of Area Deputy Chiefs. This brings those resources closer to communities and allows for substantial enhancement of resource coordination on the street. We will also be creating a new centralized homicide unit to focus exclusively on murder and death investigations and create a dedicated workforce to specialize in this area. This investigative model is in use by most major-city police departments and comes from national recommendations by the U.S. Department of Justice. ​

In​ addition to unifying accountability structures in the Office of Operations, the​ Department is creating for the first time ever a new Bureau of Counter-terrorism, again aligning Chicago with national best​ practices and recognized policing organizational models. The bureau will be​ responsible for all targeted operations into both international and domestic​ criminal enterprises, effectively modernizing the previous Bureau of Organized​ Crime, as well as coordination of intelligence and resources to ensure that the​ City of Chicago is protected from and can respond to a complex coordinated​ terrorist attack. The Bureau of Counter-terrorism will now have​ counter-terrorism intelligence resources directly under their authority, and​ will be directly responsible for the policing and safety of our transportation​ systems - including the CTA, our airports, and our critical infrastructure​ throughout the city.​

The reorganization also prioritizes the efforts to transform the police department under the consent decree by combining all the functions tied to the reform effort under the command of the Office of Constitutional Policing and Reform. Deputy Superintendent Barbara West will manage a wide range of reforms as part of the consent decree, including community policing, training, use of force, manpower and supervision, and the related issues of transparency and accountability. From implementing department-wide policies to ensuring district officers complete the necessary training requirements, Deputy Superintendent West will work to build on CPD’s roadmap to reform as outlined in the consent decree, and increase accountability at every level of the Department.​

The Department’s restructuring efforts will take place over the next several months in three phases, the first of which will be implemented next month with dozens of command staff changes to fill the positions created by the new organizational structure. ​

The second phase, which will occur during the spring, will include the reassignment of the robbery, burglary, and theft detectives to the supervision of the District commanders and the regionalizing of the remaining detective, narcotics and gang intelligence functions under the command of the Area Deputy Chief.​

The final phase will involve further integration of detectives, narcotics, and gang intelligence officers to each of the districts. ​

Currently the new organization flow chart is a big waste of money for 3 or 4 civilian directors to do 1 job in community policing. Why is there a separate director for restorative justice? We can't get adequate facilities yet 6 figures will be spent on redundant positions. I absolutely hate this place.

New organizational chart is an eyesore!
Who is on first what is non second! It does not eliminate excessive deputy chief spots, useless directors, but it does allow for pillows to get a higher spot for what? This whole system is top heavy still. Nothing has been done to address the whole issue of overpaid bosses/civilians in charge of nothing. Reform reform reform that is all being shoved down our throat by a conscent decree that was not imposed upon us federally in the first place. Mayor, quit the B.S. already. This is exactly the same logic applied to us as the unneeded city council 50 alderman/wards. Has the mayor heard of 311 we are in a modern era of technology that people no longer have to reach out to the useless alderman office or ward superintendent to complain about trash and potholes. We can simply go on our phone and submit an online request. Mayor you want change well start practicing what you preach!

Ah news flash... the RBT detectives are already in the districts. The disbanded district gang teams which were once in the l districts then moves to the areas then to Homan are now moving back to the district, what’s old is new again. I love that they are paying these guys hundreds of thousands of dollars to come up with “new ideas.”

The only reason these teams were moved around and the Areas were closed was to safe money under Emanuel. Do more with less. You can’t police a big city without bodies. Sure technology will help but still need bodies.

So here we are opening up closed areas putting gang and narcotics officers back into districts etc etc etc.

Here’s an idea... hire more police give us new squad cars with equipment that works and oh yeah when we arrest violent repeat offenders don’t I-bond them and make them actually serve their sentences.

I believe this, she cheered when VanDyke was found guilty. Cheered through the halls screaming and clapping, it was so embarrassing. But when her m/1 officer shot and killed an UNARMED m/4 she came out of her office and made an announcement that we as officers shouldn't be talking bad about him. Wow.

I'm still waiting for the media to play Sgt. Muhammad's video of him shooting an UNARMED artistic kid while his 911 call is being played. He is screaming into the phone yelling and screaming how he just had to shoot that kid because he was coming after him. Ooooooo, that's right, Barb West hid him and protected him so now she is getting promoted. This city and police department sucks.

It’s obvious they already know who the next Superintendent is. It’s as good as picked because you wouldn’t restructure the department on this level without a new Super in mind. Additionally, it shows that actual people doing the job have no say in how the police department actually works. There wasn’t much wrong with how it was structured other than having morons and too many merits run the show. Additionally, too many people tucked away and untouched and not doing actual policing from the start of their careers. RBT detectives under the supervision of District Commanders? That will be a colossal failure. You want a guy who throws a hissy fit over a photo of non working urinals telling detectives how to conduct their Vehicular Hijacking investigation? It’s going to be a real shit show. And WTF IS Deputy Supt of the Office of Constitutional Policing and Reform Management? Reform? How about the biggest reform be not have an ineffective do-nothing that used to bring a pillow to sleep on the job to work being a Deputy of anything! Now that’s reform? Riccio? Still here? If Ald. Edward M. Burke goes to trial, it could still be at least a year away.
Federal prosecutors plan to ask for an “early 2021” trial date in Burke’s sweeping racketeering case when they return to court next week. That’s according to a four-page status report filed Thursday at the request of U.S. District Judge Robert Dow.
That report says prosecutors have continued to turn over evidence as recently as Nov. 5 to lawyers for Burke and his two co-defendants, Peter Andrews and Charles Cui. So far, it says the feds have turned over more than 100 discs, more than 44,000 pages and “several boxes of hard copy material.”
However, there is additional evidence prosecutors don’t want to turn over until six months before the trial, according to the report. Defense attorneys say they understand the additional material to be “vast, and is made up in large part of recorded conversations.” The defense attorneys want the material sooner.

Material related to Burke turned over so far has been “comprised of documents collected from various City Departments, subpoenaed from third parties, and seized from the 14th Ward Office and Committee on Finance” as well as “voluminous recordings,” the report says.

Lawyers for the defendants say they are still reviewing the material. The case is set for a hearing Tuesday.

The indictment against Burke accuses the powerful 14th Ward alderman of using his seat to steer business toward his private tax law firm amid schemes that involved the Old Main Post Office, a Burger King at 41st and Pulaski, and a redevelopment project on the Northwest Side. Andrews and Cui were implicated in the Burger King scheme and the redevelopment project, respectively.

The indictment showcased the undercover work of former 25th Ward Ald. Danny Solis, who wore a wire as a secret federal informant. It revealed that, by August 2018, authorities had recorded more than 62,000 of Burke’s phone calls.
A November 2018 raid on Burke’s office revealed the existence of multiple, ongoing federal investigations into public corruption. Also charged in separate cases since then are state Sen. Thomas Cullerton, who is due for trial in July, former state Rep. Luis Arroyo, who appears on track to plead guilty, and former state Sen. Martin Sandoval, who pleaded guilty Tuesday to a brazen bribery scheme involving red-light cameras.

I love the CPD with all my heart. I saw a lot of change in my 35 years with the CPD, but this reorganization will not work. He is doing all this to showcase Malinowski who will likely be the next Supt. Very little "reality" thinking went into this such as morale, logistics, extra layers of command, etc. Beck did you personally visit any stations, areas? Where are you going to house everyone? Did you ask the troops how they feel about you disregarding our traditions in favor of LAPD's models of policing? Don't get me wrong I respect the LAPD and have several dear friends on, or retired from the LAPD, but the CPD is far different. I see two things coming: 1. Malinowski will be the next Supt, but will alienate our fine officers in lieu of academics and technology. 2. Our fine officers will become more fed up than they are now.

So the Constitution has been around for 250+ years and policing in the US based on British laws and law enforcement principles since the Town Crier or Constable to the advent of Sir Robert Peele. Numerous Federal Court rules on policing, e.g., Escobedo, Miranda, etc. have been adjudicated favorably to protected citizens from misuse of police powers. Defense Attorney's have proliferated, lower courts, civil rights laws and other checks and balances are in place to ensure fairness. Rightly so.

Now comes before us the Office of Policing and Constitutional Reform led by Barb West. Beck scored all kind of points selecting Babs and curried great favor with Groot. Babs will get things done and done well. Right ??? Ahhhh, yeah sure.

Look at her legacy and knowledge base associated with reform and her vast understanding of constitutional matters thus far in her illustrious career. What could possibly go wrong. The new job and organization will demand all of her limited skills and questionable decision making abilities. As Beck is leaving shortly, the new permanent Superintendent will be tasked heavily to ensure Babs gets things done right and it makes sense.

Beck should alert the new Super that if any pillows are observed in her office soon there will be a "clean up in aisle 4". That's all part of her successful legacy and it should be an immediate Red Flag.

Gang teams used to come out of each district, and each district was proud of putting together a team of aggressive creative officers who knew how to get shit done and had quite intimate knowledge of their Terrain. It makes perfect sense for detectives to be at the district level, respond to the crimes in the areas they know. Operating on an area basis has not worked for a couple of decades now, it makes more sense to put boots on the ground and have people assigned to patrol where they are

Talk about killing crime.......moving all these detectives to districts and having them answer to the district commanders is one of the stupidest ideas ever said aloud.
Obviously there is a reason to keep detectives separate from patrol district commanders and patrol personnel. District commanders WILL try and kill crime stats that do not favor them, many have tried to change robberies to thefts from person because the stats of part one crimes goes against their crime fighting strategies.

District commanders WILL force detectives to arrest or approve the arrest of somebody /anybody so that their stats are better, even if the result of the investigation reveals the lack probable cause. District commanders do not care if the case is lost in court....District commanders are not testifying under oath as to the validity and credibility of the evidence or the fairness of the investigation.........they just want a cb# to show the case was closed before the next staff meeting.....
I have always said "There is a huge difference between closing a case and solving a case".
This has happened.......District commanders have pressured robbery and burglary detectives into these positions. Subjecting the city, the detectives, the arresting officers to legal action months and years down the road.... The only saving grace was that the detective could hold his/her ground (if the detective had the testicular fortitude) make contact with their detective division bosses, who were separate from patrol.... as to where the evidence and statements lead the investigation.

Detectives cannot just clear cases for the district commander's stats or you'll be at the end of district commanders whipping stick. Bad , bad policy. Really this is a huge mistake.......legally.....in so many ways. Your opening a Pandora's Box that will cost so much money in laws suits.....


Check and see how many RWOCS were performed and why........., then check the case file to see if someone else wad arrested for the same case. Patterns are at risk too.......history proves this..........
Just cause a tact team drags someone into the district in cuffs doesn't mean that's the offender or that you can prove that's the offender.
Any detective worth their salt will agree.......

More bastardization of the once great Chicago Police Department, wtf we aren’t LA or NY nor do the men and women of this department wish to be. We are CPD stop trying to change our history and traditions, just get politics out of policing and you will see the difference!!! when this shit show doesn’t work what will be next? model our department after Seattle?

Major changes without a new Superintendent being hired, how about if these changes don’t jive with his/her philosophy of policing?

Commander Felipe - really he is a PO that was made commander of mayors detail - detail ended and then they hid him at OEMC now a commmader in 004 ? He was never a detective - never a SGt - never a Lt - how can he run a district - no supervisor experience

At least Cronin has over 20 years and had a specialty in gangs. This guy has 16 years was the Mayor's detail for how fucking long. He's 38 and this fucking hack fuck doesn't even have to do through the formalities of a at least one Merit Promotion? Unfucking real. This turd should have been launched to beat 421 after the Mayor terminated him for his detail instead he will be the Commander of 004. Good luck to Captain in 004 who has to do everything while the Patrolman acting as Commander hold his pee pee.

Duh. They still need someone to On-view Bullshit then get a raging boner when they get to come on the air and say "Can you have a paper car come handle this?" In 20 years I only remember 1 tac guy saying "someone just drop me off a report, I'LL write the paper." Always remember that ONE time. He's a Lt. now. The rest? Anything to get out of a report. Hey tact guys... you do FAR more paperwork for your BS 2 baggers...arrest, inventory, case, complaints, etc. Than a simple domestic battery VIN/DIN. Guess the koolaid dictates cb#s = Good cop.

Beck is not leaving until the end of June, early July. Not sure why but the mayor asked him to. Contract arbitration? Eddie Johnson investigation to close? More likely more “reform” (ie destruction of CPD morale and policy) to be put in place in July to cover up the increase in crime and homicides while any fallout can be blamed on Beck who’s walking out of the door and onto a nice retirement spot. This will also overwhelm the FOP with obstacles as the arbitration comes to a conclusion. I would say “stay tuned”...but you should be looking for a new job in another department by then. Good luck CPD.
