Predicted here by so many readers over the years, it's finally coming true:
- Before a crash involving police killed a woman in Lake View on Wednesday night, Chicago Police radio traffic indicates the officers had been told to stop pursuing a fleeing suspect.
Officers were told at least four times to terminate the pursuit, according to the radio traffic. Mayor Lori Lightfoot and Chicago Police Supt. David Brown declined to discuss any specifics of the pursuit during a news conference Thursday.
In light of that crash, Lightfoot said more changes will soon come to CPD’s policy on pursuits.
Word coming in that the change is going to be "No Chasing." Ever. Period.Chase and you will be fired.

It's unfortunate that last night's chase ended tragically. I will say this, so many shit heads already know that we can't chase, now if they get wind of a policy that states we can NEVER chase.....well get ready for some drive bys Groot.

The question that should be asked now is where do we go from here? Why would anybody want to be the police? What’s the point? Why chase the murderer? Why stop the robbery? Why even walk into a house for a domestic? We are no longer judged by the rules of the law. We are now judged by an impossible set of subjective standards primarily propagated by the media. No matter how noble your heart is or your intentions are, your actions are spun to make you the antagonist. It sickens me to think about how much physical and emotional sacrifices officers have made through their careers to try to keep this city from crumbling, only to now be treated like the enemy. We are overworked and have been given laughably little resources to actually do our job. Naturally we look to our union to help us; but the reality is that no matter how good or bad our union president is, we ultimately have little power. The teachers can strike and get support from the media, we can’t and would not. The only thing that we have left is an impotent arbitration process. So what do we do when the smoke clears? What do we do when you can’t protect yourself or your partner? What do we do when we truly are alone?

Cook County has a State's Attorney that won't prosecute, a Sheriff that won't incarcerate, and Judges that won't give jail time.

Very proud of my team mates last night at the academy. It was tense and very long. To see our DC between the protesters and us was pretty cool. Offering a safe buffer and giving us positive encouragement and vibes. Outside units standing side by side, with us. We held the line and we all went home safe. Because the chase had crossed so many districts and radio zones, I would bet not everyone knew about the choppers or that it may have been terminated. Once again, don't assume; wait for the thorough investigation to be completed. But, we can all see that some guys just do not understand the concept of defensive driving. Who knows, knowing Crook County the Hispanic victim would be classified as white and the AA's victims trying to get out of their lesser served community.

I dont have a lot of information regarding this chase so I won't pretend to know what happened. But I will raise a few issues here
1). If the officers were indeed told 4 times to terminate and disobeyed that order 4 times there should be severe consequences. We cant have officers blindly deciding not to follow a lawful order whether we agree with the order or not
2). Before this goofy mayor gets involved again in the day to day operations of CPD, hopefully cooler heads (and hopefully smarter heads) will prevail and changes can be made to the policy. These may be stricter or easier to understand. But to totally and blanketedly eliminate chases will NOT be the answer. At least not the correct answer.
3).The city needs to examine new technology that is out there and available to police agencies to safely stop these chases before another tragedy happens.

Explain why it is unfortunate that the officers who defied a lawful order will be made examples of. Sometimes we as officers make our own problems. We simply can not have officers deciding not to follow orders (lawful orders). If anyone needs to be made an example of, who would be better than these officers.
This whole problem goes back to proper training. CPD does not have good training. Recruits that should be fired are coddled and passed through when they have no business being on this job. Unit that changes, expect more of the same

Very proud of my team mates last night at the academy. It was tense and very long. To see our DC between the protesters and us was pretty cool. Offering a safe buffer and giving us positive encouragement and vibes. Outside units standing side by side, with us. We held the line and we all went home safe. Lots of great camaraderie with old coworkers, plenty of ball busting with the blue and brass. Well done and great job by all.

Urban chases are always chancy, and in this era of air support and radios, of little utility. Add the lack of training inherent in today's junior officers and we have a prescription for disaster. Not to judge the officers involved; that kangaroo court is already in session, but we have to be realistic about levels of training. In an earlier day, potential officers were driving fools in high school. But with the lack of driver's ed programs, increased fuel costs and the like, the modern recruit has nothing compared to the background of an officer from the 70s, as an example. Let's consider why the USAF is dominant in the air. Our AF can afford to give the maximal air time to the pilot. Imagine being going up against even a comparable air frame when the opposing number has had hundreds of hours to your 20/year, if lucky. Simulators and GTA games do not a race driver make. When I was a kid we used to find parking lots and fields to do all manner of Burt Reynolds sh*t. We also had track racing backgrounds. The idea that a limited module can, or should prepare a recruit for the hazardous conditions of a chase is not conceivable, yet we have youngsters involved in this kind of insanity. Nothing outruns a radio, and those that crash don't finish seem to be lessons inadequately taught.

This is what happens when you try to chase someone that is crazy, stupid, reckless or desperate. They lead you into horrible situations. Sure they caught the guy but a woman paid for it with her life. It was an avoidable tragedy that was precipitated by the chase. The officers involved should definitely pay for it in some way. Cops should treat mistakes in the same way that surgeons or pilots do...as unacceptable. Instead of viewing mistakes like weathermen do...as entirely permissible.
The public doesn't hate cops. What we hate is cops tolerating poor performance and behavior. We want excellence and if we saw police demanding excellence and holding themselves to a higher standard then we wouldn't have to.

For no obvious reason cops in Chicago seem unable to exercise good judgement regarding chases. They even routinely ignore orders to terminate chases. Short of firing every cop that doesn't exercise good judgement or doesn't obey orders, about all that can be done is ban chases.
So.... when you are chasing a car at 80mph, what result are you hoping for? That he will eventually pull over? How are you going to stop the car? In this case the driver was known. Why chase him? Just get him another day. WTF!

The solution to ending vehicle pursuits in my opinion is technology.
There has to be some type of lazer gun that when aimed at a vehicle it disables it.
I know people will say they lost their brakes and steering when the engine died. But you don't, you just lose the power Assist to the brakes and steering they still work. Many of us have driven cars that did not have power steering and power brakes.
The second solution is to make fleeing a more serious felony, but they are letting rapists and murders out of jail now.

When something goes wrong there needs to be some analysis to see if corrective action is needed. Monday morning quarter backs...sport teams review their games to learn how to play the next game better....NTSB review fatal plane/train accidents to learn what can be improved.

Dude, that's a real police dept. CPD isn't. Although we have real cops, the admin way this place is run is laughable. We don't have portable fingerprint tablets to run warrant checks, most MDT don't work well, the radio system is antiquated, no less lethal shotguns, no pepper ball guns, (the previous 2 should be out in the districts all the time), a chopper with a 20 year old mapping system and as a matter of fact, what, 2 choppers that are down more than up? And please, let's not even address the simplistic inferior use of force, defensive tactics, subject control training that we get. I'm out. Age 50 in 2 months and trust me I'm gone. I can find security companies that are more sophisticated than this childishly run dept.

Under a no chase ever policy, it will be forbidden. If you cannot somehow secure the offender before he is able to get behind the wheel and drive away or if the offender is already behind the wheel and you cannot somehow keep the offender from driving away without injuring your self or others or you cannot somehow disable the vehicle, without severely damaging it, before the offender is able to drive it away, a flash message on the radio is your responsibility and you can monitor the radio for any ensuing information while you write the paper. Sad, but true.

I can only say, though, that @15 years or so ago I and a Sgt. from 004 went to the meeting downtown after the Asian woman was killd after a Tact. Sgt. ran into her during a chase downtown, I believe. As it was THEN, the whole meeting was summed up in 5 words, and I quote: Dont Chase No Fucking Body. I dont argee with it, it blows, but they said it then. Theyre not gonna lighten up now. Ive been in numerous chases back then. I understand the desire to catch the bad guy. YOU CANT DO IT BECAUSE THEY WONT ALLOW IT. Thats a fact. Really? You can't figure this out?
I was there. I was involved. I saw the dead woman, and I saw the blood running down the doors of the CPD squad car. This is partly the fault of the officers involved, and partly the fault of the offender in the stolen vehicle. However, it is mostly the fault of the CPD Administration who is not offering proper training and equipment to handle pursuits.
PH1 was up. PH1 did a terrible job of providing information. WGN News helicopter and a couple cell phone calls was the reason that the offender was picked up on LSD by ISP. My heart is heavy that an innocent woman was killed. I hope a couple learning lessons:
- PH1, do a better job. You guys are pretty terrible compared to police aviation units around the country. Guys didn't need to be blowing red lights if you would be giving appropriate updates.
- Clear your intersections. I saw the POD camera. That was bad.
- CPD Administration, provide your officers with pursuit termination devices.
- Teach PIT maneuvers to your Officers. Allow forcible stop techniques. This could have been over in 10 seconds in the gas station if your Officers were not afraid of ramming a vehicle to get it to stop. A woman would be alive if you allowed your Officers to do this.
Until you do all (or at least some) of the above, things like the other night will continue to happen. The officers in this case will very sadly be hung out to dry, while the Administration and supervisors will hide behind "terminate." Chicago news stations, take note: IF, and a BIG IF, CPD would have permitted their Officers to safely ram the hijacked vehicle in the gas station, this woman would be alive today. Pursuits without stop sticks, PIT maneuvers, ramming, are only "wait until he/she kills somebody" gambles. They (assholes) will not stop. We (Police) must make them stop. PERIOD.
Finally saw the video. REALLY hard to understand just how they could fuck up that bad. At least until I saw the ages... 22 and 25? Really? Together? Playing GTA and watching car porn like Fast and Stupdious does not make for experience. Watching them blow that intersection was painful. Tunnel vision was obvious. No way in hell the operator had jack squat for experience, yet here we are running through intersections like a freaking action movie. And they were called off more than once? Was the radio out? I have seen jurisdictions get away with this kind of happy horseshit, with impunity, but not under the present circumstances. And nor should they. Mother of 6, smacked by NASCAR wannabees. This is really not going to end well for all.
