Brilliant Proposal

Alderman Napolitano has an idea (click for larger version):


Make these alderassholes put their money where their mouths are (when they aren't sucking Groot ass that is). If they don't want to fund police, then allow police to be removed from their neighborhoods and redeployed to where they are wanted. Of course, it will take a some sort of Super-bid to accomplish it fully, and the young kids will be stuck in shithole districts at 50% of manpower, so they'll be pretty much just armed report takers.

It will never happen because aldercreatures are by-and-large, just talking pussies and panderers. But it's a great proposal to point it out to any constituent with half a brain.

This is not a smart idea. It will go against our contract and allow them to move officers at a greater rate to districts and deplete officers from districts . Napolitano has been fighting to keep officers in 016 . This will backfire and open the door to move management officers all over the city not just tact officers —— mark my words - bad idea .

Absolutely agree with this Resolution and would even tweak it a little further to include having several wards that have had the most Police personnel to have the makeup of their Police Districts modified to reflect the racial and ethnic makeup of their areas.Start with the 003rd,007th,011th,and 015th Districts.Have the physical number of Police Officers the same in every Police District.In order to diffuse tensions and provide those Districts with better social Policing,have the CAPS Officers citywide mobilized and sent to those Districts.The rest of the personnel would be African American,Hispanic,Asian,Caucasian,or whatever persuasion that the individual citizens reflect.Also do the same thing with the Supervisors and Commanders of those Districts and monitor the results crimewise and complaints against Officers wise after 1 year.Abolish the racist Surge Missions created by the new Superintendent.

A "Portage and Jefferson Parks Unite for Black Lives" march is scheduled from 5 to 6 p.m. Friday, June 12, ending at the 16th (Jefferson Park) District police station, 5151 N. Milwaukee Ave., according to organizers.

"For too long, black people in our community, in our city and in our country have suffered violence and brutality at the hands of police and our systems of government. … We unite in solidarity, but also to hold our alderman accountable," march organizers posted on Facebook.

The march is expected to begin with a rally in front of Alderman Jim Gardiner’s 45th Ward office, 5425 W. Lawrence Ave.

"Alderman Jim Gardiner has said nothing regarding the murder of George Floyd, Breonna Taylor, Tony McDade or other black people who have been killed by police or white supremacists in recent months.

"He has remained silent on where he stands on CPAC, a proposed ordinance that would empower communities to hold our police system accountable. He has shown that he is unwilling to speak up on behalf of all of his constituents," the posting said.

Gardiner released the following statement:

"I am encouraged to see people unite to discuss racial inequities in the black community and hopefully make plans to contribute to the solution. For some, the past week has only been a reminder of these inequities; for others it is an introduction to this reality.

"While there are various paths to bring about change, I have chosen that of service. The 13 years I have worked in West Garfield Park as a Chicago firefighter, a special education teacher on the South Side and a park district employee who coached and mentored countless children in black and brown communities has given me a deep appreciation for these disparities.

"As alderman, I am hopeful we can one day unite our efforts in supporting communities most impacted by racial inequities. By working together, we can make a positive change for the better."

Organizers are asking participants to wear face coverings and said that a vehicle caravan will follow the marchers after the rally to the police station.

"This will be a peaceful protest. We want to amplify the voices and unite in solidarity of black members of our communities. If you demonstrate any signs of hate speech, inciting violence, harassment of attendees or destruction, you will be asked to leave," the posting said.

Bingo! Yep, this is exactly the type of proposal needed to ridicule and mock these alder-creatures that pander to this type of bullshit. If the Alder-tards in say 007, 002, or 011 want to defund the police, then their resources can go into 016, 022, and 012. Thank you sir for reminding us that not all alderman are morons.

Next, our union should start telling the media and city hall that this department does in fact need reform. It starts at the top with the leadership. Stealing your dead mom's social security, ordering your subordinates to babysit your son and lie to the Inspector General about it, along with leading Indianna State Police on a high speed chase, doesnt exactly instill much confidence in CPD leadership. Nor does having your last Superintendent getting caught passed out drunk behind the wheel. It's time our Mayor got serious and started having strict qualifications for Exempts, on paper, instead of whomever gives the best blow jobs to the aldermen wins the prize. No reason you can't promote people to Exempt that can't pass an F.B.I. clearence.

Start off by hitting Captain Anthony Escamerit with a rule 14 and firing him. That will show the fine citizens, and more importantly, the rank and file, that corruption and lieing to cover up your crimes has no place in a WOKE department.

What's going on with the Special Ed investigation anyway? Has there ever been an African American commander of 001? If not, why? Seems kind of racist....

There is all sorts of mischief our union can cause with this shit show if they want to.

While LA City Council President Nury Martinez was filing a motion last week seeking to cut $150 million from the LAPD budget, she had an LAPD unit standing watch outside her home providing her family with a private security detail (24/7) since April.

Simple proposition: You defund the police in a particular area, you get 0 police protection. No sheriff’s no troopers no national guard. It becomes every man for themselves. The scapegoating of the police for certain cultures societal failures would come to an end quickly.

It only stands to reason that if you overload Blk and Brown communities with police that there be an overload of arrest, tickets and general interaction with the citizens of those communities. So, my proposal would be overload the White communities with Police so we can even out the disparities that the community of color states exist for racial reasons. If this is done we will no doubt have less people of color put in jail and crime will no doubt drop. Ha.

Six month deployment and if they change their mind halfway through they must submit requests and explain why they want more (or less) police coverage. Give them what they want.

There are way too many Aldermen now. Since so much city Revenue is being lost thanks to Lightfoot, Pritzker, and Madigan, it is time to start Laying off many of these Aldermen. Do to so many restrictions and business closures, their responsibilities afe far less than they were, and so many of them are just no longer needed. Their Wards can be consolidated and re-Districted easily and it would save The Taxpayers a fortune.

I was reading the mayor's "bold police reform" ideas. Transparency seems to be her big issue. One situation she mentioned was why do many police still collect city pensions after they were convicted of committing crimes. Actually I do not have a problem with that issue being addressed, because it angers me that a thief commander could steal his dead mother's social security and not serve one day in jail and still collect a pension.

However, stop using Burge as your example Lori, because all of those so called victims actually did commit the crimes they were accused and convicted of, and they were all lying about being tortured by detectives. You foolish politicians, that is who is responsible for costing the city money.

Hmmm, fair share policing.
Aldermanic wards are broken up by population and demographic shifts every ten years after the Census. Police boundaries haven’t been touched since when 025 was built (1980?) and soaked up parts of 014 and 015 (?) and more recently for closure consolidations, which was and is still a disaster.

Aldermanic Police Chiefs?
Then there will be jockeying for spots within the new Program.
Separate everything, from bosses to house mice.

Ald Naps was the Police.
He know the all shenanigans that goes on with the A&A’s and daily schedules. What’s the current amount of Primary Beats and Rapids per District...is it still 15 and 10 and these are never fully manned? That alone should equate to 25 on beat patrol with another 6-10 or so on tact, missions, foot, etc, more in schools. So up to 50-60 police that should be avail just on the 2nd watch, double for Afternoons and Midnights. Watch Sec knows how many District personnel that are Detailed Out, unavailable and hidden elsewhere.
So where is the personnel going when it’s deployed from Districts that hide detailed out bodies? Someplace far away because of Deputy chief mismanagement and acceptable schedule shenanigans.
Ald Naps should know CPD needs reform at the top first - and it should start with eliminating these phony work schedules.

Ease the tensions and reassign Officers with no complaints in their backgrounds,CAPS Officers and Supervisors,African American Officers and Hispanic speaking Officers,and all non Caucasian Supervisors to the 02nd through the 015th Districts as a Pilot Program for 1 Year and assess the crime and complaint results.Have the same amount of Patrol Officers assigned to each District.That would take the heat off of Aldermen who are afraid to follow through on their defunding rhetoric.This is not difficult.Each District should be patrolled and supervised by Officers that reflect that particular District,s Ethnic and racial makeup.Also be proactive and get out ahead of the Defund the Police demands and eliminate the ranks of Captain and Executive Officers.Let Districts 016 through 024 residents vote on whether they want CAPS Officers&Supervisors in the office and at a monthly meeting or more Patrol Officers on the street.You are welcome Mayor Lightfoot and Superintendent Brown.That proposal has been gifted to you and the citizens for free!

No doubt the city will need to negotiate with the union representing employees of the successor organization to the current police department once they get organized.

The problem with this is, they'll cry that the tax dollars for the police are going towards police in different areas. They'll want these tax dollars reallocated for something different, like "youth anti-violence initiatives". (Known as "having a father" in legacy America) Of course, the decent areas that would be getting a boost in police presence will NEED this boost, as the explosion of crime spills over into their borders.

The only ways this could work would be to either reduce taxes in the police-light areas and increase them in the police-heavy areas, or increase services in the police-light areas and lay off the displaced staff.

They “defund” Districts like 022 and 016, often daily, by taking cars and beat personnel and moving them to crap Districts like 011 because those “communities“ can’t function without criminal behavior. I’d be all for paying retired and off duty police and creating a 19th Ward/022nd District security force. Marquette Park did it for years. I know some will resist and say that’s what their taxes are for. Agreed, but CPD policy re: moving our officers to other Districts is not going to change. I’d be willing to pay a little extra for some peace of mind.

I am not sure why people think that officers that will not be needed if this De funding starts, because the Police District and/or Wards will be sent to other Police Districts. The De funding will take away money that pays for those Police Officers. Hence there will be no money to pay these officers. To me this means laying off Police Officers or not hiring any Police Officers for a long time.

Prior to 1923, there were 70 alderman (two to a ward) and 35 wards. In the good old days, aldermen served two year terms.

The City Council was reconfigured in 1923 reducing the total number of aldermen to 50 while increasing the number of wards from 35 to 50. One alderman per ward.

One of the biggest scandals was the power grab that increased aldermanic terms to four years. This occurred in the 1930s.

I recently led a team from a south side district to go to 016 2 different times during the 12 hr shifts. I agree with what he is trying to achieve and the message behind it, but one problem with Ald. Napolitano's proposal is that he introduced it as a resolution, not an ordinance, which has the law behind it.

On the other hand, the City Council's Communist Bloc is apoplectic about it, including the "mastermind" of the defund CPD ordinance, the 33rd's Sanchez. So that's one positive already.

How in the hell does a team of Officers with their Supervisors sit comfortably in former Black Panther Bobby Rush,s office after a Burglary?Then you eat his popcorn and drink his coffee on video.This man has been an enemy of the Chicago Police Department since 1967 and is responsible for murders of Chicago Police Officers.Common sense would tell even a Probationary Officer to immediately exit that building after establishing that the Offenders had fled the scene and at most secure the perimeter,due to the high profile of the incident,until the Congressman,s staff arrived on scene.Come on Guys.

They keep talking about most police calls being mental illness related, I beg to differ and say it’s domestics. They want to deal with mentals? They already have an infrastructure in place to deal with it = CFD, hits the same number of “mental health professionals” as they have hired for paramedics, make sure they are true SJWs that know the risks and that they aren’t being given a gun. Have them be CFD employees like paramedics, work 24 on 48 off, work out of the firehouses and be dispatched by OEMC! I’m sure that they will be request CPD assist on each and every call and when the shit hits the fan it will fall on CPD anyway.

For everything else, it will be like Animal Control, call oemc and request a SJW for a gang problem (youth counselor), narcotic sales (substance abuse counselor), domestic disturbance (family counselor) and when OEMC tells the caller that they will pass the call along to them and to sit and wait, the caller will do what they do now, say they have a gun! And immediately the police will be dispatched because they don’t want to wait.

We love our cops up here in 016. Seriously if you can bid up here or somehow get in. We wave at the car's going by, American flags are up, many of the passerby are retired or off duty guys there to back you up. My German crocodile and I are prowling around 2 beats watching for enemy forces to call in.

We have Black and Spanish citizens living here too. Mostly city workers, cops, firemen, what not. All are welcome. And we are ready and capable of defending our District, our cops, our children. Make no fucking mistake on that one.

I spent my entire career working in high crime areas ( that means black and brown areas). Sometimes I was detailed to districts up North because of temporary manpower shortages when I made rank. I was amazed at how different the job was when I was North. How much better I was treated by the commander and the people and the businesses. I could not transfer for a variety of reasons ( bidding was just starting for one). If you are assigned up North and not to the shitholes on the south and west sides, count yourself lucky as your career will be much more pleasant.
