off topic boys and girls, fat man and little girl and all the ships at sea. gary indiana is breaking ground on a 300 million casino and 200 room hotel. gary ? fukkin somalia on the lake ? just goes to show you how fukked up this so called world class city is. the only thing that stops a project here is deviding up the graft. tiny towns all over the damn country have casinos but shitcagostan has been talking about one for 40 years. make a decision, chop up that skim and get the ball rolling. if the chinese can build a hospital in a week, you would think half a century would be enough for an uncontested venue in a world class shitty lol. for you old timers do you remember when shitcago was the last city on earth to get cable tv ? politicians cut up the city and shook down all the cable companies so they could buy those mansions in lake geneva. yeah burke im talkin bout you. garys been bankrupt and a dangerous shithole since the 1970 s and theyre building a casino. unbelievable.

According to his own LinkedIn page, Carl hasn’t worked since 2005. I’m sure the FBI has files on him, hopefully. Someone this sick needs to be in jail, or at least the sanitarium.

Can someone please explain to me, a civilian, why the Memorial Foundation is paying for the vests. It would seem to me that they are standard equipment and should be provided at no charge by the department.

I wish more officers would sign up and get one! I still see too many of my brothers and sisters wearing vests that are too small, old, worn out! It's free!!! Now a free vest cover!!! Please please sign up!

Thank you for the sentiment, but you should also know that if we wish to "upgrade" to a vest that will stop "most" projectiles, we still have to pay $100+ out of our own pockets. Still a "good deal" considering the quality of the vest, but I agree with you. The BEST vests should be provided to EVERY officer EVERYWHERE. I have no evidence, but I dare say this get behind the vest program is rigged in some way. They're soliciting all of us again to order new vests, after what seems like we took advantage of the program not too long ago. If previous Blog posts are to be believed and Phil Cline is making close to $200k with the memorial foundation and the "Get behind the vest" program HAS and CONTINUES to raise millions... why is any officer paying even $1 out of pocket for the BEST quality vest? Hey, it's still better than the 15 years I got out of my original academy vest, and I appreciate the whole concept, but if the Get behind the vest program wants to gain credibility with ME then take that fundraiser money (millions) and provide the BEST vest for EVERY officer EVERY 5 years (or applicable expiration date) . Kind sir/madam... there are alot of things you'd think would be "no brainers" about the CPD that if you knew the way it really was, it'd baffle your mind.

Sec. 10. Law enforcement agencies to provide bulletproof vests for officers.
(a) Each law enforcement agency within this State shall provide a bulletproof vest for every law enforcement officer of that agency who is employed as a new recruit by that agency on or after the effective date of this Act as part of the officer's initial equipment issue.
(b) All officer bulletproof vests shall be replaced before or at the expiration of the warranty period of the vest at the expense of the law enforcement agency.
(c) The State or unit of local government which has jurisdiction over the law enforcement agency shall apply to the United States Department of Justice under the Bulletproof Vest Partnership Grant Act of 1998 or a successor Act for matching grants of the purchase price of the bulletproof vests for the officers of the law enforcement agency.
(d) If the law enforcement agency is a local law enforcement agency and not a State agency, the costs of purchasing the bulletproof vests shall be from State funds and from the funds of the unit of local government, including the matching grants received from the United States Department of Justice.

The federal government offers grants to police (agencies only) each year for body armor. However there is never any word of this. The program can be easily Googled.

I'm sure the city and/or Cline are involved in some financial scam involving the vest program.

Yeah I remember when Chicago got cable TV after all that bullshit with Channel 44 and OnTV. Group W Westinghouse was the original cable provider and they charged $14 a month for basic service.

Hmmmm... Never heard of that law before! Now I KNOW they're scamming! Why is the program attached to so many fundraisers if it's law the city/state PROVIDE vests for us? The program claims to have raised MILLIONS.
Every scammer try's to use moral high ground to silence those pointing out their scam. "Have some respect" is no different than gun-grabbers using "it's for the children!" To silence their opponents to total gun elimination.

The police memorial foundation is a money making tax free scam. What a disgrace. Fat phil is making 200k on the death/disability of coppers. If you want to help, do what I do. Write a PERSONAL check to the family of a fallen officer or to their family fund usually set up at their bank. Give on holidays. Give a few bucks every pay period. Give when you can. The main idea is that you dont need a "foundation" (tax shelter,hiding money) and enriching someone on the backs of dead coppers. Each and everyone of us should step up and do the right thing. Problem solved.

Do any current or retired CPD recommend or not recommend we civilians have any bullet, knife resistant vests? I'm on a British and European army surplus mailing list. Don't think the military camouflage look sensible, but maybe a Black British police vest.

I used to go to some "demos" against illegal immigration, sharia law, opposing Confederate monument destruction - there are hostile Communists and I had just standard defense clothes like Motorcycle jackets and helmets.

Can you guys give us any advice?

The Antif rioters do violent things like attack with bicycle locks, spray bear mace acid to the eyes.

To those few that claim that they are not 'giving' to the CPMF because of 'Phat Phil' getting a (granted) large salary for an organization that he spearheaded, it's your choice, but...
Know that if, despite your concerns, your family will still be taken care of if (God-forbid) YOU are killed or catastrophically injured in the line of duty regardless if you support or contribute to the association.
And if you ever took advantage of 'any' free or discounted vest program(s) sponsored by the CPMF for the entire department, it's counterproductive on your part to be hypocritical of benefits that all members are entitled to, regardless of support for the foundation or the work they do.
I'm not trying to start an argument here brothers, just saying you are entitled to your valued opinion, but not your own facts.
Personally, I hope that the 'foundation' never has to spend another dime on behalf of any of our members who suffer any type of tragedy.
'My' support is strictly for those that are unfortunately not that blessed.

Army surplus? I’m sure the vests would be out of date
Just try and not put yourself in dangerous situations and forget about the vests. You don’t see any officers wearing their vests when the are off duty
