Back to the Old Way?

Everything old is new again:

  • SCC I know your retired but shockingly snelling opened up a second round for merit picks for the current Sgt list from 2024

Back when "merit" started, the request for names went out prior to every promotional class, and once the class was named, they started over. This continuous "meri-clout-orious" list lasting for the duration of the list is a relatively recent invention, mostly because as the exempt ranks got stupider and stupider, they couldn't be relied on to make deadlines. 

Besides, as the political winds shift on a near-monthly basis and the "consent decree" rules screw up everything with insane requirements, whomever might be "in" today could be "out" tomorrow.

Second round for current list? A merit list is made for every class made off the list. Last I remember 30% merit, 70% test score for every class. Packets usually due 30 days before class is made. That’s how we always knew a class was coming. When they put out a merit request.

The superintendent ask for new merit packets when he feels there are too many applicants he isn't in favor of. This pattern mirrors the previous instance where he removed the sergeants' list after promoting only 350 candidates, despite 900 candidates being promoted off of the previous list. This seems unfair and disheartening for those who dedicated themselves to the process.

Candidates had invested considerable time and resources into their preparation, especially considering the nearly $2,000 spent by candidates on study groups, only to face such abrupt changes. The Fop sad nothing. The silence from the FOP on these pressing issues is also concerning.

To sum it all up, the Supe is very sensitive. It’s personal for him, and I sincerely hope we can see substantial change soon—ideally by May. Fingers crossed.

Because that one officer who is suing the city and CPD in federal court due to the “racist” merit process. Chicago PD merit process is being looked by the FEDS and IG’s office. If you notice that the merit selection hasn’t been the original 30 percent.

I would argue merit is now the more legitimate way to a promotion. At least merits have no way to hide themselves from the rest of the department, the list is out for all to view and debate. Now, is merit completely "fair"? absolutely not, but at this time of rampant cheating merit is more legitimate and transparent as opposed to the "score" promoted sergeants who studied test answers provided by their gold star pimps. Find your way to steal a promotion and make it work for you. More than a single way the task can be accomplished. Winners smirk laugh and love.

Traditionally they went to 350-400 on Sgt and no higher than 100 on Lt. When they go higher than that you get really stupid people. Dump people only care about themselves.

My two cents with the system. I often don't post but being on for a very long time I have to say this. Merit was a great system by thought. I'm sure the original intention was to get hard workers who lead by example a fair shot. Somewhere along the way the system was unfortunately broken. The spots began to go to people who were drinking buddies, right color or gender, secretaries/drivers of bosses, inside people. I recall Michael Cronin moving up and never a harder worker than that man. Again, this is me I can't speak for anyone else. Was he perfect absolutely NOT but the man lived for this job and his gang and narcotics knowledge was next to none. He often sticks out as a worthy pick though before I get killed I know there were others probably more deserving. I know somewhere someone will say that he was a self promoter and anything else that can be said about a person. Even with all the bad that can be said no one can take away his love for this job. He was very well respected on the streets and among the rank. Now we have a Commander who climbed the ranks to a Commander spot using the merit system. Remind you he was a CAPS officer his whole career at a HS. This was recent. I'm sure the man is the salt of the earth and the greatest thing ever to be made but this is a prime example of so many stories about a broken merit system. What a knock to the police department in my opinion. Again who cares what I think. I don't mind the system I just want you to put the right person in. Pick someone who everyone respects and is a real leader. These new supervisors all want to be best friends with everyone but it just doesn't work that way sometimes you have to be firm and stick by your word. So if merit system stays make sure to pick the right girl or guy based on work ethic not anything else. Hardwork not friends.

Merits disgust me! They walk around with their pompous attitudes. Food for thought, between the cheaters, secret study groups, and the merits, the odds are really stacked against you. What is the real percentage of spots they are available for promotion? I would say less than 40.

The system was designed to take care of the clouted. It was never designed to pick the "workers." The mayors office has always controlled the promotions. Back in the day the cash envelopes, rigged promotion tests, special study groups, secret test questions, leaked tests, etc. controlled promotions. Times have change, so the political class had to come up with this merit scam. This is Chicago and we all know what Paddy Bauer said decades ago and his words are just as true today as they were back in his day.

Merit. Let's call it what it is: a clout laundering operation with a respectable name.
The original pitch was finding hidden talent the test might miss. What it became is a shadow promotion track. One path rewards studying and competing. The other rewards knowing the right people at the right time.

You know people, the escalator goes straight to the top. That's not a bug, that's the system working exactly how they want it.
And now Snelling opens a second round of merit picks? Word is he and the Chief of Patrol are on their way out. This isn't about overlooked talent. It's a going-out-of-business sale. One last chance to take care of your people before you lose the juice to do it. Cash in your chips while they're still worth something.
That's merit in its purest form. Not what you know, not what you've done, but whether your sponsor still has a chair when the music stops.
Meanwhile some sergeant who scored top 20, studied for months, competed against thousands, paid Bernstein, he watches number 847 get the call because the politics lined up this week.
A test ain't perfect. But it doesn't ask who your rabbi is.

It was a Monday at 9 am and I received a call from Personnel before they changed its name to HR? During this call I was asked why I had not arrived and if I was going to report to the Academy for my promotion to Detective? What was more concerning was that the person calling me was a Sergeant, and did not know I was already promoted to Sergeant three years earlier. And that I took my retirement. Sorry, but if you think these exempt staff are smart you’re a fool? They then surround themselves with another level of incompetence who actually run the department and screw it up more. Living large in the Sun.

Still the worst merit pick in the last 10 years is Sharon Price. Failed everything in the academy, had to have the special tests. Then her illustrious career of doing nothing as a PO. Literally had no idea how to do anything police related. She is an abomination. If any real journalists are out there, look up her activity before she was promoted, then ask the city what she did to qualify for the promotion. Other than being Dana Stark's sister in law.

Similar experience myself. 4 years on the job I get a call from recruiting or HR asking if I still plan on attending my next power test. These people must just be cold calling anyone. The incompetence of all the inside units and their supervisors on this department is really on full display.

2. If the 017 CMDR only takes care of is boys, then bid out and have others bid out. People will notice and it won't be your problem anymore.

Originally they tried to sell the real concept by promoting to Lt a Sgt who I think was from Nacotics who was a hard charger, knowledgeable guy who had been shot in the line of duty saying this is why we promoted him which was great but the others promoted weren’t and haven’t been. Most are clout
