Wow, no far south side districts, must be heavy weights.
Beck said no more merit promotions during his time as acting superintendent. Yet I haven’t seen a single class of Detectives, Sergeants, or Lieutenants yet. Is the city council perhaps blocking promotions until after he leaves? Nothing ever changes in CPD. The politically connected are always more important than the hard working competent officers who deserve the promotions.

No merit WTH but yet you have cheaters still getting promoted after being given the answers to the test. Mckenzie cheated point blank but yet he’s being promoted again this time to captain. McKenzie has been promoted meritoriously four too many times. He already killed the morale of the Tact Office in 011. He will now tank the rest of the district. Micro managing delegater. Two words to all of the coppers and sergeants, bid out.
Two pencil pushers running a district with a growing crime problem. After 20++ years in 018, this might be the worst time. We always had decent bosses, treated us well, I am scared now for 018.

Day three of Captain school and they already know who’s getting what ? What a joke! Good luck 001 and 015. LTS in 001 dropping like fly’s .. what’s wrong with the district ? Used to be a good district .
None of that makes absolutely any difference into the operations of the Chicago Police Department, all this means is more people that are connected got a bigger pay increase for doing nothing their daddies and mommies and political operatives put them their typical Chicago that is why management is not to be respected and has never been respected! I've said it before and I'll say it again - if the racial numbers do not jive, there will be a federal lawsuit. The lawyers just have to insert the name of the plaintiff.
The main thing here is the City has to defend the promotional test. The test has to be shown to 'predict success' at the new rank.
Here's a little insight at to what the courts look at to predict success: Remember the firemen who sued (based on being hired not promoted)? The ones who got like 10 years of senority and back pay (without even working one day). Ya, those guys. Well they sued based on Title VII of the CIvil Rights Act of 1965. (AKA Affirmative Action clause). The geniuses had to watch a video, and take notes from the video (or just try to remember what the video said I guess), then they were tested. The court ruled that 'taking notes from a video' did not predict success as a fireman. Poof. Plaintiffs win. Here's your back pay, 10+ years of senority - and the dates of the next retirement seminars. I am pretty sure the plaintiffs were in the 'qualified" group.
Remember when you took the police entrance exam? (When 20 - 30,000 also took it) and you were given a "well qualified" or "qualified" or "not qualified?" I was told "qualified" would probably not get you hired. Anyway ... that testing is fine - and the racial results are fine as long as the test predicts success. But the City moved away from that - As the new cops know - now you pass some baseline imbecile test and you are hired based on the last digit of your SS#. (Sound familiar meritorious Sergeants?) WTF is that? Well I surmise there must be some racial gerrymandering going on so one race is not hired at less that 80% of the 'dominant' race. Ahem, please excuse the term. But Title VII defines a "prima facie case of racial discrimination" as having occurred when one race does not succeed at a 4/5 rate of the other race. So if 4 out of 10 blacks get hired/promoted that 40%. If 9 out of 10 whites get promoted that's 90%. That 90% rate is what they look at. The next race must be 80% (or 4/5) of that 90% rate. So you take that 80% rate and multiply it by the 90%. 80% x 90% = 72%. So blacks must get hired at 72% rate. If not, they can sue under the CRA. And they will absolutely. Now they moron creators of the promotional test will be dragged into court to defend it. Who created the Sgt. promotional test? I don't even know. It was probably a big firm but there were some cops who gave input I am sure.
Anyway ... the City will back off of this merit stance. They are not going to defend the test. They can, but they won't.

If he's not promoting anyone meritoriously, why is he making Captains? It's not like there's a test for the spot or anything. The position is 100% merit. All you do as a Lt. is submit a resume.

I work in 025 and he was a great boss because he rarely ever pushed for activity. Oseguera butted heads with Escamerit all the time. Why? Because Escamerit hated lowly POs, he wanted extreme discipline for anyone and everyone except for his chosen ones. Oseguera, time and time again went to bat for cops. While he was butting heads with Escamerit he still ran a watch that excelled in numbers and Oseguera implored his sergeants to make sure all POs were taken care of but workers were given extra perks.

They are making captains because the consent decree requires a strict process for promoting captains and Commanders with legitimate criteria and everything. However, the department has been dragging their feet on establishing those requirements. Maggie Hickey is looking the other way while the department pushes the last batch of incompetents through. Easy pal. Doesn’t take a brain surgeon to figure out he works for CK who scored well after studying the test years ago not only on the Sgts test but also the Lt’s test. Thanks to Mauer. So I wouldn’t put it past anyone to think CK is helping his people. Remember this is Chicago so anything is possible. Let’s just say if I need a Christmas party or Golf outing put together than this guy SM is my choice but a police officer he is not. So to say he is qualified because he did well on a test and NEVER worked the street or made arrests or conducted any type of police related investogation then I’d say there are way more qualified people out there more deserving. The phrase “ never had a bad day on the job “ rings true for SM and other like him. CB is another guy. Daddy took care of him from day one. Merit Sgt with five years on and been hidden in units for his whole career. Neither are qualified to do much on this job but talk. They talk a good game but have ZERO POLICE EXPERIENCE.

Check your facts pal, AL was never a goof, matter of fact, he is one of the smartest/sharpest bosses that this dept got. And no one made him, he scored on the top 5 on LT, Sgt and dicks exams. I worked for him when he was a sergeant in 025 midnight, he took care of the workers and stay out everyones way. He never bothered no one and always backed the troops up. 009 is lucky to have him. Congratulations Boss.

I don't need supervisors to make decisions for me because I'm not an idiot that doesn't know what he's doing.
