Where's the Manpower?
These numbers would certainly alleviate manpower shortages at the District level:
- Fun fact: CPD has 145 Full Duty Sgt’s and 480 Full Duty Police Officers assigned or detailed to a unit within PSHQ. What-the-ever-loving-crap is going on at HQ that you need that many full duty people. That’s the equivalent of two entire districts covering 3 watches in one building, that primarily works M-F, 7am-3:30pm.
Under the "Consent Decree," the optimal span of supervision (officers overseen by a supervisor) is supposed to be something between 5-to-1 and 8-to-1.
Most Districts we worked in, it was closer to 10-to-1.
HQ is 3.3-to-1 which is ridiculous with HQ sergeants doing between one-third and one-quarter of the supervisory tasks, not to mention there are few (if any) interactions with the public that would end up as Log numbers of something requiring actual....you know....supervision.
