And the Next Superintendent is...

...Ron Huberman?

If you read the writings of Russ Stewart, that's his take. Mr. Stewart has published a political column for the past 30 years and he's also a lawyer.
  • Just as the Chicago Bears are on the verge of a quarterback controversy, Mayor Rich Daley is in the throes of a police superintendent controversy. He wants to replace Dana Starks, the mercurial interim superintendent, in the worst way, but he can't find the right replacement.
  • The nine-member Police Board received 40 applications to replace Cline, 13 from non-Chicagoans. They chose 10 semifinalists and then three finalists: deputy superintendent Hiram Grau, the chief of the Bureau of Investigative Services, who is Hispanic, deputy superintendent Charles Williams, the chief of patrol, who is black, and Westchester County, N.Y., police chief Thomas Belfiore, who is white. According to police sources, each was asked how they would combat "police corruption." But Daley disputes the notion of such corruption, and he reportedly was particularly incensed by their responses. He rejected all three.
  • With the Police Executive Research Forum replacing David Gomez and Associates as the new recruiter, Daley will try again. According to sources, Daley is pondering the feasibility of naming Chicago Transit Authority president Ron Huberman, his former chief of staff and a onetime police officer, as the next superintendent. Once the CTA's fiscal situation has stabilized itself, Huberman, age 37, will be ready for another promotion from his mentor. If Daley picks City Hall "insider" Huberman as the city's top cop, he'll be the first "outsider" -- meaning someone who is not a rank-and-file cop -- to run the department since O.W. Wilson took over in 1960.
An inspired choice Mayor Daley. If our daddy had millions to throw around in political contributions and such, perhaps we too could go from patrol to exempt in a mere few years and completely destroy any remaining shred of sanity in this entire Department. Kudos to you.

If Ron Huberman is named or appointed Super. Every police officer in the city should resigned. If not what ever happens to you, YOU deserve. This would be more then a slight. more like screwing your head off and someone taking a gigantic dump down your neck. Oh yea! this is the CPD, all they are going to do is talk loud and boisterious, and walk around like they run something. Probably couldn't happen to a better bunch of guys/gals...........LOL!!!!

Huberman will be considered, but will not get the top spot. He has too much baggage. The only way he might prevail is if his "good friend" Rahm Emanuel helps him.

Hiram Grau was the best of the best. He has been there and done that.

How bad could Huberman be as superintendent? With the current staff of exempts, he actually can read and write. He does have a good public image and the most important: Daley approval. If Hiram Grau was rejected then there is no hope. We need change and a leader that will face the corruption problem and support officers on the street. With Daley's support, maybe we can benefit from his leadership and ability to obtain funds for improvements. Give him a chance.

Gimme a break!

With the exception of the damn suckholes and clout babies, another "insider" would sound the death knell for this department.

With his filthy systemic clout and political patronage, Mr. Daley has polarized the CPD as never before. Like the wily fox guarding the hen house and despite the Shakman Decree, he persists with his rigged and opaque "promotional processes" with so-called "merit" (even the dumbest new jack knows that "merit" undefined is nothing more than a blasphemous euphemism for clout, cronyism and nepotism).

While my heart goes out to the bright, courageous, hard-working young officers who still exemplify the finest traditions of the CPD, in retirement, I also have the luxury of ambivalence.

Some may call it schadenfreude on my part. Not true. Yet I find it sadly amusing that this not so "honorable", arrogant control freak continues to polarize and demoralize the CPD in what amounts to beating a long dead horse with his almighty CLOUT stick.

Daley has only one pragmatic option and he knows it. Select a genuine independent "outside" reformer to drag this department kicking and screaming into the 21st Century.

Therein lies yet another dilemma for da mare. What sane and qualified "outsider" would want the job, regardless of salary? Indeed, I would question the sanity of anyone, "insiders" included, who would even consider becoming top cop in a city as infamous for clout and political corruption.

And a seemingly oblivious local media won't touch this FACT with a ten-foot pole. If a vigilant media informed the taxpayers of what goes on in the backrooms of this city, intelligent and independent voters would run Daley out of town on a rail. Alas, most of the actual voters are either dumb sheep or the very beneficiarioes of Democratic clout.

Will Daley's next puppet please step forward? Sociopaths and mercenaries with a pulse will be considered.

GREAT IDEA! huberman may get it with jimmy keating as 1st deputy, but then again huberman is not black and that is what daley wants to round out the top spots! huberman mom and dad give daley money and shazam he is promoted everywhere! did he set-up computer system, yes but then again any of us could with the millions daley gave him! the cpd is the only dept in the entire city that returns millions back to the city every year! Why we are budgeted high but do not fill slots, drive beaters, computers are screwed up, picardis crew at motor maintenance don't have a clue how to properly service a vehicle the list goes on and on!

You ever track down anyone who actually worked with Hubeman when he was patrolman in 024? Try it sometime. I worked the same watch with him and can tell you he never dogged a job, remembered to put others on the paper when he made a good arrest -- and he made quite a few -- and ALWAYS backed you up when ever you needed it.

Your rumors about grand wealth and political connection are false. But you keep spreading that crap anyway.

Like I said, track down any of us who actually work with the guy and you might be surprised when you find out the truth.

I wouldn't doubt it. It appears that Huberman is Daley's hatchet man, doing the little guys dirty work.

He was sent to both OEMC, the IG, and CTA, not knowing a thing about day-today operations, to completely turn things on end. I would suspect that this is at the Mayors bidding, so Huberman will be the bad guy and the Mayor remains insulated from problems, as usual.

So, about that screwdriver......

The "Andy Dick" law firm rests its' case on two things: a screw driver was actually found in the squad car and there was unidentifiable fecal matter on a swab from the car.
Now,I have never been in a squad that did not have a couple of screw drivers and other tools in it. I also remember one of those "20/20", "Nightline" type shows that showed fecal matter on just about everything they swabbed. Just imagine, with all the people we pat down, what we bring home. Hope no one reading this is eating.
I hope the Judge or jury that is hearing this can smell a shameless extortion attempt when they hear this crap (sorry - could not resist).

Huberman went to Daley and asked for the job. He is having problems with the CTA because the union heads continually harass him referring to the fact that he is "not black enough". Huberman told Daley that Supt was his dream job growing up. The one thing most seem to forget, does it really matter who the Supt. is? Daley is still in chagre and will always pull the strings.

Hubermans first order of business will be to completely revamp the uniforms, hot pink shirts and rainbow colored hot pants in the summer months, in winter a department approved feather boa will be acceptable as outer wear. Male officers must wear a handlebar mustache and all female police officers must grow a mullet.

Regarding the screwdriver incident, I know the coppers that are being 100 percent falsely accused, the jagoff looking for $ said that a screwdriver was inserted in his anus numerous times. Never reported incident to lockup, med staff at 26th /cal while in custody for three days, but when he gets out of the joint he tells mama that he was sodomized. The best he goes to the hospital beefs, OPS comes out where's the underwear, he didnt know what he did with them and that was the same day he got out. Oh there is more, but lets say that this was investigated by special pros at 26th/cal, even they saw it was BS!

I don't hate the police officers of Chicago but I do dislike some of the things you do.
You talk on your cell phones while driving - You blow red lights when there is no emergency - You expect a discount where ever you go - Most of you are way out of shape - You write bullshit tickets for things that are petty - You have a quota - You harass most minorities just for walking down the street - You show up late for jobs or sometimes never show up - You are sometimes rude and ignorant to talk to - You are never wrong according to you - You dont believe in a warning - You talk way to vulgar and loud when eating in a restaurant - You smoke in your cars - You are undereducated, underequiped and undermanned. Bosses from SOS are getting dumped and they are going to re name the unit and have a different uniform as soon as they can agree which one to pick. For the record there are NO GPS tracking devices installed with the LOJACK units that were installed these last few weeks. Big Boss Starks is gonna be here until next spring because Daley does not want to be rushed into making a decision and he wants to give Huberman a chance to fix the CTA before he possibly makes him the top cop. We are gonna be getting the newer laptop PDT's out to the districts in the next few weeks for your squad cars. Word around here is our contract is gonna be on the table for at least 2 years and then we will get our 3.5% raise as usual. Closed door meeting with all big brass yesterday possible indictments or firings coming up this week of former gun team personell who are now back working in districts. Former number #1 Phil Cline said he would take a pay cut in order for more money to be put towards fallen officers families. There has been talk of adding a monthly MORALE meeting added to roll calls and tact/gang meetings in order to turn the negative tide we have seen this last year. Also talk of monthly awards for each district and area in order to boost morale. Send more when I hear anything,

For anybody that knows Ron Huberman you would know that he is truly dedicated to the Police Department and police officers.

Our current set of brass (most of them) do not give a crap about any of the rank-in-file police officers or the state of the department and only worry about their own personal agendas.

Ron Huberman is a man who will dedicate himself to doing whats best for the department, its officers and the city. There isn't anything else I could ask for in a Superintendent.

Huberman is not winning a popularity contest. He's not everyone's buddy. But he is a great business man, is very articulate and has a great work ethic. He has the ability to improve the Dept. through intelligence and not the good old boy, or LAPA way. If all we do is complain, then all we'll get is more to complain about. Grau would have been great, but it's not an option now, deal with it.

Ok...Ok..now you did it...I just logged off www.secondcityexempt.blogspot.com and they are pisssssed. Really...

Apparently they feel a bit slighted that our leader is looking to make an outsider the boss. So they are thinking,(ok,bad choice of words),they have scheduled a meeting,to scedule a meeting,to discuss what perks they are going to take away from us ungrateful scoundrels.

1) CAPS officers will have to pay all expenses for their field trips to Great America.
2) No more staying on the medical for months because your pinky hurts,you're suffering from exhaustion,or you have an upset stomach.
3) From now on, officers will conduct POD missions by sitting on top of a lamp pole with their own brownie camera.
4) No more advanced batteries for your radios. Nope..no longer will we hear the sweet sound of chirping as our radio breaths it's last breath (which lately occurs after 4hrs.I know,hard to believe). Officers will be issued GPS installed paper fans,that they will use to stoke the fire they will now use to send smoke signals to OEMC.

5) All sergeants will have to take a promotion test in order to make Lieutenant.

7)And finally,no more,and they mean it,no more out of uniform day on Fridays. All inside officers will have to get this, actually wear a uniform to work!!

I, personally, don't want to take that chance and find out "how bad it could be." My biggest hang up - and quite a large one - is that he has "risen through the ranks" without ever taking a promotional test, without ever working the streets for a significant amount of time. I mean - how am I, as a PO, suppose to respect my leader, my Supt., when this has occurred?

In a perfect world we would get a superintendent with a pair whether they were from here or somewhere else. Someone who wouldn't be afraid of the press and remind them that they are not experts in anything in particular other than a nice smile and a sexy way of putting the right emphasis on the right words. Someone that officers could look up to and see that there is no reason to be ashamed of your profession and had a way with words that could curl Al "velvet jones" Sharptons lovely locks after a delightful stroll with local gang leaders and their mothers. A boss that had a certain swagger that bordered cocky when it came to things other than how he punished coppers. But in todays world and in this police department we lack people like this because everyone is afraid of being "the jagoff" rather than being confident and thats disappointing. I am fortunate to have known some great men who were the police through my dad, who I also include in that, men who walked in the room and commanded respect you knew they were the police even out of uniform, but those days i fear are gone. Sadly (and I shamefully include myself)we have become society, self-doubters waiting for someone to make a decision for us, so not to fear blame, instead of standing up and saying this is a tough job you and if you think you can do better take the test otherwise shut the f@ck up and let me do my job. We sometimes get hurt,the prisoner sometimes gets hurt male or female because if we used gentlemens rules we wouldn't need guns and a game of cricket would be in order. But everytime some drunk sobers up and has a black eye because they couldn't control themselves and felt that we should have used the jedi mind trick to get them into custody we'll be on the news and we'll be profiled...wait isn't that illegal? Oh never mind I forgot only for those of us with rules.

Ronnie did such a great job straitening out the CTA, I can only imagin what he has in store for the CPD!

Remember, he is the one who choose the current PDTs. He is the one who ordered the chevy Impalas and the Tahoes. He is the one who reorganized COS and hired all of the civilians. Now he may get a second chance at guting the rest of the Dept. with of course a blessing from the King.

He was what a Patrolmam for 2years, yep thats enough, make him the boss.

I've got an unblemished record with scores of Part I felony arrests to my credit in the most active West and South Side districts. I have no intentions of sucking up to bosses or politicians. I will not lower myself to making one bagger and other sandbagging arrests just for the numbers.

Yes we talk on our cell phones, usually with the captain or lt. telling us where to be, what to do, and when to do it...micromanagement at its best (see 017 days). You don't know where we are going when we blow red lights, just because we're not going 100 mph doesn't mean we are not in a hurry to get there (maybe to your call someday). Most of us don't expect a discount, in fact the majority of us do not go into establishments while working because if you take a close look, most of the people who usually prepare food in these places are the same people we tend to lock up and they don't like us that much. I'd be willing to bet that comparativly speaking we are no more out of shape than the working civilian population. If things we write tickets for are so petty, write your alderman and have the law changed - at one time someone thought it was important enough to make it a law. What quota? And why do you hate us for it? We don't hate you because you're ignorant. No one gets harassed for walking down the street. there is a reason for everything we do, the fact that you are not privy to that reason or cannot understand it is not our problem. We show up late for jobs? What time was your appointment? Did you ever think that there may be some other jobs pending that are more important than yours? SOS is a great place to be if you are not guitly of a crime and 11 has always been a great place for working coppers to be. I think the worst place to be is 18 or 1 since you got all the business people there calling about everything and anything. We all know the best place to be is any specialized unit with a take home car.

Ron Huberman was brought in by Barbara McDonald to fix the mess called CHRIS in the year 2001.

CHRIS was a failing system under the tutelage of John Harris and Kathy Kolb. They blamed the users for the problems that they created.

McDonald replaced Harris and Huberman replaced Kolb. They listened to the concerns of the users, the Detective Division, and then came up with the fixes needed to make it work.

Ron Huberman came through when no one else did!

P.S. Harris is currently the Chief-of-Staff for Governor Blago.

its Elmhurst, you know what the difference between Elmhurst and the city of chicago is??? Elmhurst would fit into a district and is the size of a beat. They probably have 40 p.o's tops. SO all you suburban boys and girls that are getting on this thing and talking about how great your suburb commanders are just stop please. This department is fucked and no one that is used to running 50 or so cops is going to fix it. If the micromanaging is bad now wait until we get someone from a burb in their so please suburban cops stop it, stay where you are where its safe and for the love of God please dont identify yourself as a chicago cop when youre not. Hey kid, I got 24 years on this job, I should be Sup. I got no management skills and I don't know how this department operates. Who needs to understand personnel, finance and department issues. A sad, but true fact is that time on the job isn't everything. Sure there may be someone with let's say...10 years experience on the job and a GED/HS Diploma with a decent record and maybe a few CR#'S who says they deserve a promotion. Well, are you saying that this person deserves a promotion even though their top rival may have let's say....5 yrs on the job, a better performance record, management/people skills, little to no CR#'s and maybe a few degrees with NO clout???

Keep in mind that if there is an answer to this that the younger P.O. has outperformed the older P.O.

Also keep in mind that there are younger P.O.'s (and older) on the job that if given the chance.....could do a far better job than their current supervisor(s) (i.e. Seiser)

Huberman is a welcome change to the current group of exempts. Upset the apple cart and make the changes. Does it really matter who leads this department? Clout still rules and the usual crop of exempts will continue to take care of the clout babies. I am so tired of watching clout babies hide inside without oversight. CR#s killed and investigations hidden because of clout. Bring in Huberman with new technology and a fresh approach to this department.
