Where's the Manpower?

These numbers would certainly alleviate manpower shortages at the District level:

  • Fun fact: CPD has 145 Full Duty Sgt’s and 480 Full Duty Police Officers assigned or detailed to a unit within PSHQ. What-the-ever-loving-crap is going on at HQ that you need that many full duty people. That’s the equivalent of two entire districts covering 3 watches in one building, that primarily works M-F, 7am-3:30pm.

Under the "Consent Decree," the optimal span of supervision (officers overseen by a supervisor) is supposed to be something between 5-to-1 and 8-to-1. 

Most Districts we worked in, it was closer to 10-to-1.

HQ is 3.3-to-1 which is ridiculous with HQ sergeants doing between one-third and one-quarter of the supervisory tasks, not to mention there are few (if any) interactions with the public that would end up as Log numbers of something requiring actual....you know....supervision.

Crackdown on fresh a year out of the academy hot cheeto types getting assigned inside spots right out of the gate it’s tiresome. I get promises are made mistresses have to stay close so the wife never finds out but enough is enough. Let the vets with a few years left ride it out but the ivory tower needing that many blue shirts is ridiculous.

While your point is valid, the consent decree is quite clear that it requires 10:1. “360… CPD’s staffing model will identify methods to implement unity of command and a span of control ratio of no more than ten officers to one Sergeant for all field units on each watch in each of CPD’s patrol districts.”

Don’t forget about the academy. We like to complain about CPS waste but you’ve got how many instructors teaching one class ? 15 minutes each and then your done for the day. Don’t get me started on supervisors assigned to the academy too! Run the numbers. The chicago police department is fully staffed, just mismanaged personnel. Mayor Johnson if you want to layoff police, start with these lazy stealing officers and leave the working police alone. These do nothing officers are a drain on the taxpayers of Chicago

But if those Sgt’s don’t have their cushy do nothing jobs at headquarters does that mean they would actually have to work in a district and do something? How many of them there have ever worked the street more than a year? That would be an interesting fact. And they are the ones making decisions on what is done on the street. That’s why things are so messed up. I know Sgt’s with over 20 years of Sgt’s time on the street and not once has HQ asked for their opinions on what needs to be done That’s why it will never get better!

I can remember numerous times on 3rd watch where there was only 1 Sergeant logging the entire watch and sometimes also the tac team if their Sgt dropped a slip. That's between 15-20 cars mostly 10-4 units. I hit the button in early 2021.

It’s like not one copper knows what they are supposed to be doing or has any fucking direction to get it done. Walking in that building sometimes made me feel better that those handjobs were not on the street. Keep them where they belong. Your safety DEPENDS on it.

Privatize any administrative positions at HQ. CPS overstaffed and plenty of empty classrooms. I think someone qualified as a teacher should be able to teach from PowerPoints right? I don’t need some guy who worked a beat car for a couple of years and maybe a year in Tac to read to me. I also don’t need that person preaching to me about officer wellness after they got 8 hours of sleep because their work schedule permits them the luxury of working minimum stress free hours. While we work midnights, forced to work extensions, go to court on our days off.

Was a white shirt in unit like that and had nothing but “scholarship players”. Some of them had no problem telling me what hours they could work. Starting times were either 0730 or 0830. If babies Momma had an early start I would hear about sitters and what time they were available.
People had to be reminded that this was still a job and maybe they should call babies Daddy if there was problem with a sitter.

They will have to send them out on the street. They can’t afford to hire any new Officers. They owe us 600 Million for the VRI back pay. The judge already ruled on that one. The Sgt’s and Lt’s are more than 4 years past due for a contract. They will get massive raises and will be owed 250 Million in retro pay.

I’m curious to see if it’s true that Officers with 29 years on the job will get medical even if they’re not 55 years old? I heard the big push by the FOP next contract will be either 29 years on the job or 60 years of age. No more of letting people with only 20 years on get medical at 55 years old. It only makes sense that you should get it at 29 years on and not 20!

We need true leadership from the top to the bottom. We need Chiefs to commanders multi tasking. For example you do not need a Commander at O'Hare/Midway the closest district commander could handle it. A constant rotation of anyone who is working inside to a beat car that would include every rank. Each district that is short would report it's percentage and request for help. In district community policing and anyone working as the commanders staff gets a constant rotation into patrol no matter what. The ratio should be 60 percent patrol and 40 percent inside and chill. All these 200k pensions will bankrupt us plus most are not even deserving of a PO pension.If these multi tasking changes do not happen asap everyone will we overworked and layoffs will happen.

Your numbers fail to include the limited duty personnel, so HQ units really have over 650 PO’s and 175 Sgt’s (not including civilians titles & civilian managers, Ass. Directors, Directors, Deputy Directors, Managing Directors & Executive Directors).

A hidden perk for supervisors assigned to headquarters is that they are often listed as "covered" on the books during what are essentially work-from-home days. Meanwhile, the supervisors and officers working in patrol continue to carry the workload. Keep up the great work, guys and gals in patrol.

Only reason a lot of us in 125 are here is because the city could no longer afford to pay the civilian IT city employees. We make half what most were making and do the same job. If we went private sector we would make more but wouldn’t get the pension. Send me back to a beat car, you’ll still be complaining about having to work with me!

Exactly! Some of us 9161s have more than 2 sergeants “supervising” us plus a few lieutenants, and multiple Commanders, Deputies, etc. it’s ridiculous to get anything done for everyone at the same time. Send some to the street so we can actually get our work done and take a lunch.

They’ve been saying that for 20+ years since I started at HQ. Reality is every spring the Mayor/City Hall wants to send officers back to the street and every year at budget time they lay off or offer early retirement to civilian city employees to trim the budget, those jobs have to get done and regularly are filled by qualified POs who can do the job. Not every PO joined the CPD after high school. Many of us are trained white collar professionals who had normal jobs before joining and are afforded the opportunity to do those jobs within CPD- accounting, nursing, graphic artists, IT technicians and programmers, some of us lawyers even get a pay bump to do the work in legal affairs. There are plenty of sworn jobs that would be done by civilians and are done by civilians in other cities - airport LE, ETs, Mobile Crime Lab, helicopter unit, district SCDC rooms could be all civilian analysts. Etc.

We at the Chicago Police academy staff have to attend certification classes which enables us to get to teach. We have to sit through the same PowerPoint presentations and they make us read every slide using the proper “police voice”. You all think it’s easy staring at a class full of officers knowing that we make the same pay that you all make for what we do while you get to risk you and your families well being.

Poor prior planning prevents piss poor performance. Dont marry a younger wife in your fifties and have children soon after. Best advice I ever got. The city offered us the 55 and out plan. We just took it. They will likely change it to 29 years on someday. Sorry kid. You'll never know what you missed.

J. Murzyn the Smartest and hardest working officer in the City seen what was coming too HQ and had his clout JG move him over to the Warehouse on 39 Michigan. Now he gets to work both is RDOs there and doesn't have to work CTA.

It’s going to happen for 29 years for the medical. The deal is already done. You’ll get the medical at 29 years on or 57 1/2 years old. The deal is that instead of giving up 3.5 percent we will have to give up 5 percent. That’s a good deal for both sides. The Officers who got on at an early age will benefit and the city benefits because the Officers who were hired later on in life will have to work an extra 2 and 1/2 years. Both sides gain a little and lose a little.

When are we getting that back pay for VRI? Those retros checks are going to be big for the Sgt’s and Lt’s. They have to pay the Sgts 20 percent more than Detectives and Lt’s get 7 percent more than the Sgts. I’m guessing 350 million in back pay for supervisors.

I love this deal. As an officer that came on young, I’m getting penalized for it. I have to stay 33 years to get the medical benefit. More than half my class are already retired enjoying the medical benefit. How is that fair?

Pension should be based on time working the streets. That would solve this. Working time in an admin spot should not count the same as working the streets. Working policeman and women deserve their pensions. Administrative personnel should have to do more time and get less. It’s only fair. Convince me I’m wrong
