Seriously, the Sun Times is actually surprised by this:
Chicago’s acting top cop has announced broad changes to the department’s leadership team, filling high-ranking positions before his replacement is expected to be confirmed.
Interim Supt. Fred Waller told department members that the staffing overhaul was effective Friday, but sources said some of his picks had already been installed.
Some of Waller’s choices have troubled records. Two commanders have been accused of fostering a hostile work environment, and two others have been named in costly lawsuits.
A fifth commander is closely tied to the interim superintendent.
This isn't new information, not by any stretch. In fact, there was this website....we think they call it a "blog" or something....and it wrote about generational corruption, uncovered scandals and criticized the status quo that enabled continued/continuing malfeasance by all sorts of people, folks, ethnic groups, political families, etc.
Oh wait....that was us. There are probably forty or fifty scandals no one ever bothered to cover in our archives. These five names with shady histories are actually quite tame.
But it's Chicago. It's always been corrupt, shady, a playground of the connected, from the mayor on down, and the media seldom if ever holds them to account. We might be wrong, but it seems the only politicians ever sent to prison around these parts were sent there by the feds.
Chicago, Cook County, Illinois doesn't prosecute their own.

How can you say the system is broken and corrupt?
All those high ranked supervisors had to have passed lots of competitive promotion tests. They have to be the most knowledgeable and competent candidates for these leadership positions. How could we use any other system? Other systems would be too easy to corrupt.
I am sure these are the best and brightest that the Chicago Machine can install in the CPD.

CPD went national yesterday on an alternative media website. A 5% clearance rate overall for crimes committed. It was skewed a bit because auto thefts are included and they're at 1%. At least a third of murders were solved though. People nationally responded, a lot of them former residents. It won't be long now ...
Caldwell is a joke. I recall when he wanted to be the Dept "singer". He did himself in when he decided to change some of the words to the National Anthem. Gary Schenkel (then C/O of the Academy) launched him so fast. Caldwell has had an inside job since the early 2000's. He knows nothing about being the police, only admin stuff.

Hahahah I couldn't agree more. CPD is an embarrassment to law enforcement and its never going to recover. I am glad that officers look like shit with different uniform combos, its fitting for this disaster. Do your uniform command respect?? It should read, do your leaders respect the position they hold? Until the upper leadership in this department is fixed stop crying about the low hanging uniform infractions, its going to take a lot more then a write up to get me back into regulation shoes, pants, shirts and weapons not on my molle.

Think back the last 10 years to every merit or clouted command staff members that have had their embarrassing or criminal moment, DUI, domestic violence, sex crimes, obstructing police, I am sure you can match the names or initials with the terrible act that would have gotten any, know nobody, blue shirt fired. Some of those connected merit command staff have retired, some before getting 29, but still collecting a nice command staff pension. You can barely get out of your vehicle without 10-12 of them surrounding you. They are developing a sense of entitlement. Toddlers walking across the street, alone, in the turnaround while vehicles are present.

I can think of a few names and initials of domestic issues and alcohol related issues. It won’t make any difference, the clouted will prevail until someone gets caught up. The list of merit or clouted that got temporarily caught up, who still get the bumps, is never ending. What about the merit who had to leave, yet landed in great government pensioned jobs outside CPD. Domestics prevent coppers from carrying firearms. I’m suspecting if some suburbs might be aware of domestic issues.
For the most part, Illinois, Chicago, and Crook County refuse to prosecute anyone "connected"; it's more Downstate and small town pols, cops, judges, etc. with no powerful "connections". Kwame can't find corruption with both hands and a seeing-eye dog, that's why the Feds have to do the dirty work of cleaning up Illinois at all levels.
