The Fallacy of "Consent"
The Contrarian has a guest article up outlining the Orwellian "newspeak" describing Consent Decrees:
A consent decree is a term and process feared by law enforcement and law enforcement chiefs, city village managers, and some political leaders. While there may be some legitimate reasons for having consent decrees in some police agencies throughout the United States, I have always believed they are a form of judicial extortion. If you think there is any consent by police agencies in these consent decrees, I hope to enlighten you.
What is a consent decree? For law enforcement agencies, it is a court-ordered settlement between a police department and the Department of Justice (DOJ) that establishes an enforceable plan for sustainable reform. Typically, consent decrees are detailed documents that include specific requirements and deadlines for action. Most consent decrees require an independent monitor as part of the process. A federal judge typically oversees the consent decree and is the individual who appoints an independent monitor.
"Extortion" is an understatement.

In CPD's case, it is not the DOJ on the other side of the table, it's the State of Illinois.
I guess one government agency can sue another government agency.

Retired March 2020, printed out the consent decree, while working & attempted to read. While I was reading, I noticed, the decree kept repeating itself. I was thinking didn't I just read that. It was propaganda and slot of bullshit. Whoever put the decree together, seemed like a student required to do a report with so many pages required and just filling the pages with word after word and alot of them. Pure nonsense really. Check it out yourselves. I never finished it and would not waste any more time on it. It was a waste of paper & ink to even print it out. Stay safe officers! Cpd officers are the best! Met and worked with the finest people! If you feel down, remember tomorrow is a better day, you are Loved!

I don't think current mayor is following the consent decree. Trump should enforce it. Hire a few thousand police, end merit promotions.

What contribution has the Consent Decree scammers contributed to lowering crime rates and reassuring the public that the city is safe through their "hard work and dedication". Last time I checked the indexes for homicides, robberies, carjackings, auto theft are through he roof. Time to defund the swindlers at the consent decree and fund additional officers overtime initiatives in downtown or the lakefront actually making a difference.
There should be a consent decree on the fbi with all their exposed rouge behaviors and pollical targeting of other than democrats. The consent decree exists for control and fear of non-federally controlled police departments through the consent decree bullies and their enforcement through perfectly "legal" court abuses of power. Its almost like it is designed by the deep state for absolute control and instilling fear in those who do not believe.
The department would go a long way toward real reform by getting rid of merit promotions and patronage and having a truly fair promotion system. Look at LA or NY for some guidance for starters.

How much money does the state of Illinois give to the city of Chicago to implement the consent decree? I mean after all it was the Illinois attorney general Swammy the commie Kwame Raoul that sued the city in federal court to place CPD under the consent decree. When the DOJ sues a police department in federal court to be placed under a consent decree the Feds fund the implementation of the decree. If Illinois isn’t paying shit, well then we need to go into court and request to be removed due to financial hardship or request Illinois to fund it!!!
The website Lawofficer.com has a post up right now regarding the consent decree against Phoenix PD (which PPD is fighting). The article asserts that of 130 "incidents" the DOJ cited to justify the consent decree, 112 (97%) are factually incorrect. If the article is correct, the whole process seems kinda not so due process-y to me.
