GPS Pilot Program

On 25 September, we asked about this new GPS program being run in 008. It generated some 100 plus comments, many of which actually dealt with the post.

Tuesday, Mr. Kim Jannsen of Daily Southtown fame, had an article published regarding the entire experiment:
  • But this pilot program goes further, allowing officers to be tracked even when they roam from their squad cars.

    "This is something we hope could improve officer safety," information services Cmdr. Jonathan Lewin said.

    "If there's an officer who's in a chase in an alley in a part of the city he's unfamiliar with, the dispatcher will be able to find his location and alert backup."

As they send more and more officers from the districts they are assigned in order to cover up the drastic manpower shortage, this might be slightly true. But we're pretty sure this is going to be using punitively more so than for actual safety issues, no matter how much they hem and haw and deny it. And again, for everyone worried about "Big Brother:"
  • we can't get radios that last more than 6 hours
  • we can't get PDT's that stay in range for a tour
  • we can't keep a fleet of vehicles up and running, nor pool cars
  • we can't seem to find more than one pilot to fly two helicopters (and lord help us if it's Harry's day off)
  • we can't even get dashboard cameras unless they're donated to city, probably by an aldercreature's nephew's connected company and they come with some obscenely expensive minutes package that charges triple what anyone else does
It's amusing that they're trying these out on the Tact and Gang teams first though. We'll finally be able to see if the commander is shorting certain neighborhoods Gang team coverage (and trust us, we'll find out).

Think they're having problems recruiting, no one w/ a 1/2 a Brain in their head would even think about joining the ranks of the CPD.

2008 & we're still handwriting case reports & now we're being tracked by GPS. Why don' they plant an f'ng Chip in our Heads & be done with it!!

I expect those position to be filled by reverse seniority after a while!

Any experienced Officer would be foolish to take any job like that under those conditions!

Ok, think about this,(I'm trying to stop laughing as I type). In order for case reporting to go online department wide, every car in patrol would have to have a "working computer" orrrr the officer would, after getting the facts for the report, go into the station and complete the report. Talk about backlogs,you'll have people down for hours doing a report.

Yeah this will happen.

The dispatcher can'r remember the jobs she gives out. The dispatcher can't repeat the street names the officer gives out without getting them wrong.

Does anyone know of a case where an on-duty officer was injured because backup could not find him/her? In my 15 years I have never heard of such an incident. So all of a sudden the department cares for our safety??? Instead of spending all this money on GPS for our "safety" how about hiring dispatchers who speak english, pay attention to the radio and get off their cell phones while monitoring their respective zones!!!!

Will you stop it already, if someone is in a foot chase and calls for help, everyone goes, whether they are on a job or not, at least where I work they do. Nobody cares about the backlog when someone needs help, they just go. The backlog isn't going anywhere, it's 99% anonymous bs disturbances anyway.

Agreed. I left my tact team a few months ago and it was the smartest decisiuon I made in years.

Citywide people are bailing on tact teams and some districts actually have to use reverse seniority to fill them.

I have heard PPO's bitching that they might get assigned to tact. Quite different then when I got on years ago!

they should put gps on the gangbangers that get stopped on one of those narcotic or gang loitering things........then they will be able to track them wherever they go and get them help in case they might need it....you know when the cops stop them and they weren't "doing" anything. that would put the gps to real use

The real genious thing about the "GPS" phones is that it does NOT give you an exact location of the officer....I repeat...it does NOT give you the exact location of the officer....it will give you an approximate distance from the nearest cell tower...just like the phones do now...and we all know how bad that is right...sometimes it is blocks or even miles away...so I ask you Commander Jonathan Lewin and Dep Sup Williams...how does this "protect" our fellow officers?? if we can't find them to help them what is the use?? I asked you the same question in a Sergeant's class a while back and you told me that this way is "Cheaper than installing GPS in the vehicles" but it doesn't give anyone our exact location....why can't we just do things the right way?? If you're going to do it...do it right the first time...these are real human lives at stake here...do you care?? Poor purchase as usual and worthless if it does not do the job it is really for...buy computers with GPS and install them in the cars and be done with it....that is the smart way to go forget the cell phones...they will get lost,stolen,broken etc....another stupid purchase....but what would you expect from the city of Chicago?? Does any of you have any brains or balls to speak up??

i heard at 35th street the house mouses can only show up in jeans if said jeans have a gps device installed just in case they get lost in the halls and cant find there desk they can "alert backup" to their location...also can we please get some more cameras so that maybe the hundreds of cameras can solve 1 more crime in the next 3 years..

I think that there are a lot of cops out here that need an electronic babysitter. I live in 018 and most of these guys are a joke! I have actually seen drug deals go down right in front of them. They have like 5 cops standing around talking in front of the CHA bulding when the dealers are pushing their shit out of the back of the building. They openly sell drugs in the parking lot as well. I think it's great that when the bangers start shooting over there, the cops are nowhere to be found. I just don't get it. There are 3 CHA buldings standing and about 3-5 cops at the front of each building. Let's just say that's at least 10 cops standing around telling stories and shit while these MF's are selling crack, smoking crack, fighting and shooting people, basically right in front of them. In the winter the cops can be seen sleeping at night. One night there was like 5 cops in a van and 3 of them were sleeping in the back! WTF?! Why does it take 10 minutes for cops to respond when I live like 3 blocks away from the Near North station? some of you fuckers really are lazy! I do, however, think that the majority of cops are good and I really appreciate you putting your life on the line for me and my family everyday. I could never be that brave! Thank you to all of the WORKERS.

Hmm...Would that be discoverable then? Could a Freedom of Information Act request be put in then to see where all the cars are? Lets see on a busy Friday or Saturday TRU and SOS were where?

THe 10 sector in 008 was where? Why was 81? in the 30 sector all night? 16?? was parked at ??? all 1st watch? Not flaming anyone here just remembering my TARA experiences.

Here's the deal Gps,miked with cameras in the car, cameras being put everywhere by the department, will the department be federally monitored...no. I personally could care less one way or the other I only do what I have to and then go home (maybe one mover a week just for the court time and only state charges). But the SOS situation no matter how long it took was handled by IAD and ASA, so the boogyman will go back into hiding until some moron decides a dope dealer doesn't need his money, don't be a weirdo about it,(I think my phone is clicking!) because like every democracies government they don't look for you,you come to them. Oh well, remember you make this job whatever you want it to be. stay safe

I don't know where you work but, where I work they have to recruit people from other dists to take tact and gang spots. I repeat, NOBODY wants them!!!!!!!!

The last 10 people to take tact and gang spots where I work were either from the sat team or recent bid ins. They ask the watch if anybody wants a tact or gang spot to submit a resume. I know the tact Lt and he doesn't get any resumes.

I to recently left my team. It was hands down the best move I ever made. No more yelling or crying about everything. I do very little on the watch. I get treated like a star.

Bi-polar, not so much. Aggravated, YES. I just expect the police to do what I pay them for. For the most part they do their jobs. You, I'm guessing are one of the ones that don't work. Perhaps you're one of those lazy fat guys telling stories at the Dunkin Donuts accross the street from where you're supposed to be. Again, I actually like the police. Except for those big guys over by Rush/Division. WTF crawled up their asses? Anyway, cool cops rock! I have several in my family too.

I'm well aware of the fact that I live in the fucking projects, asshole. It's a good investment - if I can stay alive for the next 5 years or so. The PJs are coming down slowly, but surely. My property value will then sky rocket. Section 8 will eventually move out to say, Bolingbrook or some other burb. I have a lot to look forward to. :)

As for the dealers, you don't have to look too hard. They're everywhere. Crack heads wander down the street like zombies. They openly fire up the pipe in DAYLIGHT. In front of the police, police cameras (3), and little kids. The shooting is usually later at night, but not always. I must say the shooting has slowed down recently though.

I think we need some young cops over there that have something to prove for themselves. You know, the real "Billy the Kid" types. Show these fucking gangsters who's in charge! No offense to the old timers, but you guys are usually the guys sitting around waiting for your tour to end with your coffee and apple fritters.

I hope I didn't get too many of your panties in a bunch with my posts. Most of you guys are good cops. Some of you are a joke and disgrace to the real police.

Who in their right mind really believe that this city is going to track cops with GPS?
They still can't get 40% of this police department to work even close to 8 hours a day. They still don't have time clocks. They still can't get most bosses to do a lick of work/supervising or the detectives to do anything.
So relax! It's just more smoke and mirrors.

When Franklin was a lieutenant in 006, he wrote up a lot of honorable mentions. I worked tact then, and I received a bunch of them for arrests that the Sgt. of my team would never submit, because (in his words), "i don't have time". If your not getting HMs out of him over in 003, maybe you need to make some better arrests. We always got them for guns, burglars, hot cars, sex offense and robbery arrests in 006 when he was there, and it didn't matter if you worked the watch or a tact or gang officer. If the report got his attention, he made sure an award was submitted. He got along well with working coppers in 006, we were sorry he left ot go to A2. My cousin works in 003, and she's received a few already, and she's a ppo. I know he supported workers when he worked here.

One of the problems with technology is that what looks easy is often not all that easy in real life. I'm an engineer and have spent the last 25 years trying to integrate stuff into real world systems, and I can tell you it just ain't easy all the time.

Couple the technology side, with poor management, and you can see why bad things end up happening.

And often technology is blamed for what are really stupid management decisions. If radios run out of juice in a few hours, it would seem like one option would be to add chargers to squad cars and have a spare battery charging. My guess is whomever bought the radios had no clue how they would be used in real life. I run into that kind of stuff all the time.

In a police department, this situation is exacerbated (nice 5 syllable word) by the requirement that management people have to be cops, and very few cops have much in the way of experience in managing technology, or in management at all. Schools have a similar problem because they are required to have education degrees which do nothing to help them understand technology or management (or education for the most part).

In Chicago you have a further problem of everything has to be done to benefit a privileged few.

In some respects it is amazing the city has not fallen even further than it has.
