COPA Scandals

Typical inept city bureaucracy embroiled in their own scandals. The Contrarian covers numerous scandals roiling the "watchdogs" since inception:

  • Though COPA is supposed to be under the prying eyes of the notoriously daft Inspector General Joe Ferguson, the agency is once again pegged to embarrassing news. On December 8, a COPA employee was arrested by officers serving with the CPD’s fugitive apprehension section. Though the employee’s name was not released, the COPA staffer is alleged to have participated in the rioting and looting which overwhelmed the Magnificent Mile on August 10. The accused, who is believed to be a paralegal with COPA, was later released without charge. Responding to the latest disgrace, COPA issued a programmatic statement declaring the agency was examining an “internal personnel matter.” COPA’s statement pointedly reminded readers of its “high accountability standards” and “strict code of conduct” for employees.

If someone is having a problem with IAD, in their regards to investigating the complaint of a corrupt gold star, who monitors them if they attempt to cover for the connected Exempt? The I.G., the Consent Decree people, or some other entity? Asking for a friend that wants to cause IAD a headache if they try any bullshit and make a complaint against them.

And yeah, I know, er, I mean, he or she knows that the IG, and most likely the Consent Decree people, are useless, but sometimes it doesnt matter if you can win outright. There are seldom any easy victories against City Hall. Sometimes it's all about creating a mess and seeing where the chips fall. As an old wise Sgt once told me, "Never make it easy for the city."

FBI Consulting Contract Revives Tony Soprano’s Grift

As of December 2019, Tuva LLC collected $48 million in fees from the FBI. What value did taxpayers receive, other than supplementing the retirement of former federal employees?

When Tony Soprano grifted money from waste disposal companies, he didn’t just embezzle it. He used his influence from within the company to obtain “consulting” contracts. With a little paperwork, the fictitious mobster could collect fees without actually delivering anything tangible in return.

Although the government has set up various rules to prevent a Tony Soprano-style grift in which connected former employees plunder taxpayers through “consulting” contracts with their former employers, these rules apparently don’t apply to the FBI. If you find yourself wondering why the FBI lacks curiosity over the Biden and Clinton side hustles, it may be because the FBI has its own vehicle to enrich its elite alumni, a company called Tuva, LLC.

In late November, the Department of Justice Office of Inspector General issued a report summarizing outstanding recommendations that the Justice Department has yet to follow. Among these included recommendations following a September 2020 audit of a $60 million sweetheart contract to Tuva, a company that originally lost the competitive bidding process but obtained the contract anyway after filing a protest with the FBI. As of December 2019, Tuva collected $48 million in fees from the FBI out of the original $60 million maximum contract value.

Tuva claimed special preferences as a supposedly small and “disadvantaged” business. Yet, in practice, it became a golden goose for retirees and obviously had an inside track within the FBI. Among the subject matter experts (SMEs) Tuva employed to work on the FBI contract, a third were retired law enforcement officers from the federal government, most of whom retired early. Some went to work for Tuva within a year after retiring.

What did these former federal law enforcement officers (likely former FBI) do for the FBI? The inspector general noted that the FBI circumvented its own internal rules requiring monitoring of their work product. It wrote, “We also found that the FBI did not: maintain a complete contract file that included the justifications, decisions, and rationale for awarding the SME contract; delegate administrative oversight responsibilities..

As much as it pains me to say it, notify the media if you’re retaliated against. Don’t get me wrong, I hate the MSM. But since they love smearing us, the enemy of my enemy becomes my friend. Prepare to document your every move so you have strong evidence of retaliation if and when it happens. This department and city protects the chosen few and they will go to the ends of the Earth to fuck with someone who makes waves in their little bubble.

Fugitive only makes an arrest once a warrant is issued?

AND.... in order to obtain warrant there had to have been substantial evidence provided.... correct?

What were the charges?

Which CPD Exempt approved the RWOC?

It was not clear that it was him, an anonymous citizen called the hotline number and claimed it was him. Felony Review looked at video and rejected the charge of looting. He was RWOC. Can’t prove looting, can’t prove theft so RWOC. Exempts not needed to RWOC, the WOL approves it. And no, Fugitive doesn’t wait for warrant to be issued.

An arrest is not made solely on an anonymous citizens complaint. PERIOD!

Fugitive does go out on warrants but they also go out on named offenders, AFIS Hits, etc.

Arresting Unit is going to review video evidence b4 an arrest is made. Simply compare named suspect with video.

It wouldn’t even make it to Felony Review if video did not match subject. Which in turn no Exempt needed.

But if there was a positive ID and subject was RWOC one wld think it wld have gone up the chain for an Exempt approval.

Many reasons; who arrestee is, position they hold, potential news leak (obvious), officers being stripped for false arrest and let’s not forget the possibility of a (ghetto lottery) lawsuit.

Ain’t no copper w some time on this job is gonna go out and arrest someone, anyone, especially a freaking COPA employee just cuz an anonymous caller said he looks like the guy in video. Common sense and to cover ur own ass ur gonna 1st make a positive ID and then 2nd make sure video also shows him in the commission of a crime. For all we know that anonymous caller could be an X, pissed off co-worker, etc.

Bingo, if the arrest was made solely on the anonymous tip, then there is a big lawsuit coming--unlawful arrest. If the guy was released without charging, then it is reasonable to conclude that there was no probable cause to arrest.
