Time for a Remapping?

Citizens are starting (continuing?) to notice we're a little short handed:

  • Chicago street violence prompted a Northwest Side alderman to call a public safety meeting Tuesday night.Some residents say one solution would be reopening a closed police district. Meanwhile, as CBS 2 (hack) reported, one high-ranking Chicago Police Department member almost refused to take part – causing a delay to the start of the forum.

    The forum was held by the office of Ald. Gilbert Villegas (36th) at the Ukrainian Cultural Center, 2247 W. Chicago Ave. Those who eventually took part did not hold back.

    "We're getting terrorized right now," a man said. "It's that simple."

    "I've never been afraid to live here – and now I am," a woman added.

    Fear and frustration over rising crime in Ukrainian Village was clearly apparent at the forum.

    "I never see a police officer unless it's after a crime is committed," another woman said at the forum. "Never. Never."

Once again, we have to point out you get what you vote for. And when you bitch about it, you look like a moron.

"....never see a police officer...." That's a telling statement right there. We used to see a lot of police all over the place, especially downtown. Footmen, traffic guys, a District ET, four wheelers, special employment. We remember and served in the days of a dozen beat cars and a dozen rapids, two traffic cars and two wagons, an 06 team on good days, five teams in the Districts (3 tact 2 gangs) and visitors from the specialized units (Area Mission Teams, SOG/SOS) if we had a bad weekend.

Maybe it's time for the CPD equivalent of the 3rd rail in Chicago politics - Remapping. Rahm tried a few years back and shut down three districts, and it might be argued he did it completely wrong. The area of Ukrainian Village is in 012. 012 now runs from the Sanitary and Shipping Canal to Division Street and the station is south of Roosevelt. The Ukranian Villagers "local" police station is what, four miles away? They're almost closer to 010 and 011 than 012.

You can hire 10k more officers and nothing would change because police are handcuffed. The cops who last on this job no longer police aggressively. The cops community demands do not last in today’s environment. They’d be fired, sued or in prison. Or a combo of the three.

Everything needs to be adjusted. Most of these districts are the same as they were in the 1980s if not older. 004, 006 need 5 beats a sector. 005 and 022 need 4. 020 needs to be closed. 014 is the same size as when they were averaging 40-60 homicides a year. It's really all easy stuff. Problem is no manpower.

I remember three wagons in each district, one per sector, and never available for police work! I called it 'wagon chess'; each wagon seemed to know how to screw the other wagons, so they did the least amount of work. But, if you called for help they all showed up and kicked the shit of your problem and took off! Nowadays they would call them SWAT.

The meeting was to start and 012 District Commander said she wouldn’t participate with the meeting if she was filmed. How is it Commanders don’t want to be filmed but we all have body worn cameras. No body worn cameras worn by Commander of 012 or the Deputy Chief. I don’t trust bosses who say; do as I not as I do!

Hey boss can I refuse to do my job if they film me! Crazy! CPD has no leadership.

It looked like the Two Gold Star White Shirts enraged the residents by not wanting to participate with the meeting unless there was no cameras in the room. I guess they were house mouses and never want to CAPS Meetings back in the day. Totally Unacceptable. Listen to the residents they live there and are our eyes and hears in the community. You have residents willing to cooperate and you tell them I’m out of here. Anyone else would be written up. I’m just speechless. They are someone’s grandma, mother, sister treat them with dignity and respect they deserve. If they are victims of a crime let them have input and maybe they could help you. No wonder crime in the 012 District is way up! I don’t see it going down anytime soon. My deepest condolences to the residents of the District.

Though busy, I think that 015 could be expanded since it's a small district. Besides the occasional shooting and robbery, 015 doesn't get nearly as many calls for service as it's neighboring district 025. Expand 015, then expand 025 north to around Irving. Then they can remap 016 which isn't as quiet as it used to be. I don't work in 016 but I'm sure others will chime in and agree that the district is just too damned big and operates on skeleton crews. I hope I'm wrong, but 016 seems like it's a ticking time bomb, a house of cards, that is eventually going to lead to severe safety issues for the cops working there causing them to get either hurt or killed.

Definitely need a remap and open at least three more districts. It’s no coincidence that the three largest districts are areas where police reside… 016, 004, and 008. They are the largest in square miles and total residents within its boundaries. Is this on purpose? Sure it is! That’s where the city relies on its archaic “residency” rule. Those three districts are left for police to police themselves. That idea might have worked back in the day (like only 7 years ago) but times have changed and coppers can’t defend their neighborhoods like they once did. We’re damned if we do and damned if we don’t.

012 used to be a retirement district. Now it consistently breaks into the top 3 districts for calls of service per month. You have Pilsen which is a weird combination of Hispanic gangs and hipsters. You go all the way to Kedzie which is just 011 District annex. You got Humboldt Park to the northwest which is always a fun time. There’s the United Center which the district is forced to take the arrests and disturbances from. Can’t forget about the very nice CHA properties of West Haven and Abla. Then there’s the up and coming Randolph/Fulton market area that draws in new prey of yuppies with fancy cars ripe for the taking. Sprinkle in 5 hospitals that are bountiful with battery reports and CSAs. I almost forgot the nice people at Pound 6 who always need one or six recoveries at a time. Three major expressways accessible for a quick getaway. Throw in all of the summer festivals and protests while we’re at it. Combining 012 and 013 was a huge mistake. Trying to bring back “the ‘ole 13’ at this point would be near an impossibility. There’s barely enough manpower to cover every sector. You’d have to supply another district with desk, CAPS, tac, SDSC, white shirts, commander’s secretaries, and other hidden positions that people seem to just disappear into. It would be so inefficient and dumb that I wouldn’t put it past the department actually doing it.

There are no quality candidates for this job, because this job sucks. The politicians do not want police work to be done and once you do legitimate police work and something goes haywire (ie. Adam Toledo) the politicians will call for your head. Then there’s COPA you can be 100% in the right with them and then the witch hunt starts. They will find some infraction and hit you with some outrageous suspension that you will have to appeal. Another problem with this department now is that the majority of the excepts have never done police work. The majority were double or triple merit selections that have no idea what a court room looks like, have never gone to court to testify and have never made an arrest. This is a huge reason that things on CPD are the way they are. Another problem is everyone knows about police work even more than the police. Every time some police issue is on the news there’s all kinds of people giving their 2 cents on what the police should have done in a situation that was a split second decision. No other profession other that a quarterback gets critiqued more than a police officer. Imagine some asshole talking about , couldn’t the fire department use less water to extinguish the fire?! That’s my rant and that’s why you have so few quality people that truly want to do this job applying for it.

The Commander was no house mouse, always worked the west side of 012, the old 1211 across from 011. The deputy on the other hand was almost as bad as Staples.

Back in the day there was a 12th district car assigned to United Center beat 1242 for the sole purpose of taking arrest. There were also cars assigned to County hospital who assigned to take all shootings, agg batts, & csa’s 1224A & 1224B. ABLA’ bern circumcised to barely there. I was in 012 when the merger happened. It was a mistake from the get go. Rahm and McCarthy were behind this merger, and kept telling us all that the district would increase in amount of officers due to merger, which really wasn't the case when you consider how much bigger the new 012 became. Then we fought them about not opening the lock up. Having to take prisoners to 001 was an even bigger waste of time, and potential for more things to go wrong during multiple prisoner transports.

The city won’t want to “add” a district which means commander, their staff, desk sgt etc. so the best thing to do I think is close 024, combine it with 020. 020 has the lowest calls for service in the city and has for a long time. Make a new district near the old 013 and redraw some of the surrounding district boundaries.

I can remember very well when the total strength of the 12th District was about 342. At the same time the total strength of the 13th District was 296. Total about 638. Let’s call it 600 total for both districts. A few month ago I thought I read an article about crime and it said that the total strength for the 12th was about 325. It doesn’t take a rock scientist to see how much less police there are. It’s fucking ridiculous to have a car responding to an in progress call from 18th and Loomis, to Division and Western. I don’t care what they tell the residents of Ukrainian Village, the city is screwing them.

013 is never going to reopen unless they build a new station. The current building on Wood street is shot. You could easily move the south border of 014 further south to shorten the length of 012.

Not in CPD, but how many bosses, LT and above went out and just worked hard and made quality arrests? Why does merit exist if it just promotes people/folks who cannot pass a promotional exam. Think merit promotions would be better excepted if the choices came from the pool of passing candidates.

Remapping is likely to be as effective as rearranging the deck chairs on the Titanic. Unless the much more significant issues driving the uptick in crime are addressed, any strategy is doomed to fail. The Safety Act and the new policies and procedures brought on by our self imposed consent decree guarantee that officers cannot apprehend criminals and deter crime. The extremely time-consuming new reports for street stops, foot pursuits, use of force are absolutely crippling to the department. Additionally, officers must be primarily focused on not getting fired or going to prison for doing their jobs. We need a new State’s Attorney and Chief Judge who are serious about protecting the public from violent criminals. All of these solutions require informed voters and fair elections.

Last month I attended a concert at the Chicago Symphony building on Michigan Ave, across from the Art Museum. It was my first visit to the city in 13 years (I lived there for 25 years).

I immediately noticed a lack of police---zero, zilch, none. They used to be everywhere all the time but now? NADA.

I'll check back in another 13 years and will give an update.

I can remember very well when the total strength of the 12th District was about 342. At the same time the total strength of the 13th District was 296. Total about 638. Let’s call it 600 total for both districts. A few month ago I thought I read an article about crime and it said that the total strength for the 12th was about 325. When the districts merged there were 524 officers assigned to the district (294 from the 12th District and 226 from the 13th District). According to a petition still visible online, 32 months after the merger, there were “just 329 officers of all ranks. This represents a loss of more than 171 officers, or 34+ percent -- a mere 35 more officers than were in the former 12th District pre-merger.” (https://www.change.org/p/walter-burnett-restore-adequate-police-to-12-rap12)

For the most part, the residents of the old 013 are supportive of police. I recognize a lot of the faces of the people in that room from beat meetings, outdoor roll calls and serving meals to officers on holidays. They aren’t goofy police haters. They aren’t liberal commies. (The Smith Park precinct went 58.7 percent for Vallas) They’re good people who want to feel safe in their homes, walking their kids to school, going to the park, etc.

I remember three wagons in each district, one per sector, and never available for police work! I called it 'wagon chess'; each wagon seemed to know how to screw the other wagons, so they did the least amount of work. But, if you called for help they all showed up and kicked the shit of your problem and took off! Nowadays they would call them SWAT.

I remember Eddie Johnson coming into 013th District before the merger and before he was Superintendent and PROMISED man power would not be compromised after the merger. He was always full of shit. I didn't believe him and of course I was correct in my thinking. The district is twice as big after the merger and we have about the same amount of officers the 012th District had before the merger.

Part of the manpower problem is something that has been going on for years. We have WAY too many coppers working inside. They need to stop the bullshit and halt the DCO program and put those officers back in a beat car. 35th and Michigan needs a major purging. A lot these inside spots need to be civilianized. There's too many offices in the training division. Why do they need a different officer to "instruct" the different segments of a class? Too many people on this job just skating by.

There are approximately 900 Active-duty general/flag officers (GO/FOs) today of 1.3 million troops. This is a ratio of 1 GO/FO for every 1,400 troops. During World War II, an admittedly different era, there were more than 2,000 GO/FOs for a little more than 12 million Active troops (1:6,000). This development represents “rank creep” that does not enhance mission success but clutters the chain of command, adds bureaucratic layers to decisions, and costs taxpayers additional money from funding higher paygrades to fill positions. As end-strength fluctuates, force structure and strength projections for the next decade show the uniformed Services maintaining substantial excess capacity at senior ranks. Although historical numbers are inexact guides and future threats could radically change circumstances, the case for reduction is strong. The Department of Defense (DOD) should reduce the numbers, billets, and percent of GO/FOs in each Service to increase efficiency, streamline decisionmaking, achieve modest cost savings, and enhance accountability of decisionmaking.

There are several reasons for Re-Mapping. Some Good and some BAD.
1. Good Reason: Re-balance/ Re-allocate Patrol Resources.
2. Good Reason: Provide “ Special Attention” to certain areas.
3. BAD Reason: “ Muddy the Waters” and promote “ Statistical Confusion” as to CompStats etc in a specific area.
Cannot do “ Apple to Apple, “ Orange to Orange” comparisons if the Boundaries have changed.
4. BAD Reason: Appease or mollify certain Community Groups.
