I know it sounds funny, but I'm just glad Larry Snelling landed on his feet. I was really worried his career would stagnate with only two merit promotions. Thankfully the out of towner and NOBLE were able to keep it on track with a third.
So let me get this straight, Garcia is now a Commander of a district. He never was a Sgt, Lt or Captain. So what you're telling me is we can apply based on resume to get a gold braid? Who's this guys chinaman? Does he have compromising pictures? Is he a Stephen Hawking?
The only thing missing is the captain list with Hall, Fenner, Carter, Starks, and the other cheaters on it. Then the circle of destruction will be complete and we can all take a break.

I haven’t been around long enough with Cpd to know most of these names. But I can tell you that their isn’t a single person that didn’t like commander Joel Howard. He was an awesome boss that had the respect of supervisors as well as the officers. We will be sad to see him

What is the title code for XO? Seriously? Does the XO for a Deputy get paid more then a Commander, that has an XO working for him? Now, my next question, does the commander of said district with the burglary detectives handle the OT and time off requests? Or the discipline? Staples was a class act. Easily the best Chief since Malloy.
Why the fuck are there so many do nothings and merit assholes. I really believe the department should start taking applications from patrol and everywhere else within the department for these exempt spots. What’s the fucking difference? You are promoting based on resume for all exempt ranks. There are so many better educated and experienced members are CPD than what’s in charge now. This isn’t the CPD from generations ago. Coppers have education, true life experience (not just what’s put on paper), and military experience. Take SWAT or the new counter terrorism unit/bureau (whatever it’s called). There are legit SF guys within CPD who are combat veterans, have high rank within the military, and are proven leaders. That’s just one example.
The problem with CPD is not only the merit system and the politically correct bullshit. It’s also the draconian mindset that “I’ve been here longer so know more than you. If you question or challenge me you’ll be sorry” attitude. The US has been involved in the longest war in history. The technology boom continues to grow and bring more advancements towards policing. Most of these top bosses aren’t worth half of what they’re getting paid and would be out of their league anywhere else.
There are too many redundancies of supervisory duties in the new reorganizational command structure. It’s almost like they have nowhere to hide most of these incompetents so they make them boss instead of demoting them.
That new flow chart is kind of confusing, and seems like there may be a lot of headaches with implementation.
Also, I don’t see Gang Enforcement or the Gun Teams anywhere. Are they just being folded and returned to the districts?
Sounds like that may be a good move from a manpower standpoint, and maybe long overdue.

RBT was already in the districts. Does this mean that they will report directly to the district commanders and if they do will they be assigned to the district and no longer assigned to an area? Does this mean that there will be biddable detective spots in the districts? Will the district detectives pick furloughs among themselves or with the area like they do now? Will these detectives and officers that work in gangs and narcotics be assigned to individual districts? If this is the case it sounds like a logistical nightmare. My guess is this is the typical “tell the public something you are already doing is new and put out a press release.” The only real change will be detectives bidding for the two new areas. And for a few months gangs and RBT might send a could of guys to CAPS meetings. Smoke and mirrors

They keep talking about putting more Detectives in the Districts, here's an idea, give them the Tact offices. Get rid of those cubes and you can probably fit 20 desks in there. Tact guys don't need a fricken cube hell they don't need desks. They can process their arrests in the lockup just like everyone else. Sergeants share three computers with sometimes six Sergeants come shift change and yes we have to get on a computer. Who ever designed these stations has no idea what is needed. Give Tact the Caps office and send Caps up stairs to the Commander's office and send half of the Commander's staff back on the street.

Yet the poor blue shirt takes the brunt of all the criticisms that are the result of the piss poor decisions made by these incompetent goofs.
Just looked at the organizational chart. Where's SVU? Where's Traffic? And why are the mounted unit and the troubled buildings under counter-terrorism? What I do see, are a lot of unit names and terms taken straight from LA. First the FBI, then NYPD, now LAPD. CPD has lost its identity and with that will be the further downfall of a once great and highly respected dept. Just look at the leadership list above.

Does he have military experience? Was he a Colonel? I know it's not the first time, we had the PO with one leg that was in gang crimes long ago made commander but at least he had almost 30 years on and worked the steet. Then we had the kid from 024 who was made a deputy, but he actually was intelligent. Maybe they were short qualified latino Lts or Capts and just picked him, I don't know fuck it.

My buddy in IAD says their Chief Konow is hiding 3 Lts in confidential section that have no responsibility, dont swipe and only work 2 days a week. They had 6 Sgts and a few Dets bail out and the Hq Lts have been looking for other spots because she over micro-manages. Supposedly the Lts have to report to her anytime they want to leave the office.
They cant keep people there.

Well, there are not many to choose from who were not merit hacks under Johnson. As I recall there was a sergeant who was made commander as Daley's bodyguard, then went on to make district commander of 001 and a deputy chief and never took a lieutenant's exam.
It looks like upper management just got heavier. How is the pension system sustainable with so many gold braid pensions? It’s not and trust me there will be nothing left in the pension in 10 years. The contributions made by gold stars to the pension are not enough to cover future pension liabilities. Too much money going out and not enough going in.

Randy Darlin - Deputy Chief of Patrol??? This is the same guy who made XO of Area Central and promptly complained that the Sat unit wasn't getting into enough car chases! So now he can tell the whole Patrol Division there are not enough car chases. Be careful, this guy will throw a po under the bus in a heart beat. He is nothing but a company man and a tool.
Car chases?? Are you kidding!? He is the first to say don’t chase it’s not worth it. You must be a sat guy. His issue with area central saturation is that 90 percent of their arrests were for TVBs. Yes, saturation team arrests were long forms for suspended DLs. The sat teams got called out for it and they got bent out of shape. They have no clue how to do any sort of police work outside of traffic stops. They were told to actually try getting out of the car and confronting gang members instead of arresting a 66 year old female for a suspended DL which was the straw that broke the camels back. I got promoted a few months ago and was in that unit. A bunch of young hipsters who don’t know what to do mixed in with a few older guys who only want 10 hour days and do the barest of minimums in order to just keep themselves on a team.

Dear new commander Tom Mills and Chief Deenihan. Please get rid of all the sgts in area central who have never been detectives. It actually is embarrassing sometimes when you forget and try to ask them advice about a case and they stare at you with not a clue. It gets real awkward. I could name names, but we all know the ones. Clouted and taken care of their entire careers. What is scary is that younger new detectives will ask these sgts questions who get the wrong information and do it and has potential devastating effects on their case. Must have supervisors who were actual, good hard working detectives. No reason for a former lazy or do nothing detective, but there needs to be a real vetting process to get the right former detectives as d unit supervisors. Away with the clout hacks looking to hide from a beat car.
Millmine got hosed, how is he not a commander or realistically above that. It just might be because he’s been a worker, intelligent,and is well liked. Maybe the current regime is intimidated by someone who’s is heads and shoulders more intelligent then them.
