This is amusing on many levels. And truly sad on others:

Chief Barbara West, a 25-year member of the Department, will serve as Deputy Superintendent of Constitutional Policing and Reform. She previously served as Chief of the Bureau of Organizational Development. In her new role as Deputy Superintendent of Constitutional Policing and Reform, she will oversee all functions tied to the consent decree. West becomes the highest-ranking African-American female in the history of the Chicago Police Department. West has also served as Deputy Chief of Patrol and a District Commander of the 11th (Harrison) and 15th (Austin) Districts. She’s worked in the Bureau of Detectives, Internal Affairs and Human Resources.
Everyone knows Barb's nickname is "Pillows" because back in the day, she used to bring a pillow to work for sleeping on midnights. There are still tens-of-dozens of cops around who would testify to this if it ever came up.
But the truly sad part is she's being given the Constitutional Policing and Reform spot - after running an illegal First Amendment investigation as a lieutenant in IAD against this very blog. The investigation violated the entirety of the General Order and Special Order and was subsequently ordered closed once the then-boss of IAD found out Lt. West was well outside the scope of any legitimate investigation, mostly because it involved home and vehicle surveillance of a party who wasn't even part of the blog. Yes, we're serious.
But no "investigative journalist" will ever FOIA someone in a Chicago democrat administration. The ACLU wouldn't touch it on a bet because they're anti-police more than they're pro-Civil Rights. But we keep telling Beck to wander over to the Confidential Section one day when he's bored and dig around - it's on the same floor as you are Charlie - and he'd be amazed CPD wasn't under Federal control twenty years ago.

Back in the late 90’s west and her partner were the subject of a video taken by a civilian of west and her partner sound asleep on old 1224’s beat. This civilian saw them sleeping there on many occasions and decided to document their snoozing. She also worked the radio room in 012 on occasion where she couldn’t even keep an accurate count nor did she understand that every radio has it’s own number and corresponding slot. And the pillow as part of her duty gear? Absolutely true.
So much for Mr. Beck being a reformer in charge.

It never amazes me, we speak of being
fetal but take issue with someone who actually does it. I commend Pillows West, she went to law school on city's dime and crafted the proper connections to move up the food chain. We all should espouse to ne like her and stop being hypocrites.
I truly think that Beck should send you an e-mail prior to him arranging the deck chairs. You may be able to help him to decide which ones to throw overboard.
Another boost in her pension. Some China-man somewhere said, "take care of my girl ok". Hard to believe Lori, and all the kings men are blind to this, they are all part of the political theater that wants you to believe they are legitimate, like they want you to believe that she is a police officer.
So looking at the whole list of command changes, nothing changes. The department admits the merit system was a total failure. But then they turned around and promote all the multiple merit promotees and cheaters. So nothing changes.
Correct me if I'm wrong but wouldn't it be more logical to have a supervisor with a law degree run this unit due to legal complications that will arise? I mean promoting somebody on their qualifications rather than race/gender. It is 2020 by the way Groot.

She came to our roll call a few years back right before they were ready to release the new Use of Force Model. She claimed that the new one was much better and easier to follow, and that she could never understand or explain the old one anyway. A Chief, telling a roll call full of people with mostly less than 5 years on, that she cannot explain our Use of Force Model.

I don’t know about the pillow part, but we have officers on 1st watch in 008 who do that right after roll call hit the hole and it’s a rare occasion if they back up another beat on a job without that beat calling for another car. It’s pathetic and sad. I believe a waste of taxpayers money. I don’t care if you don’t want to do proactive police work but you should always back up another beat no matter what. A show of force on any job is essential for officers safety! We should all the same goals! 1. Go home alive everyday ( to do that we have to take care and watch out for each other because that’s all we have on the streets) if you are not busy ride on that other beats job please!!!!!! 2. Help people! 3. Have fun and laugh everyday because life is short.

I worked with a detective years ago who aquired the knick-name "Pillows", not because he slept on the midnights but during an
under cover assignment. He was hired by a women to kill her sickly husband. When the dead was to be carried out he accepted the money for the hit and the wife handed him a pillow to smother the husband, as he slept in his bed. At that time the detective announced his office and attempted to make the arrest. The wife came up with a butterfly knife and tried to slice up the detective. He grabded her by both wrists and started to dance around the kitchen area in the apartment knocking over the chairs and anything else that got in the way of the struggle. The detective had been wired up to a sound truck a short distance
away but alas the equipment malfunctioned and none of the back up detectives in the truck could hear what was going on. The day was saved by another detective who had positioned himself at the base of the stairway on the 1st floor that led to the 3rd floor apartment where the struggle was going on with the offender. Luckily the detective on the first floor heard the commotion and ran up three flights of stairs to assist the detective dancing with the offender who was trying to slice him up. From that day on the members of the unit would kid him and call him pillows.
Anyway I think that the detective involved has the copywrite on the knick name "pillows". Maybe you could find another name for Barb West like, (well you guy's and gal's just fill in the blanks)

Dana Starks is the chinaman. And you see Lisa Price Starks and Sharon Price both got promoted. Sharon is Lisa's sister. As a Sergeant, it was painful to watch Lisa mumble through Compstat, then they bring her back to the Area as a Lieutenant. WTF Then Blissett gets dumped but remember he didn't ask for Price-Starks, but was force fed her and hand picked by then Chief Melissa Staples, Lt. Myers. He had 2 completely useless Lieutenants.

I read some stupid article lifting up her rise within the police department and it made a point of saying she opted out of law school so she could join the police department. Here’s a news flash reporter: lots of policemen/women actually go on and obtain law degrees while on this job, but that requires actual discipline & a bit of a work ethic.
Let’s only hope that her new position is not a launching pad to take Riccio’s spot as the 1st Deputy. She could do some real damage there.

Has anyone mentioned that Beck got here around 1 Dec .. and has been gone to conferences and Christmas during that time. On 30 Jan, he announced the most sweeping changes to the structure of this Department in the last 50 years. How thought out was any of this? Given the entrenched criminal element in Chicago and the complete disarming of the Police Department, I predict a 35% increase in Homicides over 2019 for 2021. I predict a 40% increase in Robberies in 2021, and I predict a 40% increase in aggravated batteries in 2021. FOP needs to push for 25 and 75% so we can all get the hell out of here. Lightfoot wants to change up culture, have us all retire... 6 more to go but..... Now they are talking about the Aurora Chief having leg up on Malinowski. She seems nice .not taking away anything from brothers in the western suburbs, but..Really, an agency of 300.. That's a district Commander here, There isnt a District commander I would trust running this Department of 13,500 (allegedly).

Probably because someone who is still on CPD with a law degree is just as good of a lawyer as someone who slept in a Motel 6 the night before.
