100 Cameras - Hahahaha

Excuse us for a moment - Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha - Oh Lordy Lordy.

From the Sun Times:
  • Surveillance cameras on high-crime Chicago street corners have triggered 1,458 arrests since February 2006 -- including two men accused of murdering a 14-year-old boy -- Mayor Daley said Thursday, touting his plan to add 100 cameras.

    Tony Ruiz, executive director of the city's Office of Emergency Management and Communications, called surveillance cameras a "force multiplier."

Ok, first up, this HAS to be a joke. We'd like to see the 1,458 arrests. And we'd love to see the breakdown of types of arrests. We have an idea of what they are:
  • OEMC - XX13?
  • Reply - XX13 go
  • OEMC - XX13, camera watchers have spotted a suspicious male drinking from a paper bag at First and Main
  • Reply - XX13 10-4 (unintelligible) We're heading that way now (muffled laughter)
Any copper not looking to dog it will go there, hassle the drunks, dump their beer, and come up for more BS. On the other hand, some are going to dog it and stay down for 20 minutes or more. And a third option, if the Tact teams are listening, there's the "quality of life" pinch and let's go to lunch. In every scenario, you've taken a 10-4 car out of service for 5, 20 0r 90 minutes (add generous lunch break for Tact). "Force multiplier?" Mr. Ruiz, you're dreaming.

Now let's cover what isn't in Fran Spielman's puff piece about cameras - technological shortfalls. Unless something has changed in the past 90 days, you still have 559 cameras feeding into a server designed for 100. The server alone costs a boatload of money; one estimate heard was a quarter million. And the City/Department has been trying to get by with duct tape and prayers.

Then we have the HILARIOUS incident about two months ago where the City tried to save money by putting the router wiring for Area 4 and 5 cameras into a building attached to the west side incinerator facility at Chicago and Kilbourn. Three different cops wrote to us that the building is abandoned for regular use, but still houses a bunch of essential electrical junction boxes. Anybody want to guess who likes to go into abandoned buildings to strip out copper wire for money? A couple of homeless guys broke in, stripped everything and disabled the cameras for weeks. The Department was hiding critical wiring in unprotected abandoned buildings - guess how much THAT one cost? Not only in terms of money, but Area 4 and 5 beat cars were required to do "camera checks" for event numbers every day, every shift for at least two weeks because with the wiring down, the cameras couldn't be monitored to make sure no one was stealing them. Hello backlogs!

And finally, we have this:
  • The latest version is similar but cheaper -- anywhere from $1,200 to $3,000 -- and it's wireless. That should finally pave the way for Daley to realize his ultimate goal: allowing beat officers to monitor cameras from their squad cars on laptop computers.

    [...] Gunshot detection technology still is being tested more than three years after Daley touted it as the latest camera innovation.

    The arrest of two men in the June 11 shooting death of 14-year-old Roberto Duran in the Little Village neighborhood marked the first time that cameras had captured an alleged murder.

Monitor cameras from squad cars? Gunshot detection? Captured an alleged murder? Hold on a second - Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha Hahahaha

Let's check the vehicle board in our station...yup, still have 8 pools cars listed, none of which have a newer computer. And look, there are two cars listed as "No Pool" because the EMMD people can't keep a car running to save its life. And then we have those "Out of Range" messages that the EMMD people tell us are imaginary because their magic wands say they're getting a signal, no problem. Anyone else having problems with the mysterious power surges in the cars that make your computer re-boot 5 times a shift? We're getting letters about that one, too.

Gun shot detection is a fantasy with the cameras in place. These things are fooled by firecrackers, backfires and echoes. You need detectors within shouting distance of one another in order to TRIANGULATE where shots are coming from. The demonstration model we saw on the Discovery Channel once had no fewer than 3 detectors set up at 100-foot intervals and cost a few million. Maybe they've improved since then, but we don't see the City spending that kind of money.

And captured an alleged murder? First up, Roberto Duran is dead of a gunshot wound. We'd say that negates the "alleged" part. Second, the camera didn't capture any part of the shooting - it wasn't even there. An alert citizen saw the whole thing and followed the killers' vehicle in his own car - an act that ought to get him a medal at least. The killers wrecked and tried to flee on foot. The only thing the camera caught was the car driving down a city street and two subjects fleeing from the wreck. If the alert citizen hadn't followed the car and called in the chase, who knows if the tape would have pulled for anything? We're betting it wouldn't have been.

So Fran and the Sun Times continue to carry water for the mayor and his tax hike that isn't going to do a damn thing to protect the citizens. This "Wizard of Oz" fantasy land is one terror incident (or one Federal indictment) from collapsing like a house of cards.

I don't know what the camers do in the other parts of teh City but I can tell you that my experience in dealing with them on several occassions have proved taht they are a WASTE OF TIME!!!!!!! I handled two murders in whihc the camersa were right overhead, only to find out that one camera did not even have a hard drive in it it was only for looks and the other was pointed in a different direction. Maybe the Scum Times can fnd out whihc cameras actually work....

Cameras are on the way in beat cars. Currently, 005, 016 and traffic have cameras in their cars.
Now, after watching channel 5 today, they did a story where the Icky ? housing homes people are filming the police doing their jobs. Jesse and a host of other goofs are saying the residences are under siege.
So I say..keep the cops out of there and let the beast do what they do best...
Jesse says he's going to spend the night there and wants some of the other revs there as well. Go for it Jesse.

Going back to the beat car cameras; they have been a great tool for these officers. Use it and it works for you. Check one out.

Mr. Brown or any other news person,

I recently retired from the CPD and can speak freely about this camera nonsense or any other subject.
The cameras do not work. They are a ploy and the criminals soon found this out before the general public. All you news people should ask for documentation on any arrests that are supposedly the result of cameras.
FYI there is a total lack of technical goodies ( computers , etc.) available to the street Police Officer. 35th street comes out with some New electronic gadget and all of you fall for it. The computers in the cars are old, obsolete and do not even work properly ( that is, if they are even available.) The next time OEMC comes out with some nonsense, ask about how it relates to the street policeman.
The whole tech. thing is a scam, they keep jumping from one idea to another without even properly judgin if the nonsense even works.
As for OEMC: I am moving from this city, one of the main reasons is the total lack of prepardness for any type of incident.
They ( 35th) are supposedly keeping the plans secret. But secret from those who have to actually use the plan? It is all smoke and mirrors and the media falls for it everytime.

please, I beg of you, no whining about no contract. you must be new hires on your first contract. you are still under contract by the last one even if it is over. Not like you are losing anything. And those yahoos who bring up the retro check, again if you havent received a few of them, think how much it will be for then divide that by 3 and you will be closer. The city sits on that money and gains interest. you do not get that interest. you get taxed the shit out of and take home a few hundred bucks.

you wonder why the mayor wants to install more cameras? Maybe it's due in large part to the fact a camera hanging 20 feet in the air swiveling 360 degrees does 10x more work than your average beat slob.

There is a shooting in DC recently involving two ODPOs (one from their training academny, one from their helicopter unit) that is heavily debated in the media and on, e.g., DCist.com or in the Washington Post. One of the two shot a 14 year old boy and killed him. One of the issues for this shooting is that a gunfire-detection camera (or more than one) was the initial alert to the on duty authorities, as neither of the two ODPOs called it in, and one of them fled the scene in the vehicle they were in.

All I'm saying is that I was amazed that the media and MPD for DC are reporting that one of these things actually works.

FWIW, Mayor Fenty (male black, Democrat) seems to be doing a pretty good job. DC is looking up. That is all.

The coppers that check the video are doing just that, checking it. They look for whatever the dic's say at the given time. This is just for getting info out as fast as possible. The dics still have to request the actual footage which takes a couple of days. I never take anyones word on information and if they say there is nothing there and it's important, I go check it myself. They never have a problem and always do what they can when I ask for something. I've gone down there and when they say it got nothing on tape, they mean it. I went to check one and it had 3 minutes of looking at a tree.

The people monitoring the cameras(OEMC) ARE NOT the same people you call to review the cameras(CPD).

I dont complain...I could care less. 8 hours of relaxation. all you hard chargers will learn just like I did. I refuse to do a damn thing until we have a new asshat at city hall.

this is a crock of sh@#. got a dope pinch by watching a pod camera from the station. funny thing get to court and got no pc. so how good are these cameras if you can't even get pc on a simple drug arrest. Now Joe knows he can beat the camera in court so some deterrence the camera will be.

Lotsa luck, that w/c don't exist on the CPD anymore.

I know you love your job and hate the media, but have you ever thought about quitting the force to become an investigative reporter? With your contacts, you're better than anyone else in the city, and you could stick to one beat -- cleaning up the department. I mean, this piece completely debunks a feature in Wired magazine from a couple years back.

scc i totally agree about the new pdts we started getting them about april and iclear is great when its working and on average we reboot it about 4 times a night and on the better part of one of our sectors the pdt is out of range..

Got a couple of things to say regarding the recent "breaking story" by Renee Ferguson of NBC5.
First, it is indeed unfortunate that the coppers on that video were conducting a search of that man down to his BALLS out in public in daylight and, apparently, in full view of video cameras! Not much common sense used there AT ALL. Having said that, it would be in the interest of the 001st Dist. tact teams, and any other crime busters sent down to the Ickes to do only what is required, and nothing more. Clearly, folks who live in the 'jects are looking for anything to file a lawsuit about. Don't give it to them. Do only what is required. Apparently, the people who remain in the projects don't mind a daily dose of drug related drama in their day, so let them have at it. Respond only when called via radio or simulcast;
Officers should avoid filing special employment requests to work such assignments on their days off, as it simply isn't worth the potential grief, aggravation and potential civil liability. It pains me to say this, as I have always considered myself Police, but being "the Police" is becoming financially dangerous to the financial health and well being of our families; Let those who choose to remain in Public Housing fend for themselves. The cost of serving and protecting in some areas of the city is simply too high now. Again, it pains me to say this, but this is the reality we face now. Be smart, be safe.

I am very curious. What was said about the tape? Did you request it and have it in court to be viewed? We make a lot of dope pinches off the PODS, that's why I am asking. Unbelievable.

Just in case some smart young kid with technical skills is reading this:
*Almost every house and apartment has a telephone;
*Each telephone has a specific address, locating it in a more or less exact space (somewhere in or near the house, in the case of cordless)
*Create a technology which detects gunshot detection AT THE TELEPHONE.
*Create a technology which would instantly CALL 911, on some dedicated line for this purpose, and download the information:
exact moment of gunshot;
number of gunshots;
exact (as in ten decimal places) sound pressure of the gunshots (= start of distance calculation);
*THEN create a technology which can decipher all of the incoming information and turn out a result which gives us the exact address where the gunshots came from.
?????????????????????????????

Of course, if we still had 16 beats instead of 12 (yes, that's how long I've been on the Dept.); *and they were all manned with two officers;
*and neither one was listening to a cell phone (What a great sight! Here comes 'mr. / mrs. socially important officer' slowing traffic down as they crawl along some busy street, WITH THEIR CELL PHONE PRESSED AGAINST THEIR EAR FACING THE STREET, oblivious to the building on fire on the right side of them, the purse snatcher on the left, the fleeing car passing them up, AND any call a dispatcher might be trying to give them.) Gee, sorry, I just had to get that off my chest, not that it will change the behavior of these self-justifying do-nothings.
Okay - so back to the point -
Two beat officers in a car, with a beat size that is manageable - can HEAR an awful lot - AND determine where the sound came from, and judging by the intensity of the echo, tell you that it IS a gunshot, and after about 2 years in a busy district, TELL you the caliber of the gun - THAT is gunshot technology that works!
PLUS! GET THIS!
The two officers will SIMULTANEOUSLY drive as fast as safely possible TOWARDS the gunfire, AND tell the rest of the TWO MAN officers in the district where they are headed and why.
In a distric where there is cohesiveness, a whole bunch of officers will be heading in the direction of the gunfire, and just might run into the shooter trying to flee.
Some concept, huh?
