A Lieutenant Speaks

We certainly hope Lt. Robert Stasch is happy where he's at, because writing letters like this one aren't going to get him very far with the powers that be:
  • As a police department we do a great job of supervising and managing but I think that we forgot what leadership is all about. Think about it. The past administration's goal was to reduce murders through the strategy of addressing gangs, guns and drugs. In the meantime many Districts saw increases in the crimes of robbery, burglary and theft. But many of these trends were pushed aside for missions in the DOC. Missions – now there's a concept that's overdone. Everything we do is a mission of some type. And make sure an event number is assigned. Does anyone really believe that these missions are accomplishing anything? Really?

    Many districts had their manpower depleted to increase the size of various citywide units like TRU. Many officers were worn thin by having to be detailed throughout the city on weekends and to suffer numerous cancellations to their days off whether they wanted to work or not. Is this leadership? I think not. Sure there was a reduction to murders, but at what cost?

    In my quarter of a century on the job I can't remember morale being lower. No one wants to police anymore. Everyone wants to just get through their day as easily as they can. Ask any cop why and he will tell you without hesitation that he fears the department will sell him out. And the public despises us. Everything we do, right or wrong, is questioned by the community groups and the media. Who's standing up for us? Where are our leaders?

Bob could care less what downtown thinks. He was and is still the real police. He calls it like he see' it. There is no b.s. about him.
Make him chief of patrol and watch morale go up 100 %.
But we all must be politcally correct not to upset the make believe rev' and the midget mayor that kisses their asses.

I stopped policing 2 years ago. I dog everything. I am a better person today for it. thugs used to fear me, now i watch them deal drugs, beat people up, drink their 40's, etc. I laugh it off and I will retire in 10 years. I know I will not end up in a Federal prison because of Jessie and company.

This department is devoid of any leadership. This has been a problem for a long time. "Cronyism," and I am not just talking about the one legged P.O. who was promoted to Deputy Chief, without ever even taking a promotional test by the way, has destroyed this "JOB."
We can talk all we want how we hate this boss or that boss, things wil not change as long as we accept the fact that there are two sets of rules on this department.
There is one set of rules that states we have to achieve a certain level of education to be promoted. Then there is the second set of rules that state if your name is Risley, Starks, Cronin, or Williams we will bend the rules for you.
Let us not forget a few facts boys and girls, Stark's brother, who by the way now has a big job at the airport, railroaded a working police man when he was in IAD, and used to to give offenders the phone number to IAD and OPS when he worked in the 007th District.
Risley's brother not only ripped the department on his way out the door, but covered up more corruption and other nonsense then any of us will ever know.
Now this department promotes these two to the top seven, Why? Because when you have clout all is forgiven and bad acts are forgotten.
I know some of you will say what does that have to do with them, well if it was someone with no clout the department would bury the rest of the family.
Together we can change things, or do you officers want GED Dana, and GED John running this department. There is a reason Starks does not have a security clearance.

The gold-braided quislings at 3510 Michigan have decided to postpone electroshock therapy for Lieutenant Robert Stasch, 23rd District. He will also be allowed to retain his scrotum--at least for now.

Instead, they have opted for us to deliver three 55-gallon drums of Kool-Aid to the lieutenant at his BoysTown precinct in hopes of restoring his sanity and total committment to "the Chicago Way".

As a young exempt, a fiesty Jim Maurer tried this same shot about twenty-five years ago. He was thoroughly rehabilitated.

The CPD command has zero tolerance for "letter writers".

Det. Division is the same .... all they care about is west side homicides.... even when the only legitimate victims are those victims of burglary, theft, and sometimes robbery. Games, games, games .... I've known and laughed about this for years. We got Det's who beleive the hype and watch too much T.V. Homicides are silly in Chicago. The only legitimate homicide I remeber is when Judge Lefkow's family got killed. The rest are gangbanger shootings, and then 6 Detectives are assigned to that nonsense, who all clok up and (1) dick gets the paper. Silly.

FYI:
Unfortunately, Captains are now appointed and CAN be demoted. The Capt Assoc sold out to the City years ago. The City wants to be able to appoint LT's too.
I hope it never happens or Lt's may become spinelss too, for fear of being demoted.

He's right when he says no one wants to police anymore. I do the bare minimum. I just answer my calls, back up other officers, and maybe inadvertantly end up with an arrest, parking ticket, or contact card once in a while. But to actively and aggressively seek out arrests and other activity and be proactive...no thank you. Morale is definitely low.

I don't know Lt. Stasch personally, but he was our supervising Lt on a couple of details last year and he was the perfect gentleman! I would work for that man anytime! I have 20+ yrs and see exactly what he is talking about; morale is shit! We can only hope an outsider is chosen who doesn't necessarily have to buy into all this mission B.S. & LET US BE THE POLICE!

I am with you. Except I only have seven years on and I am done. As are many of the younger guys as well.
Nepotism and cronisism are rampant and bosses cover their own asses.

I can do the bare minimum and not get sued, prosecuted or lose my job.

Until there are some vast changes to the leadership in this dept, there are MANY PO's who agree with me and are happy doing the bare minimum.

At least we know we'll have a pension, our house and our freedom!

He probably wishes that he were closer to retirement. I don't know the guy, but I hope he is very competent,'cuz the many phony bastards above will be after him now. These are the ones who will instantly realize that when he speaks of a lack of leadership, he is speaking about THEM. BULLSEYE!!

"Looking like the Police" in your respective assignment is just common sense: you don't want to get hit by friendly fire when the shit hits the fan; you don't want to give the bad guy a defense in court by letting him reasonably say "I didn't know they were cops; they looked like opposition gang members"; and you don't want to lessen the cooperation of victims, witnesses, and citizens because your thuggish or sloppy appearance actually scares them. It often does folks, just ask them.

No one & there are none.
Or if there are, they are in hiding.

It would be nice though, if the new

ERR AH, great job of supervising, Hmm. One persons opinion, but not a popular one! Forgot what leadership is all about. No one has forgot as you put it, but they have choosen to micro manage instead of leading the troops.

The Homicide rate is down only because the Trauma Centers are getting better at saving the lives of the so called victims. Not because there are any less shootings which end up as Homicides.

No one wants to police anymore. I don't think you could be more wrong on this one! The majority of coppers on this job want to be the POLICE and do the job the Majority of the public want us to do. However they have choosen not to for the good of their family, knowning the Dept. and the City will throw them under the bus in a heart beat.

And the public despises us. Only a very small portion of the pulic despises us and what we do. Do you realy beleive that the majority of the citizens of the City of Chicago
hate the Police nad do not want ubs to do our Job. I dont think so! Now the gangs, the criminals and the store front reverands and the Media want you to thing that the public is against the Police but that how they make their money. Please dont by into their bullshit.

As far as who is standing up for us, the naswer is no one we are on our own!!!

But wait, since when do we have LEGIT Captains?

Not for many years, when you had to take a test to get promoted, and even then, somebody had to make the phone call or pull the string.

Captains are under the Mayors Power Base, just like all the useless Gold Stars are. They can NEVER stand on their own, and can only speak with guarded tongue (depending on their clout base).

And the way things are going, even the Lt's test cannot be graded on the spot without weeks and months of careful thought (and plenty of phone calls, prayer vigils, chinamen, Rabbi's, you name it) to get selected for the top spots on the list.

Did we ever think it would change?

I heard of a cop getting 30 pending from narcotics even after any all criminal charges could not even be filed due lack of any evidence and the "victim" is crack head! If anyone goes out there to police you are soft.

I agree discipline needs improvement, but this "just do as your told" idea that you are promoting LT. I have to say I don't totally agree with. I'm a team player, but at the same time I will not be somebody's fool. Many white shirts forget where they started. We don't need micromangers. We need intelligent, experienced, knowledgable, tactful leaders with the ability to make sound judgements and unfortunately this is not always the case when it comes to whiteshirts. In some units it's probably not even the norm. So how can you expect us to be completely subservient to a whiteshirt if officer's don't have complete confidence in that supervisor's ability to be a police officer let alone a supervisor? You show me a supervisor who possesses these qualities that i've listed and i'll show you a great boss who's officers will have confidence in him and will do anything for him..............or her.

he is right, to an extent. you still need to take pride in yourself and your chosen job. the officers who use the lt's theories to dog jobs have to remember the ones they are hurting is their fellow officers they are working with. some officers claim no one cares about them, especially in patrol, how about looking out for each other!!! It is disgusting to see a car assigned to a domestic and have only the assigned car show up, when other cars are available. a good amount of people blame this on poor supervison, which is partially correct, but how about standing up and putting the blame on each other? to keep blaming everyone but yourselves, if this applies to you, is no better than what the exempts do with their bullshit missions, accountability, etc.. lets finally disband the white elephants, sos and tru, put them back in districts as teams assigned to the watch. this would give the w/c and d/c direct accountability.
of course as long as daley is the mayor it really doesn't matter who the supt.is because he is the biggest micro-manager alive..

I commend his honesty but why is this so heroic? We should be disgusted that ONE boss has the balls to tell it like it is. Our administration has rendered our once great department lame. Celebrate a mustang or castrate a failed upper echelon?

I believe in leading by example. Our examples are pitiful! Keep up the good work 35th, it won't be long before we are inundated with sisy coppers hugging fools.

I like the Lt's letter, but the BIG reason the troops question authority and hesitate to blindly follow the white shirts is that with few rare exceptions a white shirt is proof incompetence. The irony is that the best bosses are the ones that understand that the troops under them are professional, and they leave them alone to do their job. Thus supervising better by supervising less(read micromanaging)

I work at 35th and Michigan and I have been here for 7 years. I have read over every memo or order that comes out of any exempts office to proof read, that is my job. The letter Lt. Stasch wrote is the first thing I have read in 7 years that I did not have to correct and I actually am proud that it was written by a fellow copper. I have seen and corrected 100's of memos and disagreed with almost all of them. All the bosses here sit back and are quiet when things go wrong for our working police on the street, this is what cowards do. Lt. Stasch you are the first one I have seen in a great while actually step up and say what needed to be said. I, along with the rest of us who are held captive here at headquarters with these empty headed white shirts, say "well done sir, well done"!!

Are there any openings in 23? Any boss who said what Lt. Stasch said is someone I would work for. I have not had a boss I respected for the last 12 years. The only boss who earned my respect was Captain Dahlberg who was the greatest boss to work on the west side. Lt.Stasch let us know if you got any openings because I got a lot of working coppers who are looking to work for a stand up boss.

I never met Bob Stasch but I know many who did. They have said good things about him and that is all I have ever known of him. Now I think I know him a little better and this letter has helped us who are the patrolmen who don't think that any boss gets it, until now. We PO's need to stick together someone should organize a picnic in every district, PO's only and no spies. We need unit rep's to speak or have someone you respect speak and get us closer together We need to vent and help fix those things that can be fixed now and work on those things to be fixed later.

Lets start by saying the letter was well written and I agree in full with 98% of it. I have heard of Bob Stasch because they talk about him and all the operations he does in 23 at the DOC meetings. He has been successful in his "Ratt Trap" theft stings and even took a big chunk out of the meth they sell on Halsted. But I think he may have gone to far if he had any thoughts of being promoted any further. I wish I had the balls to do the same but I know how the city works and I have no juice so I have to play it smart. Well done, Bob

I worked for Lt. Stasch on the mission team in A/4 a while back. He was our Sgt. and he was a great boss then to work for and it sounds like he is still the same kinda guy 8 years later. Most guys get promoted and become a dickhead ...why is that? Anyway its about time someone steps to the plate and takes a swing like Stasch did.. ATTABOY

I have a suggestion for all the exempts in this department: Go rent an incredible move entitled, “The Thin Red Line.” When Lt. Col. Tall (Nolte) is screaming at Capt. Staros to get his men up a hill and face death, he defies Lt. Col. Tall at the best interest of his men. After he saved all of his men, Col. Tall asks why he defied his order, and Capt Staros says, “I've lived with these men, sir, for two and a half years and I will not order them all to their deaths.” After this brave, courageous, and difficult decision, his men respected him 100%.

Later on in the movie, Capt Staros gets sandbagged by the military (typical CPD fashion) and they make him go back home due to catching “malaria.” In a moving scene as he is leaving, he tells his men, “You are like my sons” in Greek and as the helicopter is leaving with him in it, he says, “You ARE my sons for the rest of my days...”

We need more people like Capt. Staros dammit.

Without going into the details in public,lets just say that a no clout blue shirt(like me),would still be behind bars if that incident happened to me.Look,Stasch was a good copper,and a good,knowledgeable boss who takes care of his guys.But the days of proactive policing are long gone.Shit happens....and nowadays every asshole reverand,lawyer or reporter is looking to make fame and fortune off some cops mistake.Or whatever bullshit they can claim happened.When I came on 20+ years ago it was a common saying that a working cop gets CR's and maybe lawsuits.Times change.Now every buttfucker will line up to completely ruin your life.

When I score that well on the Lt. test I will send a letter like that to the Mayor, the Governor, the President, the Sec. of Stae and whoever else will listen.

This dept. has really fallen in past 5 years. Sometimes I am sad to say that I am a CPD officer, but like Lt. Col. Grossman said, "its gonna get worse before it gets better." You guys and gals are some of the best people I have ever met in my life. I am glad to have served the City of Chicago with you (workers and dogs) but unitl we get a contract we need to send a message.

Im sorry but I dont see how you have the right to call anyone a coward as a majority of us in the field would call you that very same thing. Dont even bother posting how you earned your spot down there with all your years of service because those are not biddable positions, time has nothing to do with being there. Nobody really has to be there unless you cant physically do the job anymore (which for the rest of us no clout having people would mean medical for a year followed by disability, not a desk job). If thats the case, one of the bosses that you are anonymously backstabbing on here is taking care of you (either way, to be there for 7 years reading memos means somebody is looking out for you).
Just out of curiosity, who do you find it harder to look in the eye, the bosses(that are keeping you there) that you pass in the hall and silently despise and ridicule them behind their backs, or the copper that has to go down there to answer some cr# or lawsuit because he is out in the streets doing his job(the same job you were hired to do)?

To street cop and the others who are complaining that Lt Staschs post was meaningless because you want your way and think all bosses don't know what policing is about because they let it be known that we need to get this organization in order. Apparently you have no pride in this profession or yourself. When you say I stop being the police because the bosses wont back me up and I cant police unless I'm comfortable you need another profession. I agree that morale is at an all time low because of many factors the main one being the politicians have finally taken over this department and ran it into the ground. Young officers I agree that some bosses lack the leadership skills to run this department and the units within it while those who try to lead and take care of their troops and push for quality arrests and professionalism are deemed a poor team player so welcome to reality it has always been that way and will remain so this is "CHICAGO" Ive worked for good and bad bosses remember its a tour you don't have to live with them. I agree that administration has let things get out of control making filling up the jails with nonsense arrests the priority function of the department
while telling these young officers what a great job they are doing rousting piss bums, nickel baggers and wall painters while somebody is getting shot or stabbed around the corner and the gang bangers are raising hell with each other and the poor citizens even rewarding them with colorful ribbons and at a boys for doing their job and a half ass one at that take some pride in what you do don't take the easy way out locking up 20 one baggers does not equal one quality arrest for that you got beat the bushes that's policing. The administration has ignored other problems that need to be addressed Immediately With few inspectors ( they play the numbers game too writing up petty infractions instead of keeping an eye out for the cowboys out there rape robbing and pillaging) and watch commanders not conducting proper roll calls with daily uniform and weekly weapons inspections officers are going on the street wearing whatever they want and carrying side arms that may malfunction causing accidental discharges or none at all putting themselves and the public in danger. We have gotten away from the semi military model that this department and others are based on. You raise valid points concerning working equipment low manpower poor bosses etc. But what you must realize is that it has always been that way so get over it bitching and blaming ain't gonna change it so quit the blame game.A good police officer knows how control his beat and work with the people on it to make his job easier not enough experienced FTO,s to teach this fundamental your not to bright if you think anybody cares if you can do the hundred yard dash to catch that one bagger or how many knuckleheads you knocked off( a stat you need to keep to yourself) and all the at a boys and pretty ribbons on your chest these won't keep you out of the penitentiary if you step in it. Police smart use whats available to you and wisely protect yourself and your brothers and be able explain what you did and why seek help from some one who knows. One of reasons for this we against them attitude is you've been misinformed that this is a job it is a profession a long career if you understand that your mission is to bring the lawbreakers to the attention of the courts that's your business and when you start to make it personal that's when you step in it. Realize that your worth is not measured in awards or where you worked its about self satisfaction and being able to go home at the end your tour and be with your loved ones satisfied that you did your best with what you had to work with. I Have served 30 years plus on the street and am proud of my uniform and what it stands for. As a supervisor I have encountered young officers with sloppy uniforms and when questioned they replied "I'm a working copper things get messy out here" and I wondered what did working and mess have to do with adhering to uniform and haircut standards,maybe they won't get the numbers if their not comfortable. When I came on the job last century you reported to roll call with the proper uniform of the day shoes shined uniform cleaned and pressed and your sidearm had better be clean for wednesday weapon inspection and we still did our jobs bad guys got arrested and the community even respected our professionalism and appearance and this was achieved without the so called comfort attire ( cargo pants Running shoes ball caps black vest covers) air conditioned cars and the assorted earrings, piercings, weird hairdos colorful nail polish and long fingernails you street coppers wear today so I don't buy that change BS your spouting you wanting to look like the in crowd while on duty is a safety issue get with it the bottom line dress the part and the respect will come, running around looking like garbage men and barbie dolls and lumping heads does not make you the police but look professional and the owner of the lumped head might wake up and apologize to you for making you break a sweat. You have poor attitudes towards the public your superiors and fellow officers and you think your entitled to have it your way. No boss no matter how incompetent you think he or she is will give you an unlawful order that's the G.O. use common sense. And if you feel that when a supervisor asks you to do something do your job. You will find nothing in in the G.O. or job description that entitles you to pick what you want to do when you want to. Stop policing if you like you will be paid no matter what because the union that us dinosaurs fought for will go to bat for your sorry butt if the boss makes you cry "ain't "life grand". You don't have to like the person but you must respect the rank and there is a chain of command and corporal is not in the chain so be quiet and pay attention and stop giving your comrades who will listen bum advice. The former regime surrendered to the whiners making them comfortable so they could get the numbers while ignoring professionalism, discipline ,dress and grooming standards this attitude has allowed this department to become staffed by those who think its all about them threatening to quit if they don't get their way ,I say watch that door knob on the way out. I have heard some young officers refer to the uniform as a monkey suit this type of comment is a slap in the face to all the officers past and present who made the ultimate sacrifice wearing this uniform and following the rules while protecting an unappreciative public working long hours for little pay dealing with criminals, disease, politicians and struggling to support their families just like you and I. In the good old days there was no job protection a copper was fired without cause if his party didn't win the election or a boss could suspend him on the spot and wearing a uniform and doing his job under any and all conditions was his only source of pride and respect. I hope you officers will take a long hard look at what it took to become a CHICAGO POLICE OFFICER take pride in that accomplishment and respect yourself ,others and the uniform you worked so hard to earn. I support Lt Staschs telling it like it is and commend him for his efforts to get the administration to think about how to get this ship righted he will probably be admonished for his thoughts but speaking up is the only way to be heard maybe the new regime will get us back on track. You are full of total bullsh*t. No exempt on this department actually writes their own TFS reports or any reports. There are smarter and brighter P.O.'s that do the writing and the lacky exempt reads it and signs it. Do you think that the Superintendent acutally writes all the Special Orders, Gerneral Orders, Department Notices--hell no. There are P.O.'s, Sgt.'s, and Lt's that are way the hell smarter than him at R & D writing them for him and get no credit what so ever.

Compared to today's GPS, P.O.D., and dashmounted camera. You guys did rule. I understand that rules applied to you guys the same. But when you broke them you made the right story and had a boss that backed you. With no worries of digital video. Plus there are no district bagmen, policy money, after hour joints, jitey cabs, 47uart's, change parties, gambling houses, no drug test and pre gray lord years. Democratic convention showed us how your generation handled public hostility.

In your day when the owner of a lumped head woke up if he didn't apologize or humble himself he got another lump regardless. It was from a sqaured away uniformed officer not a cargo.

That is the idea of any officer who comes on this job for the right reasons and wants to uphold what was made by those who came before. There have always been good and bad bosses. Your bosses had balls that are rarely seen today. Most bosses from your day we're heavy which gave a swagger and power not found as often today. The swagger of the machine juice with the power to make your shooting right regardless if wanted. Far from the scenes of 011 this summer. Which is a result of a high accountabilty deptartment forced by the back down to public scrutiney. Good bosses are made from bad times when you need help. Not as many of them today.

Every generation tells the next they are killing the job. Yet we face something that has never been faced before and will be the biggest hurdle yet for the P.O. who wants to model himself after you guys. TECHNOLOGY there are more camera's and recording devices now than ever before. Abbate and Jefferson tap wouldn't have gone half as far if it wasn't on camera. They most definitely wouldn't be losing their jobs. It is here and never leaving. It will for ever change the job when GPS and camera's hit evey watch. How would that have fit in to your late 70's and 80's deptartment?
