Gas Mask Fit Testing

Seems the last minute fit testing up north is as expected - a disaster:
  • Word of advice to everyone going to get N95 mask trained at Belmont & Western... When they put the hood over your head and spray the solution into it for the "test" part, when you put your mask on and fit it, NO MATTER WHAT, DO NOT say you "taste" the solution! Say you have a perfect seal! I "failed" the test because apparently I couldn't get a good enough "seal" and admitted to tasting the solution they sprayed, then I was told to throw my mask in the garbage can behind me. I do it, I ask "ok where do I get my replacement mask?" Figuring it's procedure to throw away all opened masks. P.O. says "you don't get a mask because you failed". They fill out a card saying you failed their (scientific? 100% fool-proof?) Test?! And I walk out without ANY mask!
The shortfalls in preparedness we've been seeing the past few weeks is nothing short of criminal
  • No N95 masks,
  • eight year expired sanitizer,
  • not securing lobbies,
  • no quarterly drills,
  • no gas-mask fit testing since NATO,
  • cancelled days off with almost no notice
  • cancellation of the cancellation with zero notice,
  • OEMC on the verge of collapse,
  • no solid medical protocols in place for exposed officers
The list is damn near endless. This comes from years of misplaced priorities and spending practices on things that buy votes - nothing on keeping the population safe.

We are always an afterthought.

Whose bright idea was this? N95 masks are designed and regulated by FDA and label as single used disposable device. N95 masks are not intended for long term use like gas masks. Once you saturated a N95 masks with contaminants, the mask becomes ineffective, but more importantly, makes it harder fir the wearer to breath! If the department purposely saturated a N95 masks, then makes you to reuse the same mask, the department is jeopardizing your health and safety.

This is taken from the CDC website Recommended Guidance for Extended Use and Limited Reuse of N95 Filtering Facepiece Respirators in Healthcare Settings.

“Discard N95 respirators following use during aerosol generating procedures.”

https://www.cdc.gov/niosh/topics/hcwcontrols/recommendedguidanceextuse.html

This is taken from OSHA website

Question 7: If OSHA considers the N95 filtering facepiece a respirator covered by the respiratory protection standard, what parts of paragraph (h) involving "maintenance and care of respirators" are applicable? Does the employer have to comply with Appendix B-2 involving "Respirator Cleaning Procedures"?

Response: The N95 filtering facepiece respirator is a "disposable respirator." It must be discarded after use, or when it becomes damaged or soiled. It cannot be cleaned and disinfected according to the method described in Appendix B-2. OSHA is presently not aware of any alternate procedures provided by respirator manufacturers in their user instructions that would allow for cleaning and disinfecting their filtering facepiece respirators.

https://www.osha.gov/laws-regs/standardinterpretations/2011-11-22-0

The Officers who had their N95 masks saturated with an aerosol spray and expected to reuse the same mask should file a grievance with the union or report an OSHA violation.

To all Officers, please take care of yourself and each other.

Signed,

A Retired Sgt

Get ready for 12 hour days, it may be happening sooner than you think. Make sure your family is provided for. We could be doing this for quite some time after the order comes out.

3/29/2020 03:50:00 AM

Per OSHA:
“ You must be fit tested before you use a respirator in the workplace, and you must be retested at least every 12 months to make sure that the respirator you use still fits you. You must be fit tested with the specific make, model, style, and size of respirator that you will be using.

Not everyone can get a good fit with one specific respirator. If the respirator fails the fit test, then another make, model, style, or size must be tried until one is found that fits you properly. Therefore, your employer needs to provide you with a reasonable selection of sizes and models to choose from”

SSC,

"Gas Mask Fit Test" N95 is NOT the gas mask!

20 people were chosen from each dist to be on the Corona virus response team. These officers will be fit tested with the N95 mask. This is not the regular gas mask.

But from what I hear the C50 gas mask testing is also a disaster.

Normally I’d be inclined to agree with you, golden opportunity for scammers. HOWEVER... I know a few officers that are working that have legit health issues and should probably be home... a whole lot of officers don’t hit the medical ever, and for something like this that could actually turn out to be a serious problem....a problem greatly mitigated if we had even basic protective equipment. Something that’s a tad better than expired hand sanitizer and one 1 use mask. 25 year old Jane citizen shopping at jewel is wearing an N95 mask while a copper on blood pressure meds with asthma is responding to calls of people congregating at a house party with zero protection. What could possibly go wrong.

Nina Cozzo director of buildings has stated in an email that 2FM/AIS will not be providing masks , gloves and sanitizer as this is not required PPE. This Covid virus is a record able illness and osha has stated due to this status it should not be confused with PPE and an employer shall provide necessary safety items

Nina Cozzo has her supply of N95 masks in her office but none for the employees

There are confirmed cases at 2FM 39th facility and after 5 days of being in the same room an email was sent out after it was noticed that the private custodial staff who cleans building sprayed down an office ( What qualifications do they have to properly sanitize and office for germs)

Cozzo who has an office there on the 4th floor still requires foreman managers to sit together in a 30 x 30 room with at lease 20 cubicles

Now we hear that COZZO has decided to work from home while others in area are required to sit in a possible virus infected area

The employees were also graciously informed that we were "allowed" to wear masks and gloves if we have them

Nina Cozzo Director of Facilities in in charge of ALL city buildings and all complaints and concerns with the buildings facilitys and or safety should be directed to her.

Bonnie had to deal with NINA to get things done also

Hey NINA COZZO, Im not impressed so I wont be clapping

Nothing should be sprayed on the "mask". There are two odorants commonly used. Banana oil and saccharin. A hood is placed over the persons head and a bottle of thr odorant put under the hood. If the "maak" does not fit you can smell and taste it.
The 95 mask is a particulate mask and is really not intended to be used like it is now. The use is for prevention of transmission of the wearer to others not the other way. You are better off with a good pair of close fitting ANSI safety glasses than these mask.
Remember the major transmission ways are through the eyes and nose. Keep your eyes covered, don't pick your nose, don't touch your eyes, wash your hands and butt!

the n95 masks y'all are getting (3m, fibreous type) won't stop any type of scent- they are particulate only. so the mask fit test you are receiving is bogus and not applicable.

Retired Sergeant at 0312 hits nail on the head. Truth! N95 mask is ONE and ONLY ONE use/ single use and disposable In use life span of N95 mask is no more than 8-12 hours on a dry/ no rain snow day. If N95 Mask gets wet from rain/ snow, effectiveness and life span are reduced, although I do not know how much. A wise precaution would be to place extra N95 Mask on anyone arrested, if possible, both to protect you, CCSO jail personnel, other arrestees

Some heads and faces just don’t take to the contours of a ridged mask.
You’re actually being led to believe a breathing mask is protection. Eyes exposed and airborne transfer contamination to clothing and hair are still possible.
What kind of mask are they issuing, are these medical grade or the hardware store variety?

No mask - no deployment to the danger zone - unless ordered by a higher up.
Document it. Get sick, injured, etc and hope for a full recovery is about all to be expected.

Seems preparedness took another backseat. Hurry up and wait for the City to catch up.
Shouldn’t a big metropolitan city/state always have a sufficient emergency supplies for any epic catastrophe?
Kinda makes sense that a target as large as ours to be prepared beyond a minimum.
That’s some big city police department Rahm built and Groot cares even less.

Not since NATO of 2012...and that was merely for tear gas when the angry unwashed antifa were given space to destroy.
Shameful and stupid that this city is such a failure...again.
City sure made the Sanctuary City ID program a speedy a top priority when it was launched.

"The Officers who had their N95 masks saturated with an aerosol spray and expected to reuse the same mask should file a grievance with the union or report an OSHA violation."

Then the dept should stop this "aerosol solution test" immediately. If you "pass" the test, they give you back the mask and you leave with it! The actual in-class training tells us we can reuse the mask if not exposed to contamination, they say to just store it in a paper bag or tissue box. Give us the training, give us an unopened mask & send us on our way. If faced with a situation, I don't care about a 100%seal! 50% or ANY obstruction from someone coughing in my direction is better than nothing!

I wouldn't be surprised if whoever from the city is acquiring these masks is paying "per mask" Sooo... the more they can order/go through, the more money the manufacturer is getting, and in turn, whoever mandated throwing out good masks is getting a kick-back from that manufacturer to order more masks. If they really cared about US they wouldn't throw out a perfectly good mask right in front of my eyes! These "tests" should stop immediately OR give EVERYONE their masks back. Now when can I go back and get another mask since I "failed"?

Chicago and Cook County received federal funding (as did all cities and counties with pubic health departments) to maintain a stockpile of supplies to be used in the event of an outbreak of communicable disease. Since the “stockpiles” are turning out to be a few boxes of outdated gloves and masks (and hand sanitizer), I wonder where the rest of the money went......?

OT: New York Governor Andrew Cuomo has been claiming that the federal government hasn’t provided his state with the ventilators they need, but later admitted that New York has a couple thousand ventilators in storage awaiting the peak in cases. I can’t help wondering if those ventilators - which are sorely needed at hospitals in New York City, by his claims - are nothing more than “paper” ventilators, existing only on an inventory sheet, with the money spent (or otherwise “diverted”) elsewhere.

It’s not like this would be the first time that funds meant for emergency supplies were used to pay off political supporters.

People with "underlying" conditions are using that as an excuse to go on the medical. They're getting Doctors notes to stay home on a precautionary basis. This is nuts.

Not comfortable going for a fit test that places a hood one inch from your face while you stick your tongue out as a mist solution is sprayed at your face. All this after the same hood was placed on hundreds of other officers before you who don't even know if they have been infected. I think that 3M designed this fit test to be preformed on subjects that have not yet been exposed to a virus, not during a crisis where officers being fit tested may already have been exposed or infected.

You don’t get a mask cause YOU failed?
YOU failed???? The mask didn’t fail, YOU did.

That’s what I absolutely hate about the CPD. When there is an opportunity for those in control or a supervisory position to treat others like shit, they will ALWAYS do it.

The normal thing to have told you was “officer, the seal on that mask no longer properly seals, leaving you open for potential harm. We have noted your name, employee and star number. When we get new ones, we will contact you”.

Instead you got “YOU failed”

They tossed a rat into my sniff sack and asked if i could taste it. before i could answer it began furiously biting and scratching like a triggered libtard reading the latest trump tweet. in full survival mode i bit the rat's head off. as rodent blood poured off my chin i informed the elite sack team member that i tasted something. he proclaimed that i failed and to my dismay kicked me out without a much coveted n95 mask.

soon as we see this extended to April 30: You Kill It, You Bury It.
That could result in a Stand Down on both sides.

I hear the spray bottle puffer they use and stick inside your mask is NOT cleaned between users. Also the plastic "bag" they use is shared among all members. Use CDC guidelines and demand the item is cleaned in front of you Or do it yourself. You are responsible for your own safety. Don't let them rush you through because they are short on time

Anyone else selected to the Covid-19 incident response team on their watch? it seems that they are not selecting officers using reverse seniority. They're picking people based on furlough. I'm pissed! Got selected because I have a summer furlough wtf!

If you have a 3,4,or 5 period furlough you can't be selected for the incident team. If you have a 6,7 furlough you might get picked. Total BS. Is this mask fitting for everyone? Or is it just for people selected to the incident team?

How is the commissioner letting Nina Cozzo to be able to work from home while all her employees have to come into the facility. Commissioner Reynolds from AIS has been allowing Nina to work in this despite not knowing anything about construction.

Being a retired chief from the suburbs, I can tell you that your command staff has truly failed you. Planning for this type of event is an integral part of their jobs. Unfortunately the politicians keep sticking their noses into things they don’t understand and promote individuals who are less than knowledgeable just because they kiss butt. This is true EVERYWHERE - not just the city. Stay safe and healthy (as best you can)!

True, but you really wouldn't understand unless you witness CPD inner-workings first hand. After 6 years with CPD I lateraled to the burbs. Been here almost 4 years and I have yet to see someone being promoted solely based on the color of their skin. I talk to my old partner all the time and he says that's still the standard with CPD. Politics. You need to realize that CPD now more then ever is a walk in department, anyone with multiple arrests, recent arrests, drug charges/gun charges can be hired. If they have clout there's nothing stopping them from getting the job! The department has standards, but only on paper, in reality the power of the phone call always prevails. To give you an example, recruit in my class failed a random drug test. In any other profession or department that would be it, pack your bags and you're fired. Not here in CPD. Phone calls were made, test results into the shredder and daily activities went on as usual. CPD needs an enema now more then ever. Be safe.

This is what 30 years of merit promotions gets you.there isnt one gold star that is capable of leading this department through a catastrophic event. Imagine if this happened all over a day or two like 9 11. This is a crisis with weeks upon weeks warning. Yet there is no plan and no one capable of leading us. I am a white shirt (all off score) and we are basically left on our own to figure out what to do concerning the daily issues that are constantly popping up. I see the fear and confusion on the faces of the officers and try to reassure them but they arent stupid and see that we are basically left to our own devices. I care what happens to the officers unlike the majority of gold stars and politicians and will continue to do so in spite of them.

They Stopped Military preference points for promotion Do the math

Enjoy your CLOUT!!! Shit Merit system

Do not worry about it. The "keesing-bandit" has just recently been assigned to the mask fitting unit. You do NOT want to know what he is "spraying" on you. Just be glad that you went a week ago!

Much like Trump says, these governors need to take action to protect their people and not rely so much on the federal government, your commanders should be protecting you. To hell with City Hall. Commanders need to stand up and close the lobbies of these stations. If Lori or Charlie cries about it, the commanders need to cite CDC guidelines. What is Lori going to do? Fire a commander for closing the station to disease ridden homeless people. We had a commander a few years ago who was begging for new chairs in the area. Literally, the chairs were falling apart. Months went by with zero results. He then heard that Skokie was remodeling their city administration building and selling off their entire office stuff. He went and bought dozens of office chairs from the village of Skokie and brought them to us. The 2nd hand chairs were better than the original equipment that the city had given us. There is no way in hell, if this commander was still around, that the lobby of our building would still be open to the public.

That's how it works for everything, rookie. You can't be picked if you're on furlough because you can't really work whatever detail or team if you're not at work. It's reverse seniority, excluding people with 3rd, 4th, and 5th period furloughs. Pretty simple. Quit crying.

Standards

Recording workplace exposures to COVID-19

OSHA recordkeeping requirements at 29 CFR Part 1904 mandate covered employers record certain work-related injuries and illnesses on their OSHA 300 log.

COVID-19 can be a recordable illness if a worker is infected as a result of performing their work-related duties. However, employers are only responsible for recording cases of COVID-19 if all of the following are met:

The case is a confirmed case of COVID-19 (see CDC information on persons under investigation and presumptive positive and laboratory-confirmed cases of COVID-19);
The case is work-related, as defined by 29 CFR 1904.5; and
The case involves one or more of the general recording criteria set forth in 29 CFR 1904.7 (e.g. medical treatment beyond first-aid, days away from work).

Visit OSHA’s Injury and Illness Recordkeeping and Reporting Requirements page for more information.

This section highlights OSHA standards and directives (instructions for compliance officers) and other related information that may apply to worker exposure to novel coronavirus, COVID-19.

There is no specific OSHA standard covering COVID-19. However, some OSHA requirements may apply to preventing occupational exposure to COVID-19. Among the most relevant are:

OSHA's Personal Protective Equipment (PPE) standards (in general industry, 29 CFR 1910 Subpart I), which require using gloves, eye and face protection, and respiratory protection.
When respirators are necessary to protect workers, employers must implement a comprehensive respiratory protection program in accordance with the Respiratory Protection standard (29 CFR 1910.134).
OSHA has issued temporary guidance related to enforcement of respirator annual fit-testing requirements for healthcare.
The General Duty Clause, Section 5(a)(1) of the Occupational Safety and Health (OSH) Act of 1970, 29 USC 654(a)(1), which requires employers to furnish to each worker “employment and a place of employment, which are free from recognized hazards that are causing or are likely to cause death or serious physical harm.”

OSHA’s Bloodborne Pathogens standard (29 CFR 1910.1030) applies to occupational exposure to human blood and other potentially infectious materials that typically do not include respiratory secretions that may transmit COVID-19. However, the provisions of the standard offer a framework that may help control some sources of the virus, including exposures to body fluids (e.g., respiratory secretions) not covered by the standard.
State Standards

There are twenty-eight OSHA-approved State Plans, operating state-wide occupational safety and health programs. State Plans are required to have standards and enforcement programs that are at least as effective as OSHA's and may have different or more stringent requirements.

The California Division of Occupational Safety and Health (Cal/OSHA) Aerosol Transmissible Diseases (ATD) standard is aimed at preventing worker illness from infectious diseases that can be transmitted by inhaling air that contains viruses (including COVID-19), bacteria or other disease-causing organisms. While the Cal/OSHA ATD standard is only mandatory for certain healthcare employers in California, it may provide useful guidance for protecting other workers exposed to COVID-19.

Employers must also protect their workers from exposure to hazardous chemicals used for cleaning and disinfection. Employers should be aware that common sanitizers and sterilizers could contain hazardous chemicals. Where workers are exposed to hazardous chemicals, employers must comply with OSHA's Hazard Communication standard (in general industry, 29 CFR 1910.1200), Personal Protective Equipment standards (in general industry 29 CFR 1910 Subpart I) and other applicable OSHA chemical standards. OSHA provides information about hazardous chemicals used in hospitals in the Housekeeping section of its Hospital eTool.
