I was in the academy back in 1995. The instructors told us that city ordinance required any licensed premise to allow restroom access by law enforcement. If they don't let you use their restroom, write them an ANOV.

Don't make this into something you're not prepared to follow through on 100%. An ANOV on a business requires a report that, since it will be based on this thread and easily discovered, will likely end up in court. Spot on. There's so many businesses that hate the police and your uniform. The NFL, NBA and MLB openly mock local police (and crack jokes in private when an officer is killed).
