That picture looks like it was taken during the summer based on the clothing. Was probably a file/recycle picture the propaganda media uses.

HINT #1: Look at the weather banner in the top photo. Clearly shows temperatures to be around “42”.
HINT #2: The ILLEGALS are arriving from the south. You know, where it’s warm. So they likely dressed for the weather… WHERE THEY CAME FROM.
I hope you’re not a detective because you’d certainly contribute to the dismal clearance rates.
COPA has been at the site of the incoming arrivals since day 1 . They are there to ensure the migrants are treated fairly by the city of Chicago staff.

Canal is always full of tour buses during the daytime. Between Roosevelt & 14th Place, alongside the BNSF/Amtrak railyard. Any tourist coach or school field trip, the buses park there while waiting for their appointed pick-up time. It's the closest spot to downtown museums etc to park a giant bus without hassle, with lunch spots for the drivers within walking distance.
It was like that before the migrants, doubt your sighting has anything to do with them.

Buses showed up n 008 they pulled a knife and the drivers left. Eventually the buses returned and 008 is migrant free for now. Took Streets and Sans 10 hours to clean up.
