Testing Disaster
Our e-mail lit up with stories of the CFD test disaster today. Here's a sampling:
- I’m a long time member of the CFD, and an avid reader of SCC ready to go this November (can’t wait to gtfo). The oral exams for our Lt’s exam were scheduled for yesterday 1/27, and today 1/28. Yesterday’s exam was wrought with “technical difficulties“, so much so that some participants weren’t getting out of the exam until around midnight.
Today, more of the same until the H.R. misfits, along with our Eddie Johnson alter ego Commissioner Rich Ford and his sorry ass underlings cancelled the oral exams, told todays participants to go home or go back to work, and they had no clue as to how to rectify the issues, or when the exams would be rescheduled. They then cancelled the oral exams for Battalion Chiefs scheduled for tomorrow. I’m just wonder if CPD exams have gone the same.
It gets worse:
- The Chicago Fire Department had some major issues over the last few days with "Part 2" of their Lieutenants exam. On Monday members of the CFD who were part of the AM and PM sessions spent anywhere from ten to twelve hours taking Part 2 of the exam. Apparently there were major technical issues that were never explained to members being tested. The afternoon session today (Tuesday) was sent home after standing around for close to two hours before being sent home.
To say the Firefighters taking the exam were not pleased is an extreme understatement. As the CFD Commissioner tried to speak to the semi-hostile crowd, he was booed heavily (along with other CFD brass). Many were yelling about the $38 fee to park at McCormick Place for the exam. All the Commissioner could do to calm the crowd was tell them that he would look into free parking when Part 2 (for Tuesday's afternoon group was rescheduled (Wink..Wink).
Now my point is that many of our brother and sisters of the CPD will be taking "Part 2" of the Sergeants Exam soon, using the same "Cubicle Style" setup, and if the CFD doesn't work out the issues, it's going to be a long day for everybody taking Part 2 of the Sergeants Exam.
It gets even worse from there:
- Part 2 for all Firefighters has been tossed! Look for the lawsuits to begin! It is unknown how many have already taken the second part of the exam, but die to major issues the CFD has tossed Part 2....for now.
Supposedly the company they used for this test is the same company from previous exams with major lawsuits, but this time they changed their name
So how many millions were spent on this promotional exam? And it's all just been flushed down the toilet.
And how many millions more were spent on the CPD sergeants test? And it's something like ten times the size of the Fire Lieutenant test.
Anyone sick of the popcorn yet?

Only inaccuracy I see in this post is the company is actually a reputable company that’s been doing this for 30 years. They just held a test for Boston Fire recently and the written scantron was graded immediately. Chicago doesn’t work that way. The issue is with the test administrator Chicago uses which is CPS HR. Bunch of ex cons moderating with a bunch of outdated cheap computers.
I heard part 2 is getting pushed back into April or even May.
30 years ago the fire dept. went thru the “exam scam” some things never change.
The 'clout' list was late in getting to all those in charge, which threw a wrench into the whole process.

I always suspected that CFD testing was flawed. A firefighter I know got promoted to engineer, then lieutenant, then captain all within the span of a few years.... this motherfucker barely graduated high school.
(OT) As I sit here pondering dumb shit some politicians do, I think our mayor Lori takes the prize. Here is a woman that says she is for Chicago for the taxpayers, but yet she refused to meet the president of the United States of America when he came here and of the rare occurrence, she refused to go to the conference of mayors at the White House. Then she decides to sit in on the liars the Democrats at the impeachment hearings, no matter what she feels about the greatest president of the United States ever the economy is rolling forward, jobs are plentiful the 401(k)s look good, the stock market is rolling, you would think she would respect the office after all he controls the purse strings but yet she does not realize how to show respect.
The mayor will come out and throw millions and millions of dollars at her social justice warfare warrior programs, but yet Not properly find Chicago Police Pension as promised question for the police union publicly since you cannot answer this on the telephone, or the Pension Board tells you they will get back to you and does not what is the amount due paid into the pension fund in January 2020? Another question for the mayor since you went to the impeachment hearings who paid for your plane fare and for the people you took with you from your staff did the taxpayers have to pay for that? If so that money needs to be reimbursed normal people cannot understand why you will not show respect to the President of the United States at least to the office and get Chicago the money we desperately need. We need money for more law-enforcement we need money to fund the pensions we need money for the infrastructure what are you doing there please Enlighten us.
Who cares. So people got screwed BEFORE they had a chance to take a part of test instead of getting screwed AFTER by rigged results. First mistake was signing up for any promotional test. Not worth the headaches. Do your time with as little fanfare and get out without making a front page or going to prison.
Just a citizen here, but for the love of God, what the hell is wrong when the most important people in this city, ie. ALL LAW ENFORCEMENT, have to pay too park? A terrible situation to be sure. Heartfelt sympathy for our CFD brothers. Knowing that we are in the same boat, we should band together to bend the cities will to our best interests.
Our interests? A transparent, and fair and unbiased promotion process that isn't shrouded in doubt and mystery. Also a permanent end to merit.
Why were they complaining about having to pay to park? I live downtown and have to pay to park wherever I go. They always complain about people being given handouts then when it’s time to pay to park expect it to be free

This likely wasn’t on the fault of the proctor, even though they’ll be paid to redo the sham again.
This delay/cancellation was more of someone well connected either didn’t bother to show up (sober/on time), forgot to rehearse the answer key or left the members-only catch phase list in his/her/their other pants. In a court of law, one can be allowed to view their notes to refresh their memory. Ask any former prosecutor, she’ll concur.
I recall the in past CPD delayed/canceled at least one Sgt promos to level the field, as well as delaying a Part Two of a Det Exam to fit in some that didn’t make the grade.
How can a city with sooooo much tax money be such a nose picking clown show? What? Do they need even MORE taxes??

It does not matter. Nothing that Chicago does in the form of promotions or hiring will be fair or pass muster and will end up in court. Are all cities like this? I do not believe that blacks, Hispanics just cannot pass a promotional exam with help in the form of corruption or quotas. Something is wrong here and needs to be looked at. What does NY or LA do? But, I do like the idea of oral exams and written exams for promotion to exempt. Now that would be a step forward instead of the call from the Congressman or alderman

Rumors are that some of these guys were held for over 8 hours with no food and then turned away due to malfunctioning computers. What a shit show. This city is pathetic.
It's called incompetence and fraudulent. Support reform candidates at every level. Walk the precinct for them, put up signs for them, and be election judges. If YOU put in the effort again and again and again the honerable candidates will become the leaders that then make policy. An example of a policy change would be a total change in CFD promotional exam that rewards knowledge rather than race, gender, or other protected class.
Real life example.......arena was ousted by Gardiner. Gardiner had a hundred fire personnel walking and talking in the 45th ward.

Bottom line is that your Commissioner and mayor dont like the breakdown on who actually passed and that they cant get thier picks in. This city cant and doesnt know how to run a legitimate test. Should be no oral exams for police or fire. Grade people 80/20 written exam/time on the job. If you ain’t book smart AND street smart, you ain’t getting made.
The worst was the 1988 Sgt's test. Three (3) years to grade the test. Then the race normed by lowering all the scores of white males. On th fire dept. they call that massaging the scores.

Their were chiefs on the the job that never passed the entrance exam . The strike wasn’t because of a contract it was a good reason to get the ones on the job who’s daddy’s were bosses. And the kids could not pass a simple reading test and they retire as exempts. Ford carrier was the academy.

Did the same for the '89 Dics test. "Race normed" the results. 91% for whites,70% for blacks to go to part 2. Hispanics were in the low 80's.
Now the '93-94 Dic and Sgt's test was actually run straight. The testing company assigned everyone an ID number. They kept the key that matched the names to the ID#. When the City was to have a class, the testing company gave the names associated with the ID# to the city. That testing company was never used again as the classes didn't go along with what flavor the city wanted for the classes.

That was the 1985 test that they did not post the results of the multiple choice part of the test till 1988.
They called race norming standardization. That was the nice way giving you the finger.

It sounds like this was the City’s scheme all along-toss out this Oral portion due to a ‘technical malfunction’ and go with just the Written portion & seniority. If all the knuckleheads have copies of the Written exam with its answers, they’re already high on the list where Human Resources needs them. Why jeopardize the numbers by having these Morons open they mouth and verbalize dat they don’t knows nothing?!? The numbers that the city needs for reparation promotions will plummet (but good ole double-keying, numbers maneuver and ‘everyone gets a promotion’ will always rectifying that.). In the end, the city can always pretend to hire an outside testing firm to give the look of honest testing, but once they set foot into this cesspool city, you can expect monkey business as usual.
i dont remember the date but i took the police test in the early 70s at some warehouse in the south loop with thousands of others. by the time i was accepted i was married, had a kid and was finishing a union appreticeship. that seems like an awful long time for a bullshit test to be adjuticated. turned it down, probably a good thing.
Union gave the idea of giving everyone a 100% for the oral. Contract says you can’t throw the oral out. Great, leaves them with just a written and seniority so no members who sat for long periods of time and the members who never saw the test cannot be harmed. Now you have 2 year millennial tommys crying unfair because he doesn’t get full seniority and he was gonna ace the orals, and pass up everyone with time on. Boy are they in for a rude awakening. This is the first time you’re getting “f*cked” (they aren’t) over the course of an entire career getting “f*cked”. Ask me or the other guys i was promoted with why we had to watch guys who placed 200 spots back get called years ahead of us off the 99 test. Cannot wait to retire. 3 more years!
