The deal, designed to provide relief for hospitals that may run out of beds, has been heralded as providing “temporary accommodations” a “housing option,” and “a sanctuary for those who need it during this difficult time.”
COVID guests will get a comfortable hotel room and three meals a day on the city’s dime.
But, CWBChicago has learned, these guests will also encounter some unorthodox amenities. Not the least of which will be the security guards and Chicago police officers who are on-property to ensure that the “guests” don’t “check out” until the city says so. And some Chicago cops who may be called on to physically restrain uncooperative hotel guests are raising serious questions about the arrangements.
There's a name for places like that. Where the agents of the government can keep you from leaving by use of force without being convicted of any crime. People leave hospitals all the time without being cured. It's called "against medical advice." It isn't smart, but you can't legislate stupidity out of existence.

Is the city going to have doctors and nurses on site to care for these patients or do they want the police play pseudo medical personnel. If a police officer is assigned to interact with people who have the coronavirus will they have the hospital grade impermeable protective equipment that’s available to medical contagious disease units? Let’s examine two scenarios. The first one being a working person who has contracted the disease and cannot go home because they do not want to infect their spouse and children or their elderly parents or may be they are unable to take care of themselves. If this is the case more than likely they will not cause trouble or want to leave as it is in their best interest to stay for the duration. There will be very few of them. In the other scenario the most likely will be the homeless, also known as the mentally ill, the alcoholics, the substance abusers and a bunch of others who have multiple problems. These people end up in hospital when there is a medical crisis. The hospitals don’t want them now so they have to go somewhere. The city does not want them on the street, on the cta, in stores or hotel lobbies now as they are spreading the virus. But in these big Democrat cities it has been the norm for years. There was a time when they got arrested but the liberal courts ruled that it violated their rights. It’s better to leave them be and not make them get help if they don’t want it.
So these will be the people the police will be dealing with more than likely in these hotels. What better way to signal to these hotel patients that they care about them and they are cheering them on to recovery would be daily visits from the Mayor, the Governor, the Cook County Commissioner, the politicians, their exempt department heads and even the news media. Remember we are all in this together, together we can and Chicago Proud.

A hotel room is a temporary adobe, therefore, all 4th amendment rights are in effect to those who live in these rooms. This would effectively make the room their residence. Multiple court cases have already made this determination and past-precedence will surely burn the officers violating it. Another argument for the adobe definition is sex offenders must make notification to the head local law enforcement official if they have a temporary stay in any location where they will reside. While I do agree the police forcing them to stay in would be a direct overreach of the government, some of your statement is incorrect.
Another issue that could possibly arise, if the room occupants were to have a small gathering in violation of the stay order and an officer enters the room, he could be found liable for violating a persons' 4th amendment protections.

There is an article in the Wall Street Journal this morning about research done in the United Kingdom. The researcher stated that in order to flatten the curve and not overwhelm the hospitals, the lockdown will have to continue for 3-4 months for most people, 5 months for those over 70 years of age. It is against the US Constitution to use the military to enforce any laws absent a declaration of Martial Law in this country. You surely do not want to see that. The President just called up the Ready Reserve to help in this crisis. Not sure of what units or occupations. Only the National Guard, as long as it is not Federalized, can be used in any law enforcement capacity. Put in the constitution as a result of the British during the Revolution.
I’m sure that several ‘important merit wizards’ will be jumping on this ‘free shit’ downtown hotel/room service prize. Then they’ll be inviting their families, cousins, childrens. aunties, side-pieces into the situation. Rooms will soon turn into ‘stolen credit card party suites...’
Let the National Guard build tent cities on the Lakefront. They have the tents, beds and mess facilities. I do not see the need to use the quality hotels downtown or on the Gold Coast. Why not the motels scattered around the city? Something smells here and I wonder if this is not some backdoor method to pay the hotels and cover some of their losses and to ensure campaign donations in the future? The city should do what Congress did to Trump; no financial benefit for any Trump businesses, so there should be no financial benefit for any JB business.

And these won’t all be middle-class and upper-middle class patients, so expect that many of them won’t want to leave once they’re better. Not to mention damage, theft and other crime that will occur. Who will be paying for that? Well, if you pay taxes in Chicago, that would be you!

I understand state's right, 10th amendment, but how about 1st? specifically ...right to peacefully assemble. A quarantine is a little different from detaining by force without conviction, but you run around and give up anything resembling Freedom and Due Process like a good little demo-commie would.
Why not use the jail?
A secure site with controlled access. Since you don't want them to go out anyway.

Work in 018, and it's TRUE. And no most are not in any high risk group. Just the same guys who never earned a paycheck and always looked for excuses not to do anything. The problem is, while they aren't doing their jobs, the rest of us have to do theirs. And as an older guy, if this is just a job for you, you probably should have chosen a different line of work.
