Another one of those "teen takeovers" by the non-demonized yutes:
A driver plowed into a crowd of people on the Near West Side early Sunday, injuring five Chicago Police officers and at least one bystander, according to witnesses and preliminary information gathered at the scene. At least 14 people were arrested during the incident, including the driver and two of his passengers, sources said. So far, CPD has not issued any statements about what happened.
Police had been in the area of Washburne and Throop since Saturday night, managing a large teen block party. Justin Peters, head of Chitown Crime Chasers, estimated 500 people were involved.
By around midnight, police supervisors began towing vehicles to clear streets and stop more people from arriving by car. But the crowd continued to grow and become increasingly unruly. CPD brought in teams from districts across the city to carry out the effort, but the sheer size of the crowd, which at times broke into fights and pepper spray battles, made it difficult for some officers to get close to the scene.
We were unaware that teens were allowed to apply for permits for block parties. They did have a permit, right?
And the "block party" continued well past midnight. Last time we had a block party, the permit expressly said 10:00 AM to 10:00 PM. It was understood that if that rule was violated, then next year we wouldn't be getting a permit.

The prior intelligence regarding this street takeover was there. The Department did nothing to prepare for. There was no monitoring of location as the event started? And when they did arrive and see what was happening you then needed vehicles like snow plow trucks or busses to block off street and plenty of tow trucks to seize the vehicles.
I suggest they FOIA the release of the citywide radio traffic and the district radio traffic.
It will show there was no one in charge! But it also shows the ones on scene had no idea what to do with such a large crowd…..

That gathering at the the row houses is an annual event. I remember some years back there was a homicide in the middle of the large crowd and a stampede was set off by the gunshots. Then a few hours later, while police were still on scene investigating the first homicide, a double took place about a block away.

I am dating myself (old Area 4 Taskforce) here, but what ever happened to riot control training? After the 68 Democratic convention I remember going to the Chicago Ave Armory and practicing riot control techniques consisting of various forms of skirmish lines to disperse large crowds. I remember being called out to control the crowds marching down Division Street to the Gold Coast during the Days of Rage. We formed a wedge "/\" and dispersed the crowd. Now I realize that there is no longer any city-wide unit similar to the old Taskforce but one would assume that there can be a coordination of the city's tactical teams to form such mini units. Here is an idea: have the Area's District Tactical teams train together in riot control formations and crowd disbursement techniques. This training could be located at a large Chicago Park District park located in that specific Area such as Marquette Park for Area 1. Have every tactical team from every district in Area 1 assemble at the park. Here the key, practice more than once. I remember going to the armory several times in the summer and we practiced for several years in a row. Since the current Superintendent spent the bulk of his career in the training division, I am quite sure he can partner with the Illinois National Guard to facilitate such training. If the Department learns of such "block parties" in advance or if a street teen take over develops, then the District Watch Commander can notify the on-duty Field Deputy to call out the tactical teams for crowd control or disbursement.
Don’t know if it’s a generational thing or a racial thing, but I remember all but the last line. In my day the last thing we wanted to do was come into contact with the police. We would have our coolers packed and head to someone’s cottage or the forest preserves.
The thought of taking on the police was so far out of our finds that it was unbelievable. You knew you were going to get an ass kicking. If by slim chance the first two officers didn’t handle you the next would or the next two or your father would.

Every Officer who responds does make a TRR, that's 50-60 TRR. The next teen takeover takes place every Officer again makes a TRR. Keep on doing this for every teen takeover. Eventually COPA is overwhelmed with TRR's. What will happen, the system will break down. Trust me there are not investigators working at COPA to handle the complaints they receive now let alone the hundreds of TRR's. Play their game, over run the system.
