- Four days into a statewide stay-at-home order, Mayor Lori Lightfoot on Wednesday scolded restless Chicagoans who have taken advantage of spring weather and packed local parks, trails and the city’s lakefront despite growing numbers of people infected by the coronavirus disease.
Standing alongside interim police Superintendent Charlie Beck and public health Commissioner Dr. Allison Arwady, the mayor threatened to “shut down our parks and the entire lakefront” if residents continue to flout Illinois Gov. J.B. Pritzker’s stay-at-home order aimed at getting people to practice social distancing. Lightfoot and Beck also warned residents that those who don’t listen could be ticketed $500 for a first offense while repeat offenders could be arrested.
You cannot protect people from being stupid. You'd be idiots to try. And the governor did tell people they could go out to parks, walk dogs, etc., just don't gather in large groups. People are social animals and they are getting bored a few days into a "pandemic" that is statistics show is rapidly decreasing in lethality, despite what the media is hyping.
And after years of taking away the tools we could have used to encourage people to go home, now we're supposed to be the heavies?

Earlier in the day, Beck said, he spoke with top cops and said people who don’t heed warnings from police not to congregate and stay at home then they will be ticketed.

I hope I am wrong, but this story is so screwed up it has credibility. It seems that the officers from 006, who tested Positive, worked days, and their vehicle was put back into service without disinfecting it. Then half-way through the next tour, when someone in authority realized the error; the vehicle was downed and the officer who was driving the vehicle, was told to self quarantine. The reluctance of CPD to quarantine equipment and personnel, if need be entire Watches or Units, is going to come back to haunt us all. Detroit had five officers from one Unit test Positive, and they quarantined the entire Unit of 158 officers. Now consider, Detroit only has 2,200 officers, so in essence they downed close to 7% of their Department. They also have one dead Captain and one dead patrol officer from the virus. The leadership of CPD is currently the Mayor, and she detests the Police. Having recruits scrub vehicles is not enough. The virus can live on surfaces for days. Equipment must be cleaned by professionals. I hope it does not take the death(s)of officers, for the City to confront reality. What they need to do is make non-payment tied to city services. You don’t pay your tickets, your city services get cut off. I can't imagine that any coppers are going to be able to even catch most of the offenders. These are largely young, in shape runners or bicyclists, out to exercise on a nice day, and there are hundreds of them. Good luck catching them on foot in full gear, and even if you're on bicycles, there are hundreds of them. Talk about a waste of manpower.
Train hit a school bus years ago in Park Ridge. 1 hour later they stood on the tracks and wrote $500 tickets for anyone who walked around the gates to get to the train. About $30,000 worth of tickets in a couple hours, and most of the victims lived there. Much love.

If a soft-as-puppy-shit supervisor wants to give you an order, make sure you do in fact get that order prior to the arrest and that the verbal order is loud and clear. There's no room for misunderstanding. Also, get it on body cam. Be sure to prominently display the supervisor's name in all reports and properly document how all observations of the probably cause for arrest were made by the supervisor.

First thing we learned in Officer trains was not to issue orders that could not be enforced. Prime example thereof. Except instead of being relieved, this will get people sued when the city throws them under the bus. No win situation

I hope I am wrong, but this story is so screwed up it has credibility. It seems that the officers from 006, who tested Positive, worked days, and their vehicle was put back into service without disinfecting it. Then half-way through the next tour, when someone in authority realized the error; the vehicle was downed and the officer who was driving the vehicle, was told to self quarantine. The reluctance of CPD to quarantine equipment and personnel, if need be entire Watches or Units, is going to come back to haunt us all. Detroit had five officers from one Unit test Positive, and they quarantined the entire Unit of 158 officers. Now consider, Detroit only has 2,200 officers, so in essence they downed close to 7% of their Department. They also have one dead Captain and one dead patrol officer from the virus. The leadership of CPD is currently the Mayor, and she detests the Police. Having recruits scrub vehicles is not enough. The virus can live on surfaces for days. Equipment must be cleaned by professionals. I hope it does not take the death(s)of officers, for the City to confront reality. I really hope you aren't a cop. A ticket is NOT an arrest. By definition an arrest is when you are taken into custody and booked for an offense. A citation does not involve booking a person or taking them into custody. Stop being an alarmist. I do however agree with you that I will not issue a citation unless directly ordered and then I will have the supervisor who ordered it to sign the citation.
There’s irony of being threatened by arrest at the time where the city/country is trying to empty jails of “non-violent” offenders (lol.)
I can’t wait for that first lawsuit where someone is arrested for being out in public, then going to jail and catching Covid-19.

I can't imagine that any coppers are going to be able to even catch most of the offenders. These are largely young, in shape runners or bicyclists, out to exercise on a nice day, and there are hundreds of them. Good luck catching them on foot in full gear, and even if you're on bicycles, there are hundreds of them. Talk about a waste of manpower.

What is all this bull hockey about needing martial law to close sections of the park? We've had the Chicago Park District Code, Chapter 7, for years. The Superintendent can make any parts "prohibited areas" as long as signs or notice are provided.
