The "Training"

Someone found the website outlining the purpose of the "training" we wrote about yesterday:
  • Overview

    In partnership with the Chicago Police Department, this project will develop and test a police training program to improve officer decision-making in high-stakes situations for the safety of officers and community members alike.

    Grant Amount: $570,240
    Organization: University of Chicago

  • Purpose: Develop and test a police training program to improve officer decision-making in high-stakes situations, and evaluate the program using a randomized control trial. 
From what we've heard, we and others are questioning the study protocols. In fact, a number of people have written to the head of the Department and received a very nice reply:
  • Thank you for brining [sic] this to our attention. We see many training-related evaluation studies that the university runs in partnership with (and at the request of) the CPD. I will determine what study this is and reach out to the study teams so this can be addressed ASAP as it should never be the case that people be forced to participate in a research study and sign a consent form. In some of these cases, the training itself is mandatory because CPD has decided to adopt and test it, but consenting to allow the data/results to also be used for research purposes is always voluntary and no one should be pressured into research participation.

    Please let me know if you have any questions and again, thanks for bringing this to our intention.

So if anyone is ordered to sign a form, they'd be on solid ground refusing - that's our opinion, not a legal decision. Don't be the City test case. As to participation, direction should be sought from the FOP lawyers.

This is a huge issue if they are attempting to do a study. Ethics is major in modern studies, as many of the CPD officers who completed graduate degrees understand. We're not talking Chicago ethics but real ones. Nice to know CPD has interfered with a UofC study due to our corruption. Agree or disagree with the study it's yet another dumb move by our command.

There’s some many black and brown people getting killed in Chicago that they feel they need to start with CPD to look for causes of gun violence.

DO the police officers that need training then receive an email copy of the outcome?

And if this test is on CITY time then a FOIA request should be able to get all that nifty info. How much in man hours does this test waste of tax payer money.
Who authorized the test? Who proposed the test to the city?
How many officer tested? DO any exempt take the test?

If this training were genuinely goal orientated to Improving an Officer's ability to address Officer Involved Shooting scenarios; then it's a Great Idea. However, we live in a City where the Chicago Police are the "Enemy", to politicians and "Da Kumunity". Police Involved Shootings are treated as situations where the Police are at Fault, until proven otherwise. Then, if the Police are not found to be Criminally at Fault; they will be pursued in Civil Litigation for Wrongful Death or Excessive Force: that is the Reality of Policing in Chicago. As someone who has been sued for wrongful death, as a Chicago Police Sergeant, I can assure you it is NOT a Pleasant Experience, especially when your City appointed attorneys hate the police. Years ago when we would take our annual firearm qualification, our scores were taken and kept. This stopped when defense attorneys began to subpoena those records to aid in lawsuits against us, as another angle to question the actions of the cop. That is why today we score Pass or Fail. If this were a place and time where Officers could trust the City; then this program would be wonderful. If Officers who did not do well in the training were then guided to correct their errors the program would do great. However, in the current environment with a Hostile Media and City Administration, this training is Dangerous to the career and Liability of any Officer who takes the Training. Be careful, Academia is not our friend. Baby "G"

Prisoners have more protected rights than law enforcement when it comes to to the IRB. Try doing studies on prisoners and find out how many hoops you have to jump through for psychological and ethical reasons. It goes through multiple layers of critics and critiques before it’s approved. That’s even if it gets approved. But.....not police. Especially in the city. This is fucking unheard of if true. A third party, who is performing tests the subject does not want to be a part of, and the subject is being forced to consent under duress by their employer. Holy shit. police have little to know rights and are being used for ideological purposes. The results of this test, and other administered to CPD, the results are always going to have a negative impact on the police.

If the U of C wants to conduct such a study, why not send their staff (doctors and nurses except my wife lol) then send them walking around the neighborhood (Englewood) in the evening to socialize with those fine citizens and ask them to volunteer to take their survey. Let’s see how nice they’re treated and what great conclusions they arrive at. I can provide security for them at say $250 an hour!

They are averaging 15 refusals a day. I believe 100 people per day are scheduled to attend. So, that makes approximately 15% of the people showing up refusals. We can do better.

Ask the researchers about their literature review. Over the past 25 years multiple doctoral dissertations have been written by Chicago Police officers concerning issues in police training. See if the researchers have used any of it.

be further from the truth. Most of these goofs got those
degrees by attending school part time while working
full time jobs. They worked at their own leisurely pace

So to stop all the gun violence in Chicago the starting point is the CPD with their 6-7 KIA's instead of the community and their gangs with over 500KIA's. Makes total since. So how about this, no police shootings this year. Just run away from any situation where you might be forced to defend yourself. Death toll would drop by a whopping .05%-.07% for the year. Wow a less than one percent drop makes this so worthwhile. Why not start with convicted killers and see what drove them to kill. Oh that's right with less than 11% clearance rate not many to talk to. Just curious how many of the 11% charged actually convicted of murder. Would be a very telling and interesting number to know. So the academics pick the low hanging fruit to change their behavior. Yea right you sure don't get much for 500K in the city anymore.

If the University of Chicago's IRB gets enough complaints they would have to shut the study down. Getting IRB approval is a process and they have filed study procedure and policies they cannot violate or do anything that is different from what the IRB approved.

FOP signed off on it. A bird at 35th said, the University of Chicago was given EVERYONE’S discipline record for use in their bulls**t research project. Why in the Hell would FOP sign off on this? Can someone explain this to me!

I'm not a cop, but in my own field we are told to sign things like this. We often print "SIGNED UNDER DURESS" very legibly above our signature.

My suggestion always act professionally. Keep your cool. Remember YOU CANNOT REFUSE A LAWFUL ORDER from a supervisor. So I say sign it with the disclaimer in the FOP book and file a grievance. Don act like an asshat ever

U of Chicago is the last place to expect fair treatment from. The entire culture is crazed to put it mildly. The standard graduate package is for 1st year - full ride for everyone. By the time third (turd?) year comes around we are looking at maybe 50% of that class having funding. Everyone else is paying full boat ($$$) or taking a semester's worth or credits to transfer elsewhere. The term in academia is "Competitive". Cut-throat is more like it. Common examples are needed library books having pages/chapters removed so as to fuck over the competition. Sabotaging 'fellow' students is considered normal. Especially in the social sciences, as those degrees are worth nothing outside of 'higher' education. And let's not figure the opportunity costs of getting that Piled High and Deeper degree. All so that in 10, or more likely 20 years, the 'Dr.' can find a part time job with benefits, not the least of which is screwing around with students. With this warped perspective, any organization that promotes cohesion and middle class values is an enemy. After all, the 'uneducated and boorish' police officer may fail to bow to his/her/its obvious intellmulekshul superiority. Or more likely see through the emperor's new clothes. These assholes are in debt to the end of their lives, will most likely end up teaching part time at three different junior colleges, or HORROR, have to teach high school to make ends meet. So they both hate and envy groups like the police, military or even union workers.

They aren't your friends. Hell, the only people they hate more than the police is themselves whenever they have a chance to think about the hook, line and sinker they swallowed. Best not to cooperate with anything these aspiring Starbucks managers bring in. Anything to do with Social Sciences is nothing but crap anyway. Can't help, and can only hurt. The first thing a private learns is not to volunteer, and being unpaid just means getting screwed without being kissed

If you take the survey and do the scenario, you are a part of the study, it makes no difference if you dont sign off on it, they already have you in front of there laptops with camera facing you. you are in the academy, not in the public. you dont have to do any part of it you moron.walk away and say I do not want to PARTICIPATE, its stated in the info sheet they give you before the start. read it, then walk out.
